(seven groups <strong>of</strong> eight) to sixty-four (eight groups <strong>of</strong> eight). For eachcourse, <strong>the</strong> students performed rigorous small-group practical exercises onessential litigation skills, from opening statement through closingargument. Eight reserve component <strong>of</strong>ficers from around <strong>the</strong> countryassisted <strong>the</strong> Department with <strong>the</strong> 24th CLAC course, providing invaluableknowledge and insight from both <strong>the</strong>ir prior military experience and <strong>the</strong>ircurrent civilian practice. Many <strong>of</strong> <strong>the</strong> Department’s Drilling IndividualMobilization Augmentee (DIMA) Pr<strong>of</strong>essors serve as Assistant United StatesAttorneys or Federal Public Defenders in <strong>the</strong>ir civilian capacities. Theirassistance with advocacy training is an invaluable resource for <strong>the</strong>Department. Due to <strong>the</strong> recently inaugurated DIMA program, many <strong>of</strong>ficerswere able to return for <strong>the</strong> basic course advocacy training exercises aswell, and to assist with continuous updating <strong>of</strong> <strong>the</strong> Department’s Crimes andDefenses Handbook, an invaluable publication for <strong>the</strong> field.In addition to <strong>the</strong> Military Justice Managers Course and <strong>the</strong> CriminalLaw Advocacy Courses, <strong>the</strong> Criminal Law Department hosted a variety <strong>of</strong>continuing legal education courses, including <strong>the</strong> 48th Military JudgeCourse. The Course is a joint effort by all <strong>the</strong> services, including <strong>the</strong>Coast Guard, to provide preparatory and refresher trainer for <strong>the</strong> newestmembers <strong>of</strong> <strong>the</strong> trial judiciary. The Department also managed <strong>the</strong> Twenty-Ninth Criminal Law New Developments Course attended by over 250 judgeadvocates from all services, which this year included a Twenty-FifthAnniversary Celebration for <strong>the</strong> United States Army Trial Defense Service.In addition to hosting courses, Department pr<strong>of</strong>essors taught classes toReserve Component judge advocates at numerous Reserve On-Site Conferences,as well as providing case updates to appellate counsel and judges at <strong>the</strong>Judge Advocate Association Appellate Conference and <strong>the</strong> Fulton Conferencein <strong>the</strong> fall. Pr<strong>of</strong>essors also presented instruction at <strong>the</strong> Court <strong>of</strong> Appealsfor <strong>the</strong> Armed Forces Conference and Interservice Military Judges Course in<strong>the</strong> spring. One <strong>of</strong> <strong>the</strong> Department’s pr<strong>of</strong>essors also provided instructionin military capital litigation and High Pr<strong>of</strong>ile Case Management at <strong>the</strong>Naval Justice School in Newport, Rhode Island.Finally, <strong>the</strong> Criminal Law Department was extremely pleased to host adistinguished speaker last spring. RADM (Ret) John D. Hutson, Dean andPresident, Franklin Pierce Law Center, and a retired Navy Judge AdvocateGeneral, presented <strong>the</strong> 33d Hodson Lecture on Criminal Law. RADM Hutsondelivered a thought-provoking presentation concerning <strong>the</strong> ongoing debateover treatment <strong>of</strong> detainees in military custody.PERSONNEL, PLANS, AND POLICIESThe attorney strength <strong>of</strong> <strong>the</strong> active component Judge AdvocateGeneral’s Corps at <strong>the</strong> end <strong>of</strong> FY 05 was 1,603 (including general <strong>of</strong>ficers).This total does not include 66 <strong>of</strong>ficers attending law school whileparticipating in <strong>the</strong> Funded Legal Education Program. The attorney strength<strong>of</strong> <strong>the</strong> reserve component Judge Advocate General’s Corps at <strong>the</strong> end <strong>of</strong> FY 05was 2,286 and <strong>the</strong> strength <strong>of</strong> <strong>the</strong> Army National Guard at <strong>the</strong> end <strong>of</strong> FY 0515
was 625. The diverse composition <strong>of</strong> our attorney population included 119African-Americans, 48 Hispanics, 83 Asians and Native Americans, and 416women. The FY 05 end strength <strong>of</strong> 1,603 compares with an end strength <strong>of</strong>1,547 in FY 04, 1,506 in FY 03, 1,474 in FY 02, 1,462 in FY 01, 1,427 in FY00, 1,426 in FY 99, 1,499 in FY 98, 1,523 in FY 97, 1,541 in FY 96, and1,561 in FY 95. The grade distribution <strong>of</strong> <strong>the</strong> Corps’ attorneys was 5general <strong>of</strong>ficers, 132 colonels, 226 lieutenant colonels, 313 majors, and932 captains. An additional 90 warrant <strong>of</strong>ficers, 492 civilian attorneys,and 1,495 enlisted paralegals supported legal operations worldwide. As <strong>of</strong><strong>the</strong> end <strong>of</strong> FY 05, over 650 Army JAG personnel (<strong>of</strong>ficer and enlisted, activeand reserve component) were deployed in operations in Iraq, Kuwait,Afghanistan, Djibouti, Qatar, Bosnia, Kosovo, Cuba, <strong>the</strong> Horn <strong>of</strong> Africa(afloat), and Honduras.THOMAS J.
