To support theemotional, mental and psychological well-being of our employees and their immediatefamily members, the Shire of Busselton provides an Employee Assistance Program (EAP),which involves the services of external providers. The aim of the program is to provideconfidential preventive and proactive interventions for the early detection, identificationand/or resolution of both work and personal problems that may adversely affect workperformance and wellbeing. These problems and issues may include, but are not limited torelationships, health, trauma, substance abuse and other addictions, financial problems,depression, anxiety disorders, communication problems and coping with change.In the unfortunate circumstances of a critical incident, the Shire of Busselton shall arrangecritical incident debriefing with an external provider to ensure timely and appropriatecounselling and support to those who have been directly and/or indirectly impacted.From time to time the Shire may seek to have an external provider facilitate groupworkshops, training, mediation, or other employer initiated workplace referrals to assistwith the promotion and maintenance of a healthy organisational culture.To maintain this program, the Shire of Busselton is seeking expressions of interest fromsuitably qualified suppliers with a high level of profession competency.CRITERIAExpressions of interest may be submitted for EAP Services, critical incident debriefing, orboth. Ability to provide services at the locality of Busselton will be highly regarded. Thosesubmitting expressions of interest should be suitably qualified and address the specificcriteria to a high standard with all claims substantiated.The following criteria are critical to the business solution being sought:

Employee Counselling♦ Professional services provided by registered or conditionally registered psychologists.♦ Professional assessment and counselling service within 48 hours of receiving calls♦ Emergency counselling referrals within 24 hours♦ Provision of confidential professional service on behalf of the Shire of Busselton♦ 24 hour, 7 days per week access to telephone counselling for urgent issues♦ Quarterly and annual utilization reportingCritical Incident Debriefing♦ Onsite critical incident debriefing service with a maximum response time of 2 hoursExpressions of interest should also include the following information:♦ Description of your organisation♦ The full scope of services you offer♦ Office locations♦ Your experience as a provider of the services♦ Description of service referral process♦ Service accessibility and timeframes♦ Description of key personnel qualifications and experience♦ Fees and fee structure♦ Service reporting practices♦ Service guarantees♦ Service quality assurance♦ Referees and referee details♦ Insurance coverage♦ EAP promotion services you offerINTERESTED PERSONS TO NOTEExpressions of Interest must be enclosed in a sealed envelope marked "Expression ofInterest - Supply of Employee Assistance Program (EAP) Services" and be addressed tothe A/CEO, Shire of Busselton, Locked Bag No. 1, Busselton WA 6280 or hand deliveredto the Shire Offices, Southern Drive, Busselton.Expressions of interest may be submitted for the whole or part of this schedule. Thelowest cost or any expression of interest will not necessarily be accepted. The Shirereserves the right to accept any part or parts of an expression of interest. The Shire alsoreserves the right to utilize a single provider or a panel of providers.Canvassing of councillors will disqualify submissions.
