3: Plan Implementation Final Groundwater Management Plan<strong>3.</strong>8.1 Interagency and District CooperationEffective groundwater management requires coordination and cooperation between numerous local, state,and federal agencies. The <strong>County</strong> will continue to work proactively with key state and federal regulatoryagencies, as well as the local districts and <strong>County</strong> departments, such as:• State Water Resources Control Board (SWRCB). The SWRCB is the lead state water agencyresponsible for maintaining water quality standards and providing the framework and direction forgroundwater protection efforts. The <strong>County</strong> has established a working relationship with the SWRCB andthe Central Valley and Lahontan Regional Water Quality Control Boards.• California Department of Water Resources. DWR plays in important role in supporting both surfacewater and groundwater management. DWR continues to support water level and extensometermonitoring in <strong>Lassen</strong> <strong>County</strong>. Additionally, DWR is actively participating in the evaluation of proposedgroundwater exportation projects, including the Fish Springs and Dry Valley projects, where a portion ofthe interstate groundwater basin is within <strong>Lassen</strong> <strong>County</strong>. DWR staff has participated as Working Groupmembers during development of this GWMP.• Big Valley Flood Control District (BVFCD). The BVFCD was originally established to manage floodcontrol risks on the Pit River, and among other activities, performs groundwater monitoring in portionsof Big Valley. The <strong>County</strong> is has a working relationship with the BVFCD and will continue to supportBVFCD efforts.• Honey Lake Resource Conservation District (HLRCD). The HLRCD focuses available technical,financial and educational resources so that they meet the needs of local land managers resulting in theconservation and stewardship of soil, water, and related natural resources. The <strong>County</strong> has established aworking relationship with the HLRCD and will continue to support HLRCD efforts.• Pit Resource Conservation District (PRCD). The PRCD has an ongoing relationship with farmersand ranchers in Big Valley to promote conservation and wise use of resources, including water useefficiency, water quality management, management of rangelands, and Juniper tree management. The<strong>County</strong> has a working relationship with the PRCD and will continue to support PRCD efforts.• United States Geological Survey (USGS). The USGS has completed groundwater investigations in andaround <strong>Lassen</strong> <strong>County</strong> to describe geology, hydrogeology, and water quality. The USGS is currentlydeveloping a regional groundwater monitoring program in west-central Nevada and adjoining portions ofNevada, including <strong>Lassen</strong> <strong>County</strong>. <strong>Lassen</strong> <strong>County</strong> will continue to represent local groundwatermanagement needs and issues and encourage USGS collaboration with DWR Northern District duringthe development and implementation of monitoring activities. In addition to these activities, the USGS isparticipating as a cooperating agency in the development of the North Valleys Rights-of-Way Projectsenvironmental document and has been identified as a participant in implementation of the WaterResources Monitoring and Mitigation Plan for the same projects.• State of Nevada. The Nevada State Engineer is the lead authority for groundwater rights andmanagement in Nevada. As such, <strong>Lassen</strong> <strong>County</strong> engages the State Engineer on interstate groundwaterissues where groundwater extraction or management activities in Nevada may impact groundwater usersor management in <strong>Lassen</strong> <strong>County</strong>. <strong>Lassen</strong> <strong>County</strong> elected officials and staff has recently engaged theNevada State Engineer in an effort to develop an effective Water Resources Monitoring and MitigationPlan for the North Valleys Rights-of-Way Projects. Groundwater extraction during projectimplementation may impact groundwater resources in the <strong>Lassen</strong> <strong>County</strong> portion of the Honey Lake andLong Valley interstate groundwater basins.• Washoe <strong>County</strong>, Nevada. Washoe <strong>County</strong> is to operate and receive water supply from the NorthValleys Rights-of-Way Projects. <strong>Lassen</strong> <strong>County</strong> elected officials and staff has met with the Director of theWashoe <strong>County</strong> Department of Water Resource to represent <strong>Lassen</strong> <strong>County</strong> concerns associated with the3-12
