About the American Legislative Exchange CouncilThe American Legislative Exchange Councilis America’s largest nonpartisan, voluntarymembership organization of statelegislators. Made up of nearly one-third of America’sstate elected officials, the Council provides aunique opportunity for state lawmakers, businessleaders and citizen organizations from around thecountry to share experiences and develop statebased,pro-growth models based on academicresearch, existing state policy and proven businesspractices. The ultimate goal of the ExchangeCouncil is to help state lawmakers make governmentwork more efficiently and move governmentcloser to the communities they serve, thereby creatingopportunity for all Americans.In state legislatures around the country, citizengroups foster ideas, participate in discussions andprovide their points of view to lawmakers. This processis an important part of American Democracy.The Exchange Council and its nine task forcesclosely imitate the state legislative process: resolutionsare introduced and assigned to an appropriatetask force based on subject and scope; meetingsare conducted where experts present factsand opinion for discussion, just as they would incommittee hearings; these discussions are followedby a vote.Council task forces serve as testing grounds tojudge whether resolutions can achieve consensusand enough support to survive the legislativeprocess in a state capitol.
