I. INTRODUCTIONThis is the sixth and final technical memorandum TM for the Mid-Atlantic – Northeast VisibilityUnion’s (MANE-VU’s) Residential Wood Combustion (RWC) Emission <strong>Inventory</strong> Project.This memorandum contains a description of the methods used to construct the emissioninventory for MANE-VU. Section 2 of this memorandum contains a description of the datasources, while Section 3 provides summaries and figures showing the 2002 emission inventoryresults. As part of the summary provided in Section 3, a comparison to emission estimates in theEnvironmental Protection Agency’s (EPA’s) National Emission <strong>Inventory</strong> (NEI) is presented.This MANE-VU RWC inventory includes emission estimates for indoor wood-burningequipment (e.g. fireplaces, woodstoves, pellet stoves, furnaces/boilers) and outdoor woodburningequipment (e.g. outdoor fireplaces, fire pits, wood-fired barbecues, chimineas). This isthe first known emission inventory effort to include emission estimates for outdoor woodburningequipment. Emission estimates for all criteria pollutants/precursors and many toxic airpollutants (TAPs) are included.II.DATA SOURCESThe data sources used to construct the inventory include census tract-level housing data from the2000 census. At the census tract-level, housing units are broken out into two categories: singlefamilyunits (including both detached and attached units up to two units) and multi-family units(all other housing units, including mobile homes). In previous technical memoranda, Pechandescribed the development of these data and the methods used to designate MANE-VU censustracts into one of three categories: urban, suburban, and rural. The rural category was furtherbroken out into forested and non-forested categories.<strong>Technical</strong> <strong>Memorandum</strong> #5 included the results of the survey and a description of the methodsused to reduce the survey data and perform statistical analysis. The results of that work includedtwo emissions models: one for indoor equipment; and one for outdoor equipment. To developestimates of mass of wood consumed for each survey response, a conversion factor of 0.47cord/ton of wood was used.For the indoor equipment, Table 1 provides the inputs to the emissions model. In this table, eachpollutant has a separate set of emission factors in units of pounds per household per year(lb/household-yr). The mean value in Table 1 is the emission factor assigned to each geographiccategory. Indoor equipment TAP emission factors are provided in Appendix A. The 95%confidence interval is also shown with the emission factors in Table 1 and Appendix A. Notethat, in reality, the lower bound can not be less than zero (therefore, the lower bound for negativevalues should be interpreted as zero).3

For estimating outdoor wood-burning equipment, Pechan used the variables documented inTM#5. These values include the user fraction (UF) and annual consumption (AC; in units ofcords/year). The values of these variables are shown in Table 2 below. Emission factors forfireplaces (documented in TM#5) were applied to estimate census tract-level emissions.III. RESULTSState-level criteria pollutant emission estimates for indoor equipment in 2002 are provided inTable 3 below. Table 4 provides similar emission estimates for outdoor equipment. Tables 5and 6 provide state-level summaries for selected toxic air pollutants (TAPs) for indoor andoutdoor equipment, respectively.Table 7 provides a comparison of PM 2.5 emissions between the results of this project and the2002 National <strong>Emissions</strong> <strong>Inventory</strong> (NEI). As shown in this table, the total annual PM 2.5emission estimates for the region were 161,497 tons (slightly different from the total derivedfrom the state-level summaries due to different rounding of the emission factors used in creatingthese summaries). Based on the 95% confidence interval, the lower bound estimate is 79,431tons and the upper bound is 361,276 tons. These NEI estimate is 77,393 tons (these estimateswere recently revised due to problems found with the fireplace emissions).It is not surprising that the MANE-VU estimates are higher since more equipment types areincluded. The NEI estimates are derived from national estimates of the population ofwoodstoves and fireplaces and assumptions regarding the usage of these equipment. TheMANE-VU inventory also includes emissions from pellet stoves, boilers, and furnaces.Regional differences in wood consumption activity may also play a role in the differentestimates. Pechan will provide a more detailed discussion of the differences between theMANE-VU and NEI methods and results in the final report.It is interesting to note some of the differences shown at the county level. These are shown nearthe top of Table 7 where the state and county codes are colored. Pechan reviewed the censustract data and assigned classifications to a number of counties in the MANE-VU region thatcould be categorized as primarily urban (red), suburban (yellow), or rural (green). Overall, forthe urban counties, the MANE-VU estimates tend to be lower than the NEI (25% lower onaverage). For suburban and rural areas, the MANE-VU estimates are higher than the NEI (70%and 75%, respectively). A contributor to these differences is the allocation methods used toconstruct the NEI. The NEI allocation is based on the number of county-level single-familyhomes. For MANE-VU, the estimates are calculated at the census tract level using data for bothsingle and multi-family units. Additional county names are provided in the comments columnlater in the table where large differences were found between the NEI and MANE-VU estimates.Another interesting result shown with the county-level data is that for urban counties, the NEIestimates tend to fall within the 95% confidence interval estimated from this study. For ruralcounties, the NEI estimates are lower than the lower bound estimates from this study. Insuburban counties, the NEI estimates also tend to fall under the lower bound estimates for thisstudy. Although it is difficult to directly compare a top-down method like that used to constructthe NEI with the MANE-VU method based on survey results, Pechan feels that the main7


contributing factors to these differences are more equipment types being included in the MANE-VU study, as well as the allocation methods used to derive the NEI estimates.Maps of PM 2.5 emissions are provided in Appendix B. The first set (Figures 1 through 5) areannual census tract level emissions maps for indoor equipment. The next two sets of maps(Figures 6 through 15) show emission density plots (tons PM 2.5 /mile 2 ) for indoor and outdoorequipment, respectively. These emission density plots provide a much clearer picture of wherethe RWC emissions are occurring and at what levels. For example, while the amount of woodconsumed per household in rural areas is much higher, the much higher numbers of householdsin urban to suburban areas drive the emission rates in those areas. For outdoor equipment,emissions are even more closely tied to these urbanized areas. Figure 16 is a PM 2.5 emissiondensity plot of the entire MANE-VU region for indoor wood-burning equipment.8
