(2) Running public relations campaigns to create awareness in andunderstanding of benefits of <strong>ICT</strong> utilization among SMEs in order to expanddomestic market.(3) Establishing appropriate software quality standards and softwareprofessional certification by defining Thai software development standardsto meet international requirements, and defining software professionalstandards to ensure that software products and services undertaken by Thaientrepreneurs are competitive in both domestic and international markets.2. The Development of e-GovernmentIn order to establish better administration, management and delivery of publicservices, public sector reform together with new workflow management are necessaryfor the application of database. This will be achieved by applying <strong>ICT</strong> to replace thecurrent processes or improve their efficiency.E-Government enables citizens and the private sector to use public services moreconveniently and more rapidly. A system of transparent administration will create aconducive environment that facilitates economic development. In addition, it will lead toa number of <strong>ICT</strong> projects in which the private sector can participate. It enables Thaisoftware and hardware companies to use government agencies as leading markets fortheir products in order to create future opportunities.Nevertheless, the government sector has to accelerate the amendment of lawsand regulations supporting electronic activity, especially in respect of correspondencesand inventories.Major projects for long-term development of the <strong>ICT</strong> industry are:(1) The multi-application smart ID card projectThe long-term objective of this project is to enable people to conduct allgovernment services by using only one card, creating a more convenientand faster service. It also greatly reduces the use of paper, document filingand copies.This should start with pilot public agencies, namely the Ministry of the Interior,the Ministry of Public Health, the Ministry of Labor, the Prime Minister’s Office,<strong>Thailand</strong> <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> (<strong>2002</strong>-<strong>2006</strong>) 25
