Expression <strong>of</strong> Interest (EOI) is invited from the parties / N.G.O’s, Government<br />
undertaking organizations for appointment <strong>of</strong> Pr<strong>of</strong>essional Management<br />
Consultant (PMC) for the Development <strong>of</strong> Common Facilities for AYUSH<br />
Industry Clusters under the Center Sector Scheme for manufacturers <strong>of</strong><br />
Ayurveda, Siddha, Unani and Homoeopathy Drugs (ASU&H).<br />
I. Objectives<br />
1. Department <strong>of</strong> AYUSH, Ministry <strong>of</strong> Health and Family Welfare, Government <strong>of</strong><br />
India has launched a new Scheme in 11 th Plan to facilitate establishment/ development<br />
<strong>of</strong> Clusters <strong>of</strong> Ayurveda, Siddha, Unani and Homoeopathy drugs (ASU&H) in the country.<br />
These clusters will have necessary infrastructure to support the production <strong>of</strong> clusters<br />
and to fill in the critical gaps in the sector especially in standardization, quality assurance<br />
and control, marketing, infrastructure and capacity building. These clusters will also<br />
facilitate the user industries in meeting the emerging global and national compliances<br />
related to quality, safety efficiency and standards and thereby improve the national and<br />
global market share <strong>of</strong> Indian AYUSH Industry. The Scheme is to be implemented on<br />
Public-Private Partnership (PPP) basis, through project specific Special Purpose Vehicle<br />
(SPV) <strong>of</strong> the user industry (one project SPV for one Cluster) is available in Department <strong>of</strong><br />
AYUSH website www.indianmedicine.nic.in.<br />
2. The Scheme envisages development <strong>of</strong> 10 Cluster Industries during the plan<br />
period. While 60% <strong>of</strong> the project cost, not exceeding Rs.10 crore per Cluster, is<br />
envisaged to be provided as grant/equity support from the Government <strong>of</strong> India, the<br />
remaining funds including land will have to be contributed/ mobilized by the member<br />
entrepreneurs / State Government.<br />
3. In order to ensure targeted, speedy and efficient implementation <strong>of</strong> the Scheme,<br />
the services <strong>of</strong> a competent pr<strong>of</strong>essional agency are proposed to be engaged by the<br />
Ministry <strong>of</strong> Health & Family Welfare, as Pr<strong>of</strong>essional Management Consultant (PMC).<br />
II. Scope <strong>of</strong> Work<br />
4. The scope <strong>of</strong> services to be rendered by the PMC has been detailed in the<br />
Scheme, which is available in Department <strong>of</strong> AYUSH website www.indianmedicine.nic.in.<br />
III. Terms <strong>of</strong> Reference (TOR):<br />
5. The broad requirements <strong>of</strong> the PMC for the Scheme are as follows:<br />
(i) Experience <strong>of</strong> assisting the Government <strong>of</strong> India in formulating policy for<br />
competitiveness enhancement <strong>of</strong> the user Industry.<br />
(ii) Considerable understanding <strong>of</strong> cluster development, related issues and the<br />
ways to resolve them by mobilizing group behaviour.<br />
(iii) An in depth experience <strong>of</strong> working in MSME sector and understanding <strong>of</strong><br />
the issues ailing the industry specifically AYUSH sector.<br />
(iv) Ability to mobilize and commit an expert team with experience in project<br />
development, MSME development and policy training etc.<br />
(v) Experience <strong>of</strong> designing and implementing multi-stakeholder<br />
developmental interventions.<br />
(vi) Willingness to deploy resources at locations spread across India.
(vii) Experience <strong>of</strong> working with the State Governments and Central<br />
Government or Government agencies in development/implantation<br />
projects.<br />
(viii) Proven given and demonstrable experience in implementing cluster<br />
infrastructure projects preferably in Public Private Partnership (PPP) mode.<br />
IV. Invitation <strong>of</strong> Expression <strong>of</strong> Interest/bid (Information to consultants<br />
regarding procedure for submission <strong>of</strong> proposal)<br />
6. In case your company is interested in rendering the services as PMC to the<br />
Scheme, please submit the following information:<br />
(i) Documents in support <strong>of</strong> the fulfillment <strong>of</strong> the technical criterion as<br />
mentioned at Para-6 above.<br />
(ii) The pr<strong>of</strong>essional fee as percentage to the scheme grant including<br />
pr<strong>of</strong>essional fee, travel, boarding & lodging, communication and all other<br />
out <strong>of</strong> pocket expenses exclusive <strong>of</strong> all taxes. The project cost for this<br />
purpose shall include the expenses relating to mobilization/ organization <strong>of</strong><br />
participating units into a Special Purpose Vehicle for development and<br />
maintenance <strong>of</strong> common facilities, cost <strong>of</strong> common infrastructure and<br />
common building for production/support activities. The total Fee payable<br />
to the PMC is based on mutually agreed milestones / timeframes regarding<br />
preparing <strong>of</strong> DPR, mobilization <strong>of</strong> SPV/ construction <strong>of</strong> common facilities/<br />
management <strong>of</strong> industry cluster.<br />
(iii) The information as sought for shall be submitted within two weeks from<br />
the date <strong>of</strong> publication <strong>of</strong> advertisement, failing which it shall be presumed<br />
that you are not interested in undertaking this assignment.<br />
V. Selection Process (Bid evaluation criteria & selection procedure)<br />
7. The PMC shall be selected through a competitive bidding process. The bidding<br />
process shall be carried out in two stages i.e. Technical bid & Financial Bid. The technical<br />
Bids shall first be evaluated and only financial bids <strong>of</strong> the company meeting the technical<br />
criterion shall be opened. The financial bid <strong>of</strong> the bidder failing to meet the<br />
predetermined criterion would be returned unopened.<br />
VI. General terms and conditions <strong>of</strong> the work<br />
8. The selected company has to sign an Agreement with the Department <strong>of</strong> AYUSH,<br />
Ministry <strong>of</strong> Health and Family Welfare for rendering satisfactory services and completion<br />
<strong>of</strong> the projects in a time bound manner. The Agreement shall include provisions for<br />
taking performance guarantee, damages for delay besides other clauses as are finalized<br />
by the Ministry <strong>of</strong> Health and Family Welfare.<br />
VII. Mode <strong>of</strong> submission <strong>of</strong> expression <strong>of</strong> interest/bid<br />
9. Documents in electronic form will not be accepted. The technical proposal should<br />
be submitted in a separate envelope marked “TECHNICAL PROPOSAL” and the Financial<br />
Proposal in other envelop marked “FINANCIAL PROPOSAL”. Both these envelopes should<br />
be sealed in another envelope super-scribed as “Proposal for appointment <strong>of</strong> Pr<strong>of</strong>essional<br />
Management Consultant for Cluster” and should be delivered at the following address<br />
within two weeks from the date <strong>of</strong> publication <strong>of</strong> advertisement. The bid documents shall<br />
be opened in the presence <strong>of</strong> the bidders on the same day. Representatives <strong>of</strong> bidders<br />
may like to be present at the above time, date and venue. Consultancy fee shall be<br />
payable in terms <strong>of</strong> a fixed percentage or fraction there<strong>of</strong> <strong>of</strong> the total allocation under<br />
the scheme subject to mutually agreed deliverables at working stages <strong>of</strong> the project<br />
cycle. Financial bid should spell out these clearly.<br />
VIII. Rights <strong>of</strong> Ministry <strong>of</strong> Health & Family Welfare
10. The Ministry <strong>of</strong> Health and Family Welfare, Department <strong>of</strong> AYUSH reserves the<br />
right to accept / reject the <strong>of</strong>fers received without assigning any reasons whatsoever, or<br />
may call for any additional information/clarification if so required.<br />
IX. Court jurisdiction<br />
11. This shall be subject to the exclusive jurisdiction <strong>of</strong> courts at Delhi / New Delhi.<br />
