IntroductionThe January 05 of 2015 was the anniversary of the poll that took place a year backletting 153 members of parliament to win uncontested of the total 300 constituencies.The poll was termed as a farcical one by the British weekly The Economist.Within a day of the poll, governments and international organisations condemned theway the election was carried out.In a press statement, US State Department spokesperson Marie Harf said Washingtonwas "disappointed", as the results of the election "did not appear to credibly express thewill of the Bangladeshi people". 1The Secretary-General of the Commonwealth Kamalesh Sharma also decried the"limited levels of participation and the low voter turnout". 2UN Secretary-General Ban Ki-moon expressed the UN's sadness that the election wasnot peaceful and all-inclusive. 3Amid worldwide concerns to engage in dialogue in order to figure out the system underwhich a credible, inclusive and transparent poll can be held as soon as possible, AwamiLeague government quashed off any possibility of dialogue in next five years. 4Though the opposition camp made repeated calls to hold a dialogue for an inclusive andparticipatory poll, the government lambasted every single call.On the other hand, the government intensified its killing spree all around the nation.According to Ain O Salish Kendra, a Bangladeshi Human Rights body, at least 128 peoplewere killed in “crossfire” and 88 disappeared across the country in 2014, mostlyopposition party members. 5The human rights situation in Bangladesh was alarming in 2014, adding that theincidents of “crossfire” have sharply been increased in the year. The incidents ofcrossfire rose 80% comparing to 2013. 6Some 147 people were killed in 664 incidents of political violence in 2014 while 8373others received injuries. Some 24 people were killed in incidents of violence, centeringJanuary 5 polls while 11 were killed during upazila elections. 7In such an alarming situation, the leader of people Begum Khaleda Zia tabled sevenpoints proposal, demanding a fresh poll in order to reinstate the democracy which wasbanished in the January 5 election of 2014. 8Very shortly, Awami League leaders rejected the proposal. seven proposals placed by Bangladesh Nationalist Party (BNP) chief Khaleda Zia,including holding of an early inclusive election. 9After the rejection of the proposal by Awami League, BNP decide to hold a rally in thecapital to show the government that the people support their proposal and are eagerlywaiting to practice their right to suffrage which was robbed in daylight on January 5.BNP asked for permission to hold rally in the capital to the Dhaka Metropolitan Police,the authority to provide the permission.Government reacted violently and cracked down on BNP leaders and activists ahead ofJanuary 5 of 2015. A standing committee member and many other members of thecentral committee of BNP were arrested within a week.In addition the Dhaka Metropolitan Police banned all sort of meeting or rallies in capitalfor indefinite period of time and imposed the section 144.Begum Khaleda Zia in retaliation called for a nationwide blockade from January 06 for afresh mid-term election. The government reacted very harshly and cracked down on theopposition since then.On the anniversary of the January 5election four were killed across thecountry. Extrajudicial Killing in the name of'Gunfight' and 'Revenge'The people of Bangladesh wants the punishment of the perpetrators, who burned busesand kills innocent passengers. The same applies to the opposition parties fighting forthe voting rights of the people. But police and RAB are killing innocent political activistsof the opposition parties rather than arrest those culprits. Most of the petrol bombingand arson occurred in the presence of police, BGB and RAB. Despite orders to shoot onsight, they remained silent or did not try to chase those culprits. Instead, intelligenceagencies have listed around 2,800 top-ranking leaders of BNP and Jamaat across thecountry 10 , arrested them or abducted them arbitrarily and killing them in cold blood inthe name of 'Gunfight' and 'Revenge'. Fire of Vengeance, Sufferings ofInnocenceThe activists of opposition parties in Bangladesh have interrupted vehicular movementat various spots across the country since 5th of January 2015, when a movement andblockade started against the current government of Bangladesh. But it is totally illogicalas well as unbelievable that they would make cruelties like bombing on the passengerbuses amid hugely police escorts. The way government has exerted wrath upon theopposition activists by extrajudicial killing in the name of ‘crossfire’, it should be repaidback to them only if the activists want to take revenge. This is basic psychological norm.Then why they would attack on the innocent people? This is simple logic- if BNP-Jamatcan kill police protected innocent people, why they do not kill or try to kill their primeenemies (i.e. Awami League leaders) in police protection? Thus, this will not beinsensible to gauge that Government itself is involved with such repeated attacks ongeneral people. At the moment Bangladesh is under "Totalitarian" ruleOn 05 January 2014, present non-elected one party Awami League (Ruling party) governmentof Bangladesh had staged a deceptive and controversial general election which was notrecognized by the democratic world. Since retaining power through a farcical election, theAwami League (Ruling Party) government headed by Sheikh Hasina Wazed is conducting anoperation of annihilation/ extermination of political opponents in Bangladesh in a systematicway. The acts of the illegal government resemble the classical totalitarianism where totalcontrol over media, administration, law enforcing agencies and judiciary is firmly established.The 20 party alliances has termed the day as "Democracy Killing Day".On 03 January 2015, present unpopular government illegally confined BNP Chairperson andformer Prime Minister of Bangladesh Begum Khaleda Zia at her office by parking trucks ladenwith sand and bricks outside the gates of her office compound with a view to hinder theprogram. Since then she and her inmates are in confinement there in.On 05 January 2015 when she was about to start for the pre-declared peaceful gathering fromher office, hundreds of police cordoned the office, APCs and water canons were lined up. Policealso padlocked the office gates and used illegal pepper spray inside the office compound. As aresult, Begum Khaleda Zia along with sixty of her political colleagues and office staffs sufferedserious illness for several days. Because of the poisonous substance it contains, the use ofpepper spray has been banned by the High Court of Bangladesh. Even then Government hadused it indiscriminately.However, facing the unprecedented brutality by the Police and Awami League activists againstpeaceful democratic event, BNP led 20-party alliance called for a country-wide peacefulblockade of the highways, railways and waterways as a protest. On the contrary police, RAB(Rapid Action Battalion) and combined task force ( combined with police, RAB, BGB, civiladministration) accompanied by armed Awami league activists continued to kill BNP led 20-party alliance members around the country. As a result peace loving general citizen remainedhighly sympathetic and supportive to the cause of BNP led 20-party alliance. Subsequently, todefame the peaceful democratic activities of BNP led 20-party alliance, government backedmysterious and clandestine perpetrators started killing innocent people by hurling petrol bombson passenger buses under the police protection and continued to stage deceptive blame game.Meanwhile, all the Media of the country went under strict control of the government and failed toquestion, why police could not stop or take any attempt to arrest the perpetrators whenthe incidents took place while police were escorting the vehicles?They (Media) also failed to question the authority, why BNP led 20-party alliance leaderssupporterswere falsely accused, unlawfully arrested and shot dead in the name of"Cross-Fire" after abduction by the law enforcing agencies or while he was in policecustody?Some of the alarming oppressions against BNP led 20-party alliance leaders-supporters are:


a. Around 700 (Seven Hundred) spurious cases have been lodged against over 18000(Eighteen Thousand) 20-party alliance leaders which includes all central leaders. They even didnot spare BNP Chairperson Begum Khaleda Zia, BNP acting Secretary General Mirza FakrulIslam Alamgir, Vice Chairman of BNP and former Foreign Secretary Mr. Shamsher MobinChowdhury, BNP Chairperson's adviser Samsuzzaman Dudu, Joint Secretary Md shajahan,Joint Secretary and office Secretary Mr Ruhul kabir Rizvi.b. Former State Minister for Foreign Affairs and BNP Chairperson's adviser Mr. ReazRahman was shot three times by government patronized assailants and his car was burnt, thecar of another Adviser Mr. Sabih Uddin Ahmed has been torched. Assailants also attacked theresident of all foreign relation related committee members of BNP, i.e Dr Moin Khan (BNPStanding Committee member), Mr Shafiq Rehman (Leading jurnalist of the country), Mr AbdulAwal Minto (BNP Chairperson's adviser), Advocate Khondokar Mahbub Hossen (President ofSupreme court Bar association), Prof Amajuddin Ahmed (Ex Vice Chacellor, Dhaka University).c. BNP central office was put under lock and key by the police and all the democraticactivities like meeting, peaceful procession etc are barred inside Dhaka since the election ofJanuary 2014.d. Government illegally confined BNP Chairperson and former Prime Minister ofBangladesh Begum Khaleda Zia at her office from 03 January 2015. To our utter surprise theyeven disconnected the electricity line, telephone line, internet connection, dish connection andjammed mobile network. However, After 19 (Nineteen) hours electricity connection was restoredbut the other facilities remained disconnected till today.Media reports on government backed terrorist/subversive activities.Present democratically unrecognized government is committing all possible human rightsviolations that includes annihilation, extra-judicial killing, enforced disappearance, custodialtorture, arson and vandalization in the houses of the political opponents. They are deliberatelyorganizing so called "Cross-Fire" and hurling petrol bombs through its activists and trying to shiftthe liability to the BNP led 20 party alliance. Here a question may arise, why should thegovernment organize throwing petrol bombs? The answer is simple, i.e,The fascist government wants to show to the international community that BNPled 20 party alliances are responsible for such atrocities and other violent activities.Further more, they want to justify their extra-judicial killing (Cross-Fire) of politicalopponents .But, BNP led 20 party alliance had always emphasized peaceful means in their call for the totalmovement. The alliance had never in the past and in the present advocated or pursued violentmeans. Various publications and news in different media substantiate the aforesaid statementthat the petrol bombs are being used with the patronization of the government.

জািমেনর জন আওয়ামী লীেগর তয়নপবামাবাজরা সৎ ও মধাবীআিনস রহমানশহীদ সাহরাওয়াদ মিডেকল কেলেজর ছা মা. রজাউল ইসলামেক পলেবামাসহ হােতনােতফতার কেরিছল মাহাদপুর থানার পুিলশ। এ ঘটনার পর রজাউেলর আইনজীবী আদালেতআসািমর জািমেনর পে এক তয়নপ জমা দন। আওয়ামী লীেগর পাবনা সদর উপেজলাসভাপিত আলহাজ মা. মাশারফ হােসন ািরত ওই তয়নপে বলা হয়- ‘আসািম রজাউলইসলাম আওয়ামী লীেগর সদস। স কােনা রািবেরাধী কােজ জিড়ত নয়’।


ধু মাহাদপুর থানার এই এক ঘটনাই নয়, সারা দেশ এমন শত শত আসািমর পে আওয়ামীলীেগর নতা-কমরা তয়নপ িদেয় ফতার হওয়া আসািমেদর জািমন কের ছািড়েয় িনেন বেলজানা গেছ। আর এ তয়নপের িবিনমেয় ওই নতারা কাথাও মাটা অের টাকা িনেন,কাথাও বা আীয়তার সেক র কারেণ তােদর এমন তয়নপ িদেয় িদেন। নতােদর এমনকমকাে হতাশ হেয় পড়েছন আইনশৃলা রাকারী বািহনীর মাঠপযােয়র কমকত ারা। তারািবষয় ঊতন কমকত ােদর িলিখতভােবও জািনেয়েছন। কমকত ারা বেলেছন, নতােদরতয়নপ িবিল ব না করেল মামলার আসািমেদর ফতার করা হেলও িবচােরর মুেখামুিখ করাসব হেব না। বরং অেনেকই জািমেন ছাড়া পেয় ফর একই ধরেনর অপরাধমূলক কমকােজিড়েয় পড়েবন। পুিলশ কমকত ারা জািনেয়েছন, দেশর িবিভ এলাকায় সরকারপি িহেসেবপিরিচত আইনজীবীরাই নাশকতার মামলায় ফতার হওয়া আসািমেদর পে কাজ কেরন।সরকারদলীয় তয়নপ দািখেলর িবষেয় আদালতপাড়ায় একািধক আইনজীবী বলেছন, পুিলশআসেল িক অপরাধী ধরেছ, নািক সাধারণ মানুষেক হয়রািন করেছ?সূ িনিত কেরেছ, সারা দেশ হরতাল-অবেরাধ চলাকােল িবিভ নাশকতার মামলায় ফতারহওয়া আসািমরা জািমেন ছাড়াও পেয় যােন। জািমন সহজ করেত কৗশল িহেসেব আওয়ামীলীেগর নতােদর তয়নপ ববহার করেছন আসািমপের আইনজীবীরা। ঢাকার মুখ মহানগরহািকম আদালেতর িবিভ নাশকতার মামলায় পাঁচ শতািধক তয়নপ দািখল কেরেছআসািমপ। অনুসােন এসব তথ জানা গেছ।গত ২ ফয়াির রাজধানীর িমরপুর থানার ১ (২) ১৫ নর মামলায় ফতার হওয়া আসািমমিনামান সরকােরর পে তার আইনজীবী ঢাকা মহানগর হািকম মাহবুবুর রহমােনর আদালেতজািমন চেয় আেবদন কেরন। আেবদেনর ওপর নািনর সময় আসািমর আইনজীবী আওয়ামীলীেগর এক পােড িলিখত তয়নপ জমা দন। ওই পােড ানীয় আওয়ামী লীেগর সাধারণসাদক আসািমর পে ‘রািবেরাধী কােনা কােজ আসািম জিড়ত নয়’ মেম তয়নপ দািখলকেরন। এ ছাড়া একই মামলায় অন আসািম মা. সালাউিেনর পে তার আইনজীবী একই ধরেনরতয়নপ আদালেত দািখল কেরন। ওই তয়নপে নােটােরর দাসপুর উপেজলার ৪ নরমিসা ইউিনয়ন আওয়ামী লীেগর সভাপিত মা. আবদুল বারী এক িলিখত বব দন। তােতউেখ করা হয়- আসািম সালাউিন িমরপুর বাঙলা কেলজ ছালীেগর সে সংি এবং িতিনকােনা রািবেরাধী কােজ জিড়ত নন। এ ছাড়া আইনজীবী নািনেত বেলন েয়াজেন মামলারতদ কমকত ােক িদেয় এ তয়নপ যাচাই-বাছাই করার জন। পের নািন শেষ িবচারকজািমেনর আেবদন নাকচ কের তয়নপ যাচাই-বাছাইেয়র কােনা আেদশ দনিন। ঢাকার িনআদালেতর অিতির পুিলশ কিমশনার আিনসুর রহমান এ িবষেয় বেলন, নাশকতার মামলােলায়যিদ আদালত এ ধরেনর তয়নপ যাচাই-বাছাইেয়র িনেদশ দন তাহেল পুিলশ অবশই তা তদকের দখেব।


ঢাকার িজআর সকশেনর এক পুিলশ কমকত া নাম কাশ না করার শেত বেলন, ‘সাধারণতমামলায় িবচারক জািমন না িদেল এসব তয়নপ নিথেত সংযু কের রাখা হয় না। তেব জািমনহেল আদালেতর িনেদেশ আমরা নিথেত এসব িফিরিেযােগ কাগজ রেখ িদই। ’ ঢাকা জজেকােট রফৗজদাির আইনজীবী মা. রিফল ইসলাম বেলন, এসব তয়নপ মামলা িবতিক ত কের দয়।আদালেতর উিচত হেব এেলা যথাযথ যাচাই-বাছাই করা। কননা যিদ এেলা ভু য়া হয় তাহেলআসািমরা আরও বড় ধরেনর অপরােধ জিড়েয় পড়েবন এবং সাধারণ আসািমরা নায়িবচার থেকবিত হেবন। নাশকতার অিভেযােগ িবএনিপ-জামায়ােতর যত নতা-কম ফতার হেয়িছেলনতার বড় এক অংশ ইিতমেধ ছাড়াও পেয়েছন। িবোরণ মামলায় বড়ার িনিশারা ইউিনয়নপিরষেদর চয়ারমান ও সদর িবএনিপর সহ-সভাপিত শহীদুল ইসলাম সরকারেক ফতােরর পরিতিন জািমেন বর হেয় আেসন। তার জািমেনর পে আদালেত লেড়ন আওয়ামী লীগ সমথকআইনজীবী। আবার জলা িবএনিপর সভাপিত ও সাধারণ সাদকেক অিভযু কের মামলায়তােদর আগাম জািমন পেত সহেযািগতা কেরন আওয়ামী লীগ সমথক আইনজীবী পিরষেদর নতা।এ িবষয় িনেয় আওয়ামী লীগ সমিথত আইনজীবীেদর মেধ িবপ িতিয়ার সৃি হেয়েছ।আসািমেদর জািমন পাওয়া সে একজন আইনজীবী বেলন, বিশর ভাগ েই অিভযুেরতািলকা এক ও অিভ। অেনক মামলায় অিভযুের নাম, কানা ও িববরণ দওয়া হেলওআেরক মামলায় সংি নাম দওয়া হয়। অেনক সময় কানাও এিদক-ওিদক করা হয়।অিভযুরা ক কী করেছন তা-ও বলা হয় না। বাবার নাম, বািড়র কানাও ভু ল থােক। আবারবিশর ভাগ েই মামলায় জের কােনা তািলকা থােক না। ফেল অিভযুরা সহেজই জািমনপেয় আবার নাশকতায় মেত ওেঠন। এ বাপাের যাগােযাগ করা হেল সংি কােনা আইনজীবীমব করেত রািজ হনিন।http://www.bd-pratidin.com/lead-news/2015/02/06/61121

False FlagsOn February 03, 2015 petrol bomb was hurled into a bus carrying passengers fromCox’s Bazar to Dhaka on the Chittagong highway at Chauddagram of Comilla.It was the deadliest attack since the blockade begun on January 06. Asaduzzaman Khan on February 08 said,‘Whenever it is necessary to contain terrorists, the police go into action tonab them and “gunfights” between law enforcers and “terrorists”occur…You all know what usually happens in a “gunfight”.’ 123Moreover, MayeenUddin Khan Badal, executive president of JatiyaSamajtantrik Dal, acomponent of the ruling Awami League-led 14-party alliance, suggested the police shootBNP activists for maintaining law and order. He said,‘Police should shoot in their (opposition men) chests, if required.’ 124After getting the green signal from party high command, Border Guard Bangladesh(BGB) decided to use lethal force, if necessary, on so called ‘miscreants’ as thecountrywide blockade continued. 125Social Welfare Minister Syed Mohsin Ali in Dhaka on Jan 20 said,‘Arsonists and saboteurs will be shot on sight. We are going to decideon giving orders to shoot [arsonists] on sight as in wartime.’ 126Dhaka range Deputy Inspector General SM Mahfujul Haque Nuruzzaman said,‘Shoot them (opposition men) and their family members should alsobe annihilated.’In addition, the illegal Prime Minister Sheikh Hasina said,‘Khaleda Zia will be tried in the same way a killer is tried.’ 127It is quite easy to predict one of the most significant motives behind the attacksanalyzing Sheikh Hasina’s threat to try Begum Khaleda Zia. Surprisingly, Sheikh Hasina’sthreat was followed by a deadly attack on a bus in capital only 10 yards before a policevan. Later, the police enlisted the name of Begum Zia as the instigator of the attack.25 | P age


Moreover, when the attack took place Begum Zia was in deep shock due to her son’sdeath.Another two things by which the government ridiculed itself are holding BNP chiefBegum Khaleda Zia responsible for the arson attacks, and the claim from thegovernment side that the opposition men attacked the vehicles being escorted by police.First of all, Begum Khaleda Zia who was confined in her office since January 03 has beenkept in incommunicado since January 30. Almost all the extensive attacks on vehiclesacross the country took place in between January 31 to February 09 including theComilla, Gaibandha and Barisal arson.• How a woman who is not allowed to meet any of her leaders, who cannotcommunicate with the leaders of her party, whose phone is being tapped bygovernment, can direct those attacks on the vehicles?• If BNP men can attack the public vehicles being escorted by police, why they donot attack the Awami Leader’s cars?The question is tabled. Who is going to answer them? However, the answers of thesequestions may dig out many untold stories.26 | P age


Way ForwardThe root of ongoing violence is merely not the confinement of the former PremierBegum Khaleda Zia and the banned protest.To analyze the recent turmoil in Bangladesh, one should go to the third week ofNovember, 2013. When the then Premier Sheikh Hasina decided to form a poll timegovernment to oversee the January 5 poll, one of the prominent Bangladesh daily intheir November 18 edition wrote, “BNP left with agitation only”. 128 BNP, who decided toboycott the January 5 election, was left with no options but to take the streets and resistthe election that day.But after the election took place on January 5, which was termed as a farce by TheEconomist, the opposition men apparently went to ground. The largest oppositionalliance refrained itself from further agitation and plead for a fresh election as soon aspossible.Opposition alliance decision of not to disturb the government was largely appreciatedand it was expected that a fresh midterm election may took place within a year as theAwami League publicly termed the last election a constitutional requirement. 129But the situation worsened in 2014, especially for the opposition men amid their pullingout of themselves from violent protests. From December 25 to January 27, in almost onemonth, 65 opposition activists were either killed or disappeared. At the year end,according to Ain O Salish Kendra, 128 crossfires took place in Bangladesh which is 80%higher than the last year. Along with a total of 88 incidents of disappearances and 147deaths due to 664 incidents of political violence, more than 200 opposition activists losttheir life in 2014.Apart from the incidents of last year, on the anniversary of the January 5 election fourwere killed across the country. Another two died on the second day of the blockade inNoakhali. All of them were opposition activists who tried to rally in their area and weregunned down either by law enforcers or by the ruling party men. The government heldno one responsible for these killings and totally overlooked the deaths.The frequent rights abuses and the tendencies to ignore them by the government inBangladesh played its role and paved the way for violence. The only way to stop thisviolence is to ensure a midterm as early as possible under a neutral caretakergovernment system.27 | P age
