To formulate a robust <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong>, further analysis on the strength,weakness, opportunity and threat (SWOT) facing <strong>Thailand</strong> <strong>ICT</strong> development was carriedout. This process, as well as the subsequent stages of strategies formulation, involveinteractive participation of all stakeholders – from public sector, private sector and civilsociety. The constant dialogues among stakeholders were initiated via series ofmeetings and workshops organized by the National Electronics and ComputerTechnology Center.In September <strong>2002</strong>, the Cabinet approved the National <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> <strong>2002</strong>-<strong>2006</strong>. This is also coincided with the establishment of the Ministry of Information andCommunication Technology, who will be responsible for the implementation of the <strong>Plan</strong>.Focus of the <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> <strong>2002</strong>-<strong>2006</strong>By strategically linking to IT 2010 and the Ninth National Economics and SocialDevelopment <strong>Plan</strong>, the <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> provides guidelines for the country to reap thebenefits of Information and Communication Technology in order to strengthen thenation’s competitiveness as well as to enhance the quality of life of the citizens.The National <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> envisions <strong>Thailand</strong> to become the regional centerfor <strong>ICT</strong> development and business, in particular for software technology. Besides, itaims to provide entrepreneurs and citizens with equitable access to information. Directbenefits of <strong>ICT</strong> are manifested throughout the Thai economy, adding value to productsand services of every sector, including <strong>ICT</strong> sector, as well as strengthening theircompetitiveness in the global market. <strong>ICT</strong> becomes instrumental in the enhancement ofThai quality of life as country moves towards a Knowledge-based Society.The master plan devises seven key strategies, whose accomplishments in theyear <strong>2002</strong>-<strong>2006</strong> require public-private and people sectors collaboration, including:Strategy 1: The development of the <strong>ICT</strong> industry into a regional leaderStrategy 2: The utilization of <strong>ICT</strong> to enhance the quality of life and societyStrategy 3: The reform and enhancement of the capability on <strong>ICT</strong> research anddevelopmentStrategy 4: The reinforcement of social capacity for future competitionStrategy 5: The development of entrepreneurs capacity for the expansion ofinternational marketsStrategy 6: The utilization of <strong>ICT</strong> in Small and Medium Enterprises (SMEs)Strategy 7: The utilization of <strong>ICT</strong> in government administration and services2<strong>Thailand</strong> <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> (<strong>2002</strong>-<strong>2006</strong>)
