It meansmoving the persons convicted to sanctions implying freedom <strong>de</strong>privation, persons who are not inhabitants ofthe state where they have been convicted, from this territory to that they belong to in or<strong>de</strong>r to execute orcarry out the execution of their conviction.The execution of punishment in the state of origin of the convicted person has several advantages.Among them are the following: it allows the use of proper education <strong>program</strong>mes for the convicted, in theirmother tongue; social integration in the socio-cultural environment they have been formed into is animportant objective.The transfer of convicted persons is not aimed to apply justice stricto sensu, but to assure thecarrying out of punishment implying <strong>de</strong>privation of liberty with a maximum efficiency; more precisely thestate takes on its si<strong>de</strong> the task of executing a sentence of conviction given in the state of conviction, which isthus excused from carrying out the sentence, including the financial efforts involved.GALAŢI, 24 th -25 th of April 2009 27
