<strong>Running</strong> Y <strong>Ranch</strong> <strong>Owners</strong> <strong>Association</strong>Communications CommitteeMeeting Minutes for August 16, 2012Present: John Anhorn (<strong>Association</strong> President; committee chair), Jon Barkee, (RY Operations Manager),Mindy Surber (Sports Center Manager), John Lindsay (Landscape Manager), Marie Ashford (ARC/HOACoordinator), Terry Joakimides, Chad Casson, Bill Hanko, Gordon Hall, Merlaine Zwartverwer, RheaSimonsenMeeting Called To Order at 11:37A.M.Minutes:Mr. Barkee:Recycle centero <strong>Running</strong> Y Management will present a proposal to the HOA Board to pave the parkingarea.o The recycle containers works well when boxes are broken down and recycles are put intothem. The container quickly overfills when boxes are not broken down. WasteManagement will not pick up the container if the lid doesn’t completely close down orthe container is blocked by trash is left on the ground in front of the it.o Pickup is Monday and Thursday. Waste Management will not pick up on Fridays.o There is surveillance there to better see what is going on, especially in the off hours. Wewill continue to look at the situation, but if the problem of unauthorized items ( i.e.household garbage, tires, chairs, tables, couches, clothes washer) persists, the area mayneed to be fenced and gated and operated during daylight hours to monitor it. There issignage about the surveillance camera.Question: The City of Klamath Falls has recycling cans for city residences. Is it a matter of negotiationbetween <strong>Running</strong> Y and the County or <strong>Running</strong> Y and Waste Management for residences here?It is a matter between <strong>Running</strong> Y(RY) and Waste Management. RY Management hadthis discussion several years ago, but Waste Management was not willing to institutecurbside recycling even when management offered to pay an additional fee to have theprogram here. Waste Management was not interested in doing recycling outside of amunicipality. RY Management can continue to stay in touch with them to see if theremight be a chance for a curbside recycling program here.Summarizing Reserves projects for the year:o Seal coating was completed in Aspen Run and Phase 11, Lakeside. Seal coating is anongoing project with portions of the road being done every year. In response to somefeedback from Lakeside owners regarding the quality of the work in that area, RYManagement looked into bringing in another contractor who specialized in crack sealingand seal coating. A different contractor and process was used on roads at RidgeWaterthis year (Statewide Construction, a company out of Medford). Their technique andmachine to put down crack seal was different and appeared to better seal the edges of thecrack.o This year crack sealing is being done on Fox Sparrow, Murrelet and Parula as well as<strong>Running</strong> Y Road and Coopers Hawk Road just past the golf course which was overlaidlast year. There were some fine transverse cracking and this will extend the life of thatoverlay.

Another suggestion would be to send out aletter informing residents of the recycle area and approved materials that can be taken there.‣ Spraying for bugs: It used to be that the townhome vestibules and bushes were sprayed, but nowthe truck drives through and does general spraying of the Eagles Landing homes. The membercalled Vector Control and spoke with someone there requesting directed spraying.‣ A request was made to repaint the lines in the Eagles Landing parking lots. If feasible, thecontractor doing the painting of the townhomes might paint the lines and this would be on areoccurring basis just like maintenance painting for the townhomes.‣ A member brought forth a complaint from an owner about the street light at the entrance toEagles Landing shining into their kitchen window.o Suggestion was for the owner to get blinds or shades for that window.‣ Regarding the fence repair along the highway and <strong>Running</strong> Y Road, a member suggested to bidout and hire a contractor to do the fence repair on as needed basis.‣ A member was concerned about the north-east area near the end of Merganser that needed fuelreduction work.o Mr. Barkee will look at the area to see what needs to be done.‣ On a number of road curves and corners, vehicle tires drop off the pavement and kick up gravelon the road. It has been noticed that a number of the really bad areas have been swept. For thoseriding motorcycles, gravel is a hazard, so the effort to get the gravel swept is greatly appreciated.‣ The Garden Club has volunteered to participate in a noxious weed program should RYManagement want to help owners recognize them.‣ The amount of noxious weeds around the golf course is atrocious. There are large areas ofCanada thistles and other thistles and if the problem isn’t taken care of soon, it will be a severalyear fight to get rid of them. When they go to seed, the thistles spread. Although mentioned toemployees at the Golf Shop, it does not appear that anything is being done. The member was notsure how it delineates between golf course and <strong>Running</strong> Y Management, but the delineation hasto be cut through and the problem taken care of.oMr. Barkee said the noxious weed topic was brought up in a board meeting. RYManagement has a 2 phase program where there is contracted spraying and a contractwith Klamath County. The program needs to be expanded and be more comprehensivewith respect to the golf course, HOA common areas and the developer owned commonareas. Management will work with John Lindsay to put together a program in-house tomanage those outsourced resources as well as maybe implementing an RYM componentof that. There are issues management and the board discussed about how and the timingof attacking the weeds to keep them from going to seed and killing the plant later in theyear. Spring is the time to spray them.Question: Will <strong>Running</strong> Y Management work on thinning the junipers and other brush in the commonarea on the lower portion of Kestrel? This would help the health of the oaks and pines. It would open upthe area for people to see the view and birds.o Mr. Barkee commented that for that particular common area, with respect to fire fuelreduction and the local birding groups providing input as how best to create bird habitatin clearing and thinning, there is work to do there.‣ Mr. Lindsay commented that noxious weeds on owner lots are also a problem. If those are notsprayed in the Spring, two weeks apart, and they go to seed, then the timing is lost.o Mr. Barkee said noxious weed notice might be tied in with the fire fuel reduction notices.o Mr. Anhorn suggested putting information on the owner website.‣ The gravel from the recycle area is sometimes spread across the road from vehicles driving awayand it is an eyesore. Paving the parking for the recycle area would eliminate the problem.Mr. Barkee:He thanked Terry Joakimides for his expertise and work on the RY Community Directory.


This year mosquito control did seem to be a problem. Several years ago, RY Managementreceived feedback from the Oregon Department of Forestry that potentially heavy mosquitospraying may be killing the species of wasp that interacted with the black leaf pine scale problemwith the pine trees on property. In spraying heavily, this actually encouraged killing theponderosa pines through a food chain. For a couple of years, management asked the County toback off from the heavy spraying with the downside being more mosquitoes. There is a balancethere and I am not sure that has been found. Next year, management will be more proactive withthe County, but they have a limited amount of resources so once they go through them, that’s it.An option may be an in-house vector control program.RY Management and Landscape are working to put together an off-leash exercise area for dogs.It is one of the old corral areas adjacent to the frontage road. This has been an on-going effort forseveral years. Working with the new general manager, David Ellis, a piece of developer propertywas found. Improvements will be done on the fencing. This is not an HOA project. The locationshould be sufficiently remote from residences that it won’t impact them.Mr. Anhorn:He thanked everyone for being at today’s meeting. Management does need the input and information totry to resolve issues.The next meeting will be held November 1, 2012 at 2:30PM in the HOA Conference Room.Meeting adjourned.
