MANAGEMENT AND FINANCIAL REPORTMAY 1, 2012Financial <strong>Report</strong>:March 2012 financial statements have been reviewed by the Finance Committee andare now available in the library and on the website for resident review.Through March 31, 2012, a favorable variance versus budget of more than $612,000is reported. The updated forecast now projects a favorable year-end variance versusbudget of $593,622. There are many factors that make up this large positivevariance. A very mild winter resulting in no golf course closures due to inclementweather, utility savings and the decision not to move forward with the driving rangeproject are all part of this positive variance.Therefore, management has recommended using $360,000 as a surplus carryforwardtowards the 2012-2013 budget. The details will be explained in the budgetpresentation later on during today’s meeting.The Association has recently been informed of a potential liability resulting from thetime spent as a member of a self insured worker’s compensation group. For the twoyear period from January 2010 through December 2011, the Association purchasedworker’s compensation insurance through the California Restaurant Mutual BenefitCorporation (CRMBC). As a member of a self insured group, the possibility existedthat we could be assessed additional fees to cover future liabilities of the group.CRMBC has notified all former and current members that they intend to assess atotal of 42 million dollars, $119,175 of which is owed by <strong>Sun</strong> <strong>City</strong> <strong>Palm</strong> <strong>Desert</strong>. TheAssociation is currently looking into the validity of this proposed assessment.The Association continues to be in sound financial condition.Management <strong>Report</strong>:Delegate Council itemsThe capital improvement project that was approved by the Board of Directors for thisyear's budget has been completed along Coyote Song. The irrigation/drippers werecompleted earlier this year and the 500 Dwarf Oleander Bushes were planted lastweek. Staff opted to place the plants after the threat of frost was over.Distressed Property policy – If you have a “distressed property” in which thelandscaping is not being maintained in your district, please contact the LifestyleEnhancement Committee (LEC) Coordinator, Stephanie Maroney at 200-2213. TheAssociation’s policy is to issue a violation notice to the responsible party providingthere is a party of record. Additionally, the Riverside County Code Enforcement willissue a citation to the party of record as well. At times the titles to properties are intransition without any responsible party. As a measure of last resort, the Associationwill perform a one-time clean up. Please contact our <strong>Community</strong> Standards Director,Clay Hubbard if you are concerned about a specific property in your district at 760-200-2251. Please note that the properties must be in a distressed condition beforethe Association can take action on a limited basis.


Budget processDuring this meeting we will have a presentation of the proposed 2012/2013 budgetand subsequent budget approval. I would like to take a moment to thank the Boardof Directors, the Finance Committee, our managers and staff for their tireless effortsand painstaking attention to detail in preparing this budget. The Finance Committeeand members of the Board of Directors met twice a week for over two months andstudied the budget material in between sessions. I would like to recognize each oftheir efforts and thank them for their outstanding service to the community.Rattlesnake sightings and safetyThe hot weather is approaching which results in an increase in rattlesnake activity inand around <strong>Sun</strong> <strong>City</strong>. A few residents have recently reported encounteringrattlesnakes, including one in the garage.Never pick up a snake even if you don’t suspect it is a rattlesnake. Golfers shouldalso be careful when retrieving errant golf balls under bushes or other debris. Use along club to reach for the ball or a ball retriever. If you are cleaning out your garagein the early morning do not reach into dark areas without using a light to see what isin the area. If you are cleaning up the yard use the same precautions, neverreaching into areas you cannot observe. Most of these snakes are found in the earlymorning or as the sun is setting.People who find what they believe to be a rattlesnake in their homes are urged notto approach it and call 911. If it is in the garage or on their property, please allowanimal control officers to deal with it. Riverside County Animal Control can bereached at 760-343-3644. The snake needs to be in place for the officers torespond.Of course, if you are ever bitten call 911 and/or get to a hospital as quickly aspossible.Farmers MarketDue to the unseasonably hot weather, Madison Street Produce’s harvest for ourFarmers Market has diminished. Therefore, the last day of our Farmers Market will betoday, May 1, 2012. Madison Produce will resume in the late fall of 2012. Our day ofoperation will be changed from Tuesdays to a day as yet to be determined.Movie Night MatineesThe Board of Directors has approved supporting Movie Night on a limited basis toencourage the showing of additional first run movies. Movie Night is hosted by alimited number of dedicated residents who have worked diligently over the years tocontinue this tradition. Due to popular demand of the newer titles, a matinee will beadded for the next two months in an effort to seat everyone. Please check theposters in the lobbies and the SCPD website for detailed information.Food and Beverage updates:The next Monday Night Entertainment in Ventana will be “MARILYN & RANDY ofRODEO DRIVE” on Monday, May 14, 2012 from 6:00 p.m. to 8:00 p.m. Happy HourDrink Prices and Appetizers available. Cover charge $7.


Don’t forget about the “Twilight at Ventana” event held twice a month beginning at5:00 p.m. on alternating Friday evenings. This month, “Twilight at Ventana” isscheduled for this Friday, May 4 and will take place again on Friday, May 18. Lightfood or Tapas style appetizers, “Happy Hour” priced drinks and all residents arewelcome! Seating time is from 8:30 a.m.to 11:30 a.m. Inclusive prices are: Adults $25; Children ages 6 to 12, $12.50.Children under 6 years are free.Fiber Optic Project – May Schedule:The installation of the new Fiber Optic Network will be wrapping up this month.All fiber optics cable has been installed and the fiber optics cable contractor willcomplete the remaining splices and terminations the first week of May. This will befollowed by testing of the new network to insure all the installed cable, splices andconnections meet or exceed the manufacturer’s specifications.The new network hardware will be installed in the server rooms the week of May 9,2012. After installation, the equipment will be tested and left running but notconnected for a week so the contractor can monitor the equipment to ensure it isworking properly before we go live.Assuming that all cable, splices, connections and equipment pass testing, thecontractors will switch the Associations network operations over to the new fiberoptics network on May 20, 2012 at 4:00 pm. It is anticipated that this portion of theproject will take approximately 8 hours. During this time, none of the Association’snetwork or internet based operations will be available. Due the lack of networkservices, Boulevards Restaurant will close at 2:00 p.m. and the golf shops will closeat 3:00 p.m.The contractors’ crews have planned the work to limit the impact on <strong>Sun</strong> <strong>City</strong>’sresidents and guests. We apologize for any inconvenience and appreciate yourcooperation during this extended project.Golf Course and Common Area updates:Seasonal flowersTraditionally we replace the seasonal flowers immediately after Mother’s Day. Mostyears the flowers are still in full bloom. With the weather patterns this year, theflowers are showing signs of fatigue. The growers do not have full size replacements


available at this time. Our Common Area and Golf Course Maintenance staffmembers will be replanting the flower beds in mid May.Engineering updates:Reliable Tree Care will be removing the old LED rope lighting and installing new lightsat the "W" lake this week. This is a normal maintenance procedure. The lightingeffect will remain the same.
