ITEM 1: Opening <strong>of</strong> Meeting by IMF President Jurgen Peters<br />

The Central Committee <strong>of</strong> <strong>the</strong> International Metalworkers' Federation, held in Hall F<br />

<strong>of</strong> <strong>the</strong> Austria Centre Vienna convened at 9:00 a.m., IMF President JURGEN<br />

PETERS presiding.<br />

President PETERS issued a warm welcome to <strong>the</strong> Central Committee members to<br />

Vienna, and summarized <strong>the</strong> main focus <strong>of</strong> <strong>the</strong> ensuing 31 st IMF World Congress, <strong>the</strong><br />

<strong>the</strong>me <strong>of</strong> which was "Advancing Workers' Rights.” First <strong>of</strong> all, <strong>the</strong> IMF Action<br />

Programme was designed to coordinate strategies to improve <strong>the</strong> living and working<br />

conditions <strong>of</strong> workers, and in so doing provide a human face to <strong>the</strong> growing trend <strong>of</strong><br />

globalization. Decisions taken during <strong>the</strong> Congress would set <strong>the</strong> course for specific<br />

tasks to accomplish this goal, recognizing <strong>the</strong> social, economic and political situation<br />

<strong>of</strong> <strong>the</strong> different regions around <strong>the</strong> world.<br />

The second focus <strong>of</strong> <strong>the</strong> discussion involved changes in <strong>the</strong> IMF rules, beginning with<br />

<strong>the</strong> structure <strong>of</strong> affiliation dues. These proposed changes had evolved due to <strong>the</strong> fact<br />

that affiliates which were not as financially strong as o<strong>the</strong>rs needed and deserved an<br />

equal voice in matters concerning IMF policies and decisions. The second change in<br />

<strong>the</strong> rules concerned <strong>the</strong> addition <strong>of</strong> six women as members <strong>of</strong> <strong>the</strong> Executive<br />

Committee. Such change would not only grant a more fair representation <strong>of</strong> women<br />

relative to IMF membership, but would also facilitate mobilization and activism among<br />

women workers in <strong>the</strong> different regions.<br />

The continuing debate on <strong>the</strong> effects <strong>of</strong> globalization on <strong>the</strong> world economy was <strong>the</strong><br />

basis upon which <strong>the</strong> Action Programme 2006-2009 was designed and implemented<br />

by <strong>the</strong> IMF as a whole. It set out <strong>the</strong> activities <strong>of</strong> <strong>the</strong> IMF in its efforts to make<br />

globalization more socially oriented and more equitable. New technology made it<br />

possible for information to jump from continent to continent in a fraction <strong>of</strong> a second.<br />

Multinational corporations had a network <strong>of</strong> locations spanning <strong>the</strong> entire globe.<br />

Investments and corporate planning had increasingly become cross-border activities.<br />

Company turnover in many cases exceeded <strong>the</strong> PIB <strong>of</strong> medium-sized industrialized<br />

countries, while at <strong>the</strong> same time an explosion <strong>of</strong> currency and financial markets was<br />

taking place which had <strong>the</strong> potential <strong>of</strong> destroying entire economies.<br />

At <strong>the</strong> same time, Peters was <strong>of</strong> <strong>the</strong> opinion that in <strong>the</strong>ory globalization could become<br />

<strong>the</strong> basis for more prosperity and a better quality <strong>of</strong> life as well as an understanding<br />

between peoples. However, in reality globalization had caused just <strong>the</strong> opposite.<br />

Therefore, if <strong>the</strong> IMF wanted to play a role in shaping <strong>the</strong> future, <strong>the</strong>n it must take <strong>the</strong><br />

lead in demanding that governments and world institutions pursue more democratic<br />

and more just policies, i.e., material prosperity, social security and equal<br />

opportunities should be distributed among <strong>the</strong> members <strong>of</strong> society in a more fair<br />

manner; all citizens must have <strong>the</strong> right to participate in and enjoy life; and, in <strong>the</strong><br />

quest for a future-oriented society, natural resources and o<strong>the</strong>r world assets must be<br />

preserved.<br />

The Action Programme was a document which defined <strong>the</strong> term "socially-regulated<br />

globalization" as it related to <strong>the</strong> IMF's mission, and constituted an excellent<br />

foundation for its work. "More than ever, workers must raise a unified voice and<br />

denounce <strong>the</strong> violation <strong>of</strong> human rights and <strong>the</strong> exploitation <strong>of</strong> workers taking place,<br />

particularly in <strong>the</strong> developing world," Peters said. The activities described within <strong>the</strong><br />

Action Programme were designed to draw attention to <strong>the</strong> consequences <strong>of</strong><br />

globalization, such as <strong>the</strong> growing gap between <strong>the</strong> rich and <strong>the</strong> poor. Without<br />

wishing to anticipate <strong>the</strong> debate, Peters touched on some <strong>of</strong> <strong>the</strong> central points to be<br />

discussed during <strong>the</strong> Congress.<br />

* The need for an economic and financial policy geared to developing<br />

employment and creating new jobs;<br />

* A regulation <strong>of</strong> capital flows and <strong>the</strong> reform <strong>of</strong> global financial and<br />

economic institutions;<br />

* An active labor market policy by governments with <strong>the</strong> goal <strong>of</strong> reducing<br />

unemployment and increasing purchasing power;<br />

* Reform <strong>of</strong> <strong>the</strong> rules within <strong>the</strong> World Trade Organization which took into<br />

account <strong>the</strong> interests <strong>of</strong> all countries, not just <strong>the</strong> interests <strong>of</strong> <strong>the</strong> rich<br />

companies and multinational companies;<br />

* Debt forgiveness for <strong>the</strong> poorest countries and an increase in development<br />

aid;<br />

* The incorporation <strong>of</strong> core labor standards in world trade agreements;<br />

* The strict implementation <strong>of</strong> International Framework Agreements with<br />

MNCs to assure secure social standards, health and safety; and<br />

* A system <strong>of</strong> worldwide information exchange between trade unions,<br />

particularly those operating within MNCs.<br />

"We have to pool our forces," Peters said, "in order to confront unbridled capitalism<br />

and achieve a more safe and just world." The idea <strong>of</strong> globalization in and <strong>of</strong> itself<br />

was not <strong>the</strong> enemy, but in order to ensure that all regions <strong>of</strong> <strong>the</strong> world were <strong>the</strong><br />

beneficiaries <strong>of</strong> globalization, <strong>the</strong>re had to be a move away from <strong>the</strong> neoliberal forces<br />

which were currently driving globalization. He included <strong>the</strong> World Bank, <strong>the</strong><br />

International Monetary Fund, <strong>the</strong> WTO and <strong>the</strong> G-8 group in that category, but it also<br />

applied to <strong>the</strong> attitude <strong>of</strong> <strong>the</strong> European Union regarding agricultural policy. Such<br />

institutions needed to adopt a new political approach wherein <strong>the</strong> task <strong>of</strong> policymaking<br />

was not to create optimal conditions for short-term pr<strong>of</strong>itability for<br />

international companies, but instead was to promote social integration <strong>of</strong> individuals<br />

and societies into <strong>the</strong> world community.<br />

"Economic action should be made subservient to <strong>the</strong> needs <strong>of</strong> man and not <strong>the</strong> o<strong>the</strong>r<br />

way around," President Peters declared, and <strong>the</strong> debate during Congress would be<br />

geared to that end. The meeting <strong>of</strong> <strong>the</strong> Central Committee was <strong>the</strong>reupon <strong>of</strong>ficially<br />

opened.<br />

ITEM 2: Approval <strong>of</strong> Proposed Agenda<br />

There being no comments or suggestions, <strong>the</strong> Proposed Agenda was approved.<br />

ITEM 3: Approval <strong>of</strong> <strong>the</strong> Minutes <strong>of</strong> <strong>the</strong> Central Committee Meeting -<br />

Cape Town, South Africa, December 3-4, 2003<br />

There being no additions, clarifications or amendments, <strong>the</strong> Minutes <strong>of</strong> <strong>the</strong> Central<br />

Committee meeting held in Cape Town, South Africa, December 3-4, 2003, were<br />

formally approved.<br />

ITEM 4: Expulsions<br />

The Executive Committee's unanimous recommendation <strong>of</strong> expulsion for four<br />

affiliates was presented to <strong>the</strong> Central Committee, <strong>the</strong> first <strong>of</strong> which was Automobile<br />

& Agricultural Machinery Workers' Union (AAM) <strong>of</strong> Belarus. The events leading up to<br />

that decision were explained in various documents attached to this agenda item.<br />

The decision to expel an affiliate from IMF membership was never easy. However,<br />

<strong>the</strong> numerous grounds upon which <strong>the</strong> decision was made were very serious and<br />

such action was called for. General Secretary MALENTACCHI reiterated that this<br />

subject had been discussed many times over <strong>the</strong> past two years. A Commission <strong>of</strong><br />

Inquiry under <strong>the</strong> authority <strong>of</strong> <strong>the</strong> ILO had submitted a very comprehensive report and<br />

had followed up by imposing tough measures against <strong>the</strong> Belarus government in an<br />

attempt to exact radical and fundamental reforms in its labor laws to adopt and<br />

implement ILO standards. However, no changes had been made and <strong>the</strong> Executive<br />

Committee felt it had no choice but to recommend expulsion.<br />

Andrey FEFELOV (AFW - Russia) asked for a postponement <strong>of</strong> <strong>the</strong> decision until <strong>the</strong><br />

next meeting <strong>of</strong> <strong>the</strong> Central Committee in light <strong>of</strong> <strong>the</strong> fact that V. Kuzmich, <strong>the</strong> current<br />

Chairman <strong>of</strong> <strong>the</strong> union, could not be in attendance and his views had not yet been<br />

heard. He asked that <strong>the</strong> Central Committee look at <strong>the</strong> merits <strong>of</strong> <strong>the</strong> case before<br />

taking action.<br />

President PETERS responded that <strong>the</strong> Executive had waited for over a year for <strong>the</strong><br />

union to respond and prove its democratic status. That was more than sufficient<br />

time, and <strong>the</strong> Executive was obliged to follow its own rules. If <strong>the</strong> situation changed<br />

in <strong>the</strong> future, <strong>the</strong> Committee could always reconvene and take <strong>the</strong> matter up again.<br />

Aliaksandr BUKHVOSTAU, a member <strong>of</strong> <strong>the</strong> Executive Committee representing <strong>the</strong><br />

newly-formed union REPAM, adamantly disagreed with <strong>the</strong> request for<br />

postponement on <strong>the</strong> basis that <strong>the</strong> AAM was proven to be in violation <strong>of</strong> IMF's basic<br />

statutes, namely <strong>the</strong> requirement that affiliates be democratic and independent<br />

unions. The 31 st IMF Congress dedicated to enhancing workers' rights was about to<br />

begin, even as workers in many countries were being denied <strong>the</strong>ir rights. In Belarus,<br />

workers were slaves <strong>of</strong> a manipulative government which was interfering in all<br />

aspects <strong>of</strong> trade union work in an attempt to destroy or, at <strong>the</strong> very least, control<br />

trade unions in Belarus. He compared <strong>the</strong> situation <strong>the</strong> Nazi dictatorship.<br />

As <strong>the</strong> former President <strong>of</strong> <strong>the</strong> AAM, Bukhvostau described <strong>the</strong> unfair and<br />

undemocratic voting process perpetrated by a totalitarian government which resulted<br />

in <strong>the</strong> virtual appointment <strong>of</strong> a new chairman "bought and paid for" by <strong>the</strong><br />

government. Workers were now required to sign documents agreeing to terms <strong>of</strong><br />

membership in <strong>the</strong> government-controlled union, o<strong>the</strong>rwise <strong>the</strong>y were threatened with<br />

lay<strong>of</strong>fs. ILO conventions, though agreed to, were being ignored by <strong>the</strong> Belarus<br />

regime. He hoped that someday <strong>the</strong> union would be independent and democratic,<br />

but at <strong>the</strong> present time workers' rights were being denied and <strong>the</strong> IMF should stand<br />

firm in its decision to expel <strong>the</strong> organization from IMF affiliation in order to send a<br />

clear message.<br />

Alexander PANYCHEV (EWU-Russia) asked that a special IMF commission be<br />

formed to travel to Belarus and observe <strong>the</strong> situation instead <strong>of</strong> taking <strong>the</strong> word <strong>of</strong><br />

o<strong>the</strong>r groups. Special circumstances existed which should be taken into<br />

consideration. The AAM had tried for ten years to instill democratic standards. It<br />

was true that <strong>the</strong> government was given a year to stop its interference and allow<br />

AAM to develop as a free trade union; however, <strong>the</strong> union itself was powerless to<br />

make or change laws. The trade unions should not be punished for <strong>the</strong> bad actions<br />

<strong>of</strong> <strong>the</strong>ir government. He again asked for a postponement on <strong>the</strong> decision for<br />

expulsion until <strong>the</strong> next Central Committee meeting when <strong>the</strong> IMF delegation had<br />

seen for itself <strong>the</strong> progress that <strong>the</strong> trade unions had made.<br />

Mikhail TARASSENKO (MMWU-Russia) commented briefly that <strong>the</strong> workers<br />

<strong>the</strong>mselves may not be guilty, but <strong>the</strong> new union leadership was guilty <strong>of</strong><br />

manipulating what should have been a free election. He wholeheartedly supported<br />

<strong>the</strong> decision <strong>of</strong> <strong>the</strong> Executive to expel <strong>the</strong> union from membership.<br />

President PETERS responded that it was not a question <strong>of</strong> guilt or innocence. The<br />

union was obviously moving in <strong>the</strong> wrong direction. The IMF had not taken <strong>the</strong><br />

decision for expulsion lightly. On <strong>the</strong> contrary, it was a serious matter and been<br />

arrived at as a last resort because <strong>the</strong> IMF wanted to send a strong message to <strong>the</strong><br />

workers and <strong>the</strong> organization that <strong>the</strong>y were part <strong>of</strong> a union whose actions would not<br />

be tolerated. Such action would serve to encourage <strong>the</strong> workers to fight government<br />

intervention and enact changes within <strong>the</strong> union to bring about democracy and<br />

independence.<br />

Jan UHLIR (MFCR-Czech Republic) reminded <strong>the</strong> delegates that his country suffered<br />

a similar regime as Belarus. Any committee which might be sent to Belarus to<br />

investigate would not get a true picture <strong>of</strong> <strong>the</strong> situation but would be met by terrified,<br />

intimidated people who were not allowed to speak out against <strong>the</strong> government. Only<br />

by expulsion would <strong>the</strong>se undemocratic groups be exposed for what <strong>the</strong>y were. He<br />

very adamantly supported <strong>the</strong> recommendation.<br />

There being no fur<strong>the</strong>r delegates wishing to speak, <strong>the</strong> recommendation for<br />

expulsion was put to a vote and was approved by large majority and only 8<br />

abstentions. A fur<strong>the</strong>r recommendation for expulsion was presented for three o<strong>the</strong>r<br />

affiliates which were ei<strong>the</strong>r no longer functioning or had not paid affiliation fees since<br />

2001. Those included <strong>the</strong> National Federation Technical Industry, Science<br />

Informatics <strong>of</strong> Bulgaria, <strong>the</strong> Federation <strong>of</strong> Mechanical Engineers & Stokers <strong>of</strong><br />

Greece, and <strong>the</strong> Lebanese Metalworkers' Federation. Without objection, <strong>the</strong><br />

recommendation for expulsion for <strong>the</strong>se three affiliates was also approved.<br />

ITEM 5: Audit Reports<br />

Werner FUNK presented <strong>the</strong> report <strong>of</strong> <strong>the</strong> Internal Audit Committee for 2003-2004.<br />

The accounts and budget had been verified and <strong>the</strong> Committee recommended <strong>the</strong>ir<br />

approval.<br />

Over <strong>the</strong> last two years, <strong>the</strong> Auditors had examined <strong>the</strong> written statements <strong>of</strong> <strong>the</strong><br />

External Auditors, Ger<strong>of</strong>id, and two points needed clarification. First <strong>of</strong> all, <strong>the</strong><br />

Secretariat and <strong>the</strong> Auditors had analyzed <strong>the</strong> investment strategy and <strong>the</strong> new<br />

regulations concerning <strong>the</strong> day-to-day management <strong>of</strong> financial investments and<br />

reporting system. The Audit Committee recommended that <strong>the</strong>y be approved and<br />

implemented quickly.<br />

Secondly, any potential risks associated with <strong>the</strong> approval, implementation and<br />

monitoring <strong>of</strong> special projects needed to be included, particularly when dealing with<br />

donor organizations. Instructions had been given for proper bookkeeping and<br />

reporting <strong>of</strong> such resources and initiatives were in <strong>the</strong> process <strong>of</strong> being implemented<br />

at <strong>the</strong> different Regional <strong>of</strong>fices. The Auditors had outlined newly-defined processes<br />

which would improve IMF operations and accountability, and such recommendations<br />

would be implemented over <strong>the</strong> course <strong>of</strong> <strong>the</strong> ensuing year. The IMF auditors<br />

planned to devote more attention to <strong>the</strong> systematic bookkeeping procedures because<br />

some clarification had been requested by <strong>the</strong> External Auditors.<br />

Both <strong>the</strong> Finance Committee and <strong>the</strong> Executive Committee had recommended that<br />

<strong>the</strong> Audit Report be accepted and that <strong>the</strong> responsible bodies be discharged. There<br />

being no questions or comments, <strong>the</strong> reports were unanimously accepted.<br />

ITEM 6: Financial Report<br />

General Secretary MALENTACCHI presented <strong>the</strong> IMF Balance Sheet for 2003 and<br />

2004 which had been accepted by <strong>the</strong> Executive Committee. The corresponding<br />

documents were included in <strong>the</strong> delegate packets. There being no comments or<br />

requests for clarification, <strong>the</strong> Financial Report was accepted.<br />

ITEM 7: Designation: Assistant General Secretary<br />

President PETERS reported that a request by <strong>the</strong> Japanese delegation to establish<br />

an additional position on <strong>the</strong> Executive Committee, i.e., an Assistant General<br />

Secretary, had been received and discussed. The Japanese colleagues also<br />

suggested that <strong>the</strong> post be filled by Hiroshi Kamada. The Executive Committee, at<br />

its meeting <strong>the</strong> day before, voted unanimously in favor <strong>of</strong> <strong>the</strong> proposal. Bro<strong>the</strong>r<br />

Kamada, a 30-year veteran <strong>of</strong> <strong>the</strong> IMF bureau, was heartily congratulated for his<br />

many years <strong>of</strong> service by President Peters who <strong>the</strong>n put <strong>the</strong> matter to a vote.<br />

Kamada's appointment was unanimously approved.<br />

Silumko NONDWANGU (NUMSA-South Africa) commented that although his<br />

delegation agreed with <strong>the</strong> decision to establish <strong>the</strong> new position, as a matter <strong>of</strong><br />

principle it should be kept in mind that <strong>the</strong> IMF was a global trade union federation<br />

consisting <strong>of</strong> countries from all over <strong>the</strong> world, both in <strong>the</strong> North and <strong>the</strong> South, and<br />

that <strong>the</strong> rich experience and knowledge from both hemispheres was something which<br />

made <strong>the</strong> IMF a successful and productive organization. He asked that <strong>the</strong><br />

Executive Committee discuss at its next meeting <strong>the</strong> issue <strong>of</strong> <strong>the</strong> IMF's leadership<br />

structure with regard to fair representation in an effort to ensure that both <strong>the</strong> North<br />

and South have equal standing in <strong>the</strong> IMF.<br />

PETERS responded by saying that it had been expressly pointed out in <strong>the</strong> Executive<br />

Committee meeting that <strong>the</strong> appointment was not a precedent-setting event and<br />

could change in <strong>the</strong> future.<br />

ITEM 8: Congress Nominations<br />

The Executive Committee unanimously nominated <strong>the</strong> following <strong>of</strong>ficers for reelection<br />

as IMF <strong>of</strong>ficers for <strong>the</strong> ensuing term:<br />

During <strong>the</strong> Executive Committee meeting, it was also proposed that a new position<br />

entitled "Vice President" be added to <strong>the</strong> IMF Executive and that <strong>the</strong> rules be<br />

amended to reflect that. President Peters commented that <strong>the</strong> Executive felt that<br />

such a position was warranted in an organization <strong>the</strong> size <strong>of</strong> <strong>the</strong> IMF. The nominee<br />

suggested for <strong>the</strong> position, whose name would be submitted to <strong>the</strong> Congress as a<br />

candidate, was:<br />

The deadline for submission <strong>of</strong> candidates for election as <strong>of</strong>ficers was set at Monday,<br />

23 May 2005 at 12:00 noon.<br />

ITEM 9: Date and Place <strong>of</strong> Next Central Committee Meeting<br />

Fernando LOPES (CNM-CUT-Brazil) announced that during <strong>the</strong> April Latin America/<br />

Caribbean Regional meeting in Chile, a proposal was adopted to invite <strong>the</strong> Central<br />

Committee to conduct its next meeting in <strong>the</strong> Bahia region <strong>of</strong> Brazil, located just north<br />

<strong>of</strong> Sao Paulo. It would be co-hosted by <strong>the</strong> two Brazilian affiliates. The exact date<br />

for <strong>the</strong> meeting would be announced later, but November <strong>of</strong> 2007 was suggested as<br />

an approximate time frame. The proposal was accepted.<br />

ITEM 10: Any O<strong>the</strong>r Business<br />

No new business items were brought before <strong>the</strong> Committee. Thereupon, <strong>the</strong> meeting<br />

<strong>of</strong> <strong>the</strong> IMF Central Committee adjourned at 10:05 a.m.<br />
