General Manager’s ReportFinancial Report Last week, all residents should havereceived a copy of the Association’s auditedfinancial statements for the year ended June30, 2011. Due to certain presentation anddisclosure requirements, these financialstatements can be confusing to some.Please contact the Association’s FinanceDirector, Todd Chaloux, at 760-200-2106, ifyou have any questions.


Financial Report Continued Enrollment forms for the Association’s 2012 BrokenGlass Program will be on the website and will beavailable at the reception desk in the <strong>Sun</strong>set ViewClubhouse and Mountain View Clubhouse on MondayNovember 7. Please complete this form and submit itto the Finance Department if you wish to enroll in thisprogram for the 2012 calendar year. The cost is $30.All residents that are currently enrolled in the 2011program will have a form mailed to them. Pleasecontact the Finance Department if you have questionsregarding the Broken Glass Program.


Financial Report Continued September 30 marked the end of the Association’sfirst fiscal quarter and an operating surplus for thatperiod of $261,809 is reported. This figurerepresents a favorable variance versus budget;however, much of this variance is attributable totemporary timing differences with a majority of thevariances being in the grounds maintenancedepartments. The finance staff has been workingwith department managers on variance reports todetermine how much of this variance is permanentand how much is temporary. The Octoberfinancials will have the first adjusted forecast forthe current fiscal year.


Financial Report Continued A complete set of the Association’sSeptember 2011 financial statementswill be available in the library for residentreview by November 4th, as well as aset of the audited 6/30/2011 financials. The Association’s financial conditionremains sound.


Town Hall <strong>Meeting</strong> A Golf Cart Safety Town Hall meetingwas held on November 14 at 3:00 p.m.in Speakers Hall. The speakers includedrepresentatives from Electric CarDistributors and the Public SafetyCommittee who discussed golf cartmaintenance tips and safety procedures.


Fall Crafts Fair Our annual FALL CRAFTS FAIR will beheld in the Mountain View Clubhouse onThursday, November 17 throughSaturday, November 19. The Fall CraftsFair features paintings, ceramics, quilts,jewelry, stained glass, crocheted andknitted items, handcrafted clothing,birdhouses, wooden bowls, books,novelty items and much, much more.


Service of Fire Extinguishers <strong>Desert</strong> Fire will be here on Wednesday,November 16 for Fire ExtinguisherService available to all residents,between 9:00 a.m. – 12:00 noon in theMountain View parking lot in front ofEngineering – Building C “Look for thered and white truck”.


<strong>Resident</strong> Directories The resident directories are available atall three clubhouses. Please submit thecoupon that is found in the NovemberNews & Views to get yours. Your namewill be included in the drawing for athirty-two (32) inch flat screen T.V. to bedrawn on January 3, 2012, 9:00 a.m. inthe Mountain View Clubhouse lobby.<strong>Resident</strong>s do not have to be present towin.


Farmers Market The Association will host a Farmers Marketevery Tuesday morning from 9:00a.m. –1:00 p.m. in the Mountain View Clubhouseparking lot. The target starting date isNovember 22, pending insuranceapprovals. The event will run through Mayfeaturing fresh produce and other goodsfrom Madison Street Produce. Stay tunedfor the announcement on the website,wheel and from your <strong>District</strong> Delegate viaemail. An ad will be in the December News& Views as well.


Seal Coat Project Watch for closed streets, sidewalks, andbarricades. Complete details are availableon the SCPDCA website www.scpdca.com.This is a very large, complex project andthere is a lot of information to read in orderfor you to understand the details andschedules. Please read it thoroughly, keepscrolling down and open the attachments.The <strong>District</strong> Delegates have sent outseveral project updates as well.


Seal Coat Project Continued The contractor has or will provide doorhangers prior to your street closure. Callthe Engineering office at 760-200-2226 ifyou have any questions or needassistance. Be aware of your surroundingsand use common sense when you see thebarricades and street closures. Please donot drive on the sidewalks or in otherresident’s driveways in these areas. Wehave had several concerns regarding this.


Overseeding and Pro Shops The overseeding will be complete in thenext few days, weather permitting. I wouldonce again like to reiterate irrigationoverspray during windy periods, a continualresidential challenge. During the season,we use the weather station system andturn off the irrigation on the perimeters toreduce overspray on the homes. During theinitial growing season, the system isdisabled to allow regular irrigation for thenewly planted seed. Only during periods ofextreme wind is the irrigation shut off.


Overseeding and Pro Shops Continued The Association has invested hundreds ofthousands of dollars in the seed andoverseeding process. While fully realizingthe residential impact of overspray on aresidence, the CC&R’s were originallywritten with a provision to allow foroverspray encroachment. Staff will doeverything in its power to be reasonableand accommodating, but we must keep thehealth of the newly planted turf in mind aswell. As the turf matures, the weatherstation will be activated once again.


Overseeding and Pro Shops Continued The Driving Range and the Santa Rosacourse are now open. The San Gorgoniocourse and the Putting course will be openon November 23. We will need tocontinue operating at “cart path only” until<strong>Sun</strong>day, and for the first two weeks that theSan Gorgonio course is open. I would liketo remind pet owners that the golf course isnot approved for pets. While you favoritepark may be closed, there are otherapproved areas open for pets. Yourcooperation is appreciated.


Overseeding and Pro Shops Continued The common area team is completingtheir overseeding of the parks and lawnsas well as planting the seasonal flowers.Everything will be green and in fullbloom before you know it.


Food & Beverage News There are quite a few fun eventshappening at <strong>Sun</strong> <strong>City</strong> <strong>Palm</strong> <strong>Desert</strong>. Monday evening performances will nowbe from 6:00 p.m. – 8:00 p.m. We haveadded an appetizer menu and a secondtier of wine brands for your enjoyment.Stop by and enjoy your favorite tunesand great food! Board Action Items (BAI)November 1, 2011Approved the Chartered Bylaws for the <strong>Sun</strong> <strong>City</strong> Veterans andFriends Club.Approved the holiday hours for the SCPD facilities.• Facility hours have been shortened due to the paid holidaysfor employees. Some facilities will be closed and otherfacilities will close early. We try to balance resident needs bykeeping the Fitness Centers, Boulevards and Pro Shops openduring their regular business hours on the days followingThanksgiving, Christmas and New Years (November 25,December 26 and January 2). The Employee Holiday Party ison December 16, so the Fitness Centers and Boulevards willclose early (5:00 p.m. and 3:00 p.m., respectively), but thePro Shops will be open during their regular business hours.On Christmas Day, the Pro Shops will close at 1:00 p.m.


Board Action Items (BAI)November 1, 2011 Approve the following employee insurancebenefit renewals for 2012:• Medical with Anthem/Blue Cross or Kaiser(employee’s choice)• Dental, Life, AD&D, LTD and Vision withGuardian• The insurance rates are going up; however,the Association’s broker minimized theincrease. Anthem/Blue Cross is 2.7% higher;considerably less than had been budgeted.Kaiser is 10.5% higher which is below thegoing rates. The Guardian quotes areconsidered excellent.


Board Action Items (BAI)November 1, 2011Authorize the replacement of seven (7) ice machines from<strong>Desert</strong> Fountain Gas Supply and J. Derman Electric in theamount of $58,373.49, including a 10% contingency, payablefrom reserves.• There are thirteen ice machines on property. Most of them areten years old or older, which is the life expectancy per ourreserve study. Five machines are older than ten years. Althoughthey all function, they are starting to have mechanical issues.The majority of the machines are water-cooled which is the mostefficient; however, it wastes water. With the new tiered rate waterstructure, it’s costing too much money because we’re going overour quotas. The new machines are electric which will use moreelectricity; however, it is less expensive than the tiered waterrate. Next year, we’ll consider replacing the rest of the icemachines.


Board Action Items (BAI)November 1, 2011 Authorize the northwest lawn and concrete apron at theLake View Clubhouse to be designated as an outdoorwedding ceremony area for use by SCPDCA CateringDepartment clients.• Larry Holbrook moved to authorize weddings at Lake ViewClubhouse on a provisional basis and revisit it after six (6)months based on feedback from staff, residents and weddingparties.• Those wedding parties booked prior to the six month review butwould occur after, will be honored, irrespective to the Board ofDirector’s decision after its six month review.
