Particulars of the job<strong>Job</strong> <strong>Title</strong><strong>Equalities</strong> <strong>Manager</strong> (part-time 0.8 FTE)<strong>Title</strong> of Line <strong>Manager</strong> Head of Widening AccessTeamSkills, Education and FundingDate of Description December 2012Level 5Statement of Overall PurposeAs an <strong>Equalities</strong> <strong>Manager</strong> to:• Support the Head of Widening Access and the Head of Skills, Education and Funding inthe development, implementation and review of policy consistent with the broad steersprovided by the Welsh Government and other relevant UK bodies.• Take responsibility for equality and diversity policy areas in relation to widening accessand the student experience.• Take responsibility for the delivery of HEFCW’s statutory responsibilities for equality anddiversity working with officers across the organisation.So that HEFCW successfully delivers the objectives set out in its Corporate Strategy and, indoing so, contribute to the maintenance and development of a strong HE sector in Wales andthe requirements placed upon it by the Welsh Government.2. Key Activities directly linked to overall purpose1. Contribute to the development, implementation and review of policy in areas ofresponsibility, currently equality and diversity. 35%2. Manage and review funding schemes in areas of responsibility, ensuringsuccessful and timely delivery. 30%3. Maintain effective working relationships with HEIs, Welsh Government, otherUK funding bodies and with other external partners, eg Equality Challenge Unit 20%and Equality and Human Rights Commission4. Maintain a professional knowledge of developments in UK HE in order toinform contributions to policy and practice and also to maintain own10%professional development.6. Carry out activities and fulfil responsibilities which contribute to the economic,effective and efficient operation of HEFCW including, but not limited to, 5%responsibilities in respect of Information Security, risk management, financialregulation and Health, Safety & Environment.


3 Resources impacted on (i.e. budgets, line managees):• Funding related to policy areas overseen, around £300k in 2012, includingDisability premium• Impacts on statutory responsibilities of HEFCW and sector.• There are no direct reports to this post.4 Minimum capabilities required to do the job ‘fully met’ or equivalent level ofknowledge:• see 4.1 and 4.2 listed below4.1 Qualifications:• Possession of degree-level qualification or equivalent4.2 Work experience, personal qualities and skills in dealing with peopleExperience in an administrative post or posts of responsibility, ideally in the HE or publicsector, with proven expertise in the area of equality and diversity.Sound analytical ability and a matching capacity to synthesise with sensitivity to context,Effective written and oral communication skills to present challenging material clearly,succinctly and informatively to different audiences.Able to relate confidently to individuals at a variety of levels in academic circles andprofessional groups, sometimes in potentially challenging situations.Able to work on own initiative to plan and prioritise work and progress it thoroughly andreliably to time in generally pressurised conditions.Numerate and a competent and confident user of standard software packages (Word andExcel)Excellent team player and able to develop and maintain good working relationships.
