Most notable is Mexico, which went from 55 to 20%; next came Ecuador, whichfell from 30 to 12%; Bolivia declined from 33 to 17% and Nicaragua saw its number go from 22 to11%. Other countries also saw these figures go down. Venezuela posted the smallest decrease (thenumber edged down from 29 to 27%), while in Chile the figure was unchanged at (15%).The ‘democratic normalization’ of Bolivia and EcuadorIn Bolivia and Ecuador the elections represented these countries’ ‘democatic normalization.’ In theBolivian case, the triumph of Evo Morales came after the political crisis that began with the earlydeparture of President Sánchez de Lozada in 2003. This led to short presidencies for Carlos Mesaand then the chief justice of the Supreme Court, Eduardo Rodríguez. In the case of Ecuador, theelection came after the so-called ‘Rebellion of the outlaws‘ that opposition parties mounted in 2005against president Gutiérrez. This movement brought about his resignation and Congress namedAlfredo Palacio as president.20
