About Your <strong>Association</strong><br />

For 62 years, the <strong>Illinois</strong> <strong>Health</strong> <strong>Care</strong> <strong>Association</strong> (IHCA) has been a major voice<br />

for long term care in <strong>Illinois</strong>. IHCA provides you with timely, reliable and concise<br />

information so you are able to make wiser business and professional decisions. You are<br />

part of an elite group that can be proud of the many accomplishments you have made<br />

on behalf of those residents needing assistance.<br />

With the many challenges facing the long term care profession, IHCA staff attempt<br />

to do whatever it takes to help you resolve problems and tackle complex issues. We are<br />

continually striving to make your career in long term care more fulfilling.<br />

Since its inception in 1950, IHCA has continued to grow in size and scope. Here are<br />

just some of the services provided to members:<br />

Public Policy<br />

Active involvement in legislative initiatives,<br />

regulatory issues and political activities is<br />

vital to our success.<br />

The <strong>Health</strong> <strong>Care</strong> Council of <strong>Illinois</strong> (HCCI) carries the<br />

geriatric public policy banner for both the <strong>Illinois</strong> <strong>Health</strong> <strong>Care</strong> <strong>Association</strong> and the<br />

<strong>Illinois</strong> Council on Long Term <strong>Care</strong>. This joint venture enables the long term care<br />

profession to speak with a stronger, unified voice for the residents served in nursing<br />

homes in <strong>Illinois</strong>. HCCI tracks legislation, informs and updates members and generates<br />

grassroots activities when appropriate.<br />

The Center for Developmental Disabilities Advocacy and Community Supports<br />

(CDDACS) works on behalf of the facilities and programs for the developmentally<br />

disabled that are part of the IHCA membership. The Center employs staff dedicated<br />

solely to achieving its specific goals and objectives, including tracking legislation,<br />

impacting the regulatory environment, organizing grassroots activities and working<br />

with legislators to educate them on issues more specific to its mission.<br />

In addition, both organizations monitor the state’s political climate and raise funds<br />

to support legislative candidates for public office who support effective, adequatelyfunded,<br />

quality long term care and ID/DD issues.<br />

IHCA offers a variety of educational opportunities<br />

for long term care professionals to expand their<br />

knowledge, skills, and horizons. The Education,<br />

Convention and Trade Show Committee assists IHCA staff in the planning of the<br />

social workers, physical therapists and physical therapy assistants by the <strong>Illinois</strong> Department of Financial and<br />

For everyone’s convenience, seminars are generally offered at various sites throughout the state or through<br />

the internet. Four times each year, we offer the most respected review course in the state to help you prepare for<br />

the nursing home administrator licensure exam.<br />

Once again, IHCA joined with the <strong>Illinois</strong> Council on Long Term <strong>Care</strong> (ICLTC) to implement the Education<br />

Access Nursing Academy, which offers monthly web seminars exclusively for licensed nurses. This additional<br />

education resource provides facilities an effective way for nurses to receive required continuing education credits.<br />

Through joint communication with the <strong>Illinois</strong> Council on Long Term <strong>Care</strong> (ICLTC), IHCA speaks with one<br />

voice to keep members informed about the latest news of the profession through a variety of communication<br />

LTC Insight is a weekly member publication of IHCA and ICLTC and features several individual newsletters<br />

addressing pertinent LTC topics:<br />

This Week (an HCCI publication) covers how<br />

regulatory, clinical, business and reimbursement trends<br />

on the state and national levels affect the management and operations of <strong>Illinois</strong> nursing homes.<br />

Clinical Capsule provides pertinent in-services on a variety of clinical topics such as fall prevention,<br />

pressure ulcers and pain management.<br />

Members Only focuses on association-specific news and member facility best practices.<br />

Capitol Insider (an HCCI publication) is published during legislative sessions of the <strong>Illinois</strong> General<br />

Annual Convention and Trade Show<br />

IHCA hosts the state’s largest convention and trade show for long<br />

term care professionals. This much-anticipated event features more<br />

than 100 educational sessions covering a wide range of pertinent<br />

topics, as well as exhibits demonstrating the latest technology and<br />

services in the profession. Continuing education credits are offered<br />

for administrators, social workers, licensed nurses, certified dietary<br />

managers, registered dietitians, physical therapists, qualified service<br />

professionals and certified public accountants. For those disciplines<br />

not preapproved for continuing education credit, IHCA staff will<br />

provide any needed assistance to help you submit for approval to the<br />

appropriate crediting institution or organization.<br />

In addition to offering educational advantages, the acclaimed<br />

convention and trade show also offers entertainment and social events,<br />

to give you plenty of opportunities for networking and relaxing. An<br />

awards ceremony pays tribute to the state’s top volunteers, nurses,<br />

administrators, RSDs, and other staff members.<br />

few people were healthy and normal,<br />

which helped to foster the belief that<br />

Americans needed more medical care<br />

impoverished citizens to “poor farms”<br />

Murray Banks has been a speaker and trainer since 1984 creating a niche with custom tailored<br />

keynotes. While all speakers aspire to personalizing their presentations, Murray developed that<br />

skill as an educator, teaching at every level from grade school to graduate school! In 1982 he<br />

was honored as Vermont’s Teacher of the Year for Physical Education and in 1983 received<br />

the Outstanding Educator Award from the national association, AAHPHRD. He taught in a<br />

city school district, a small rural school and a major university; coached teams that won state<br />

championships and teams that never won a game; and 40 years later is still coaching youth sports<br />

in his community. At the same time he was achieving educational honors, Murray was winning<br />

his first of four National Championships in the Triathlon. Two times he has been one of the top<br />

finishers in the Ironman Triathlon World Championship in Hawaii. Taking a break from public<br />

education enabled Murray to blend two passions – racing at the highest levels and teaching outside the structure<br />

of a classroom. His audiences now get the best of both worlds … a dynamic, interactive teaching style and a focused,<br />

world class mindset. The elements of risk, adaptability and toughness are natural connections to Murray’s message as<br />

organizations work through these tough economic times.<br />

is a well-seasoned performer! An award winning teacher, entertainer and author, Juli<br />

effective use of communication tools. She has worked in all 48 continental United<br />

States and Canada, and has been commissioned by a variety of associations<br />

from the National Endowment of the Arts to Fortune 500 companies to develop<br />

training programs that stick. Juli has filmed for Showtime and HBO, along with<br />

making several guest appearances on radio and television programs. Her humor<br />

is delightful, universal and enlightening with whatever topic she presents.<br />

Over the past 20 years Tim Bedore has spent thousands of hours entertaining<br />

audiences, first on the radio and then as a comedian,<br />

headlining comedy clubs across the country. One of the<br />

few comics to have combined the disciplines of standup<br />

comedy and broadcasting, Tim knows the rigors<br />

of working within demanding parameters. Tim has<br />

kept his hand in the radio business through his radio<br />

commentary feature Vague But True, which is heard<br />

(since 1997) regularly on public radio’s prestigious<br />

Marketplace program by over six-million people, and<br />

the equally large audience on The Bob and Tom Show,<br />

syndicated all across the country. Tim Bedore is a stand-up comedian whose<br />

unique background has produced a very professional entertainer who knows how<br />

to cut across the boundaries of individual attitudes and get an audience to enjoy<br />

his way of looking at the world.<br />

plays those never-ending hits that conjure up big hair,<br />

a dull moment in their set. A Brat Pack show is more than a<br />

performance, it’s a party!<br />

The baby boom began in<br />

1945 and reached its height<br />

in 1947, but it continued<br />

for another 17 years. The<br />

baby boom placed in high<br />

demand goods and services<br />

associated with the boom,<br />

with the purchase of a home<br />

being the largest expenditure.<br />

Nostalgia for the 1950s began<br />

while memories of the decade<br />

were still fresh. Tail-finned<br />

cars, hula hoops, poodle<br />

skirts, Elvis Presley, mothers<br />

in aprons, and “Leave<br />

It To Beaver” conjure<br />

up images of a genial<br />

time that seems better,<br />

softer, simpler. Indeed, the<br />

years from 1950 to 1959<br />

were a time of optimism,<br />

domesticity, security<br />

through compliance with<br />

the system, and apparent<br />

simplicity.<br />

Decision Makers Only<br />

Decision Makers Only will serve as a special preview for the IHCA Trade Show. Exhibits will be open Tuesday morning<br />

from 10 a.m. until noon. This event will provide department heads and management personnel the necessary time to<br />

adequately explore products and services to assist facilities and programs in providing better service in an affordable<br />

manner. Exhibitors will offer special promotions and giveaways during Decision Makers Only! As always, there will be<br />

special drawings for prizes and a chance at the Money Machine to add to the fun (you must be present to win).<br />

Grand Opening/Ribbon Cutting<br />

Immediately prior to Decision Makers Only, a ribbon cutting ceremony will officially open the IHCA Trade Show.<br />

Stable staff usually goes hand in hand with good service and care. The cost of hiring and orientating new employees<br />

is, on average, two times the annual wage. The turnover rate for healthcare averages over 90% nationally. Improving<br />

Recent verdicts in 2012 show that nursing home negligence cases are even more at risk for high jury verdicts, with one<br />

Research indicates long term care residents eat better when they are given a less restrictive diet of regular foods rather<br />

than a calorie-controlled diet. Physicians and clinicians may need education on the American Medical Directors<br />

<strong>Association</strong> (AMDA) or ADA that emphasizes the physician’s greater responsibility to control unacceptable blood<br />

glucose levels by pharmacological means and in consideration of the individual’s food consumption and activity level—<br />

not by an overly restrictive diet order.<br />

Perhaps the first line of defense against dehydration is to revisit the needs of your staff and set expectations that they will<br />

not be dehydration examples. This requires that there are fluids available to them as well as time for them to consume<br />

the fluids. Rewarding nurses who “skip lunch” or aides who “work right through their breaks” doesn’t demonstrate a<br />

true belief in combating dehydration. This session will look at ways to combat dehydration in both the residents and<br />

staff. How about asking “Would you take a drink, please” for starters? Attend this fact-and-fun filled session and see how<br />

to make hydration a win/win experience.<br />

must spend their first three shifts living as a resident before any formal orientation begins.<br />

Opening remarks by IHCA President Holgeir Oksnevad and IHCA Executive Director Dave Voepel will be followed by<br />

the keynote address.<br />

Murray Banks has been a speaker and trainer since 1984 creating a niche with custom tailored<br />

keynotes. While all speakers aspire to personalizing their presentations, Murray developed that<br />

skill as an educator, teaching at every level from grade school to graduate school! In 1982 he<br />

was honored as Vermont’s Teacher Of The Year for Physical Education and in 1983 received<br />

the Outstanding Educator Award from the national association, AAHPHRD. He taught in a<br />

city school district, a small rural school and a major university; coached teams that won state<br />

championships and teams that never won a game; and 40 years later is still coaching youth<br />

sports in his community. At the same time he was achieving educational honors, Murray was<br />

winning his first of four National Championships in the Triathlon. Two times he has been<br />

one of the top finishers in the Ironman Triathlon World Championship in Hawaii. Taking a break from<br />

public education enabled Murray to blend two passions – racing at the highest levels and teaching outside the structure<br />

of a classroom. His audiences now get the best of both worlds … a dynamic, interactive teaching style and a focused,<br />

world class mindset. The elements of risk, adaptability and toughness are natural connections to Murray’s message as<br />

organizations work through these tough economic times.<br />

Admission to a SNF as a Medicare resident can bring with it many choices for a beneficiary. Once the SNF has<br />

determined if they meet all eligibility criteria, the resident and family may not know the many choices available to the<br />

resident. Is the Medicare program currently in place the best for this resident? Choices between Medicare Advantage<br />

or traditional Medicare coverage, palliative care under the original Medicare benefit or Medicare hospice coverage<br />

may require explanation. This session will provide the attendees with the tools to assist residents and their families in<br />

understanding the differences between the various Medicare programs to make the most appropriate choice.<br />

Proper Repairs for K-Tag Deficiencies Ensuring Life Safety Code Compliance<br />

Typical plans of correction include repairs to the physical plant. Life Safety Code compliance depends upon properly<br />

repairing or installing materials in such a way so as to provide the required fire resistance rating. All caulks are not equal<br />

In the past several years there has been increased attention placed on allegations of abuse, neglect and misappropriation<br />

of property in long term care. The number of CNAs that have lost certification or faced legal challenges has more than<br />

doubled. CNAs must know what constitutes abuse and what their responsibility is in reporting incidents and allegations.<br />

CNAs must also learn how to cope in stressful situations. This session will review all abuse regulations, the CNA’s<br />

responsibility and coping mechanisms CNAs can use to reduce stress.<br />

Post-Traumatic Stress Disorder (PTSD) is an under recognized disorder in both the general population and in people<br />

with intellectual disabilities. PTSD is a severe anxiety disorder that is caused by experiencing a real or threatened<br />

traumatic event. Symptoms include those related to re-experiencing the event (nightmares/flashbacks), hyper arousal,<br />

and avoidance. These symptoms can be presented and observed in a number of ways including sleep disturbances,<br />

impulsivity, agitation and self-destructive behaviors. Diagnosing PTSD in people with intellectual disabilities is very<br />

challenging. However, when recognized, following newer pharmacological treatment can result in dramatic behavioral<br />

improvement. This session will include case presentations, review of the diagnostic criteria and the treatment strategy.<br />

The IHCA Convention and Trade Show offers the most cost-effective way to educate and motivate your staff. The early<br />

registration fee for a member facility covers up to 20 employees for the entire three-day event. The fee includes access to<br />

the trade show and educational sessions and two complimentary lunches.<br />

Note: The early registration deadline is Aug. 10.<br />

Registration Options (see page 43 for fees)<br />

l Facility: IHCA member and non-member facilities pay a single fee to register up to 20 employees. There is a $50<br />

charge for each additional person after the first 20. Corporate office employees cannot register under a facility<br />

name.<br />

l DD 16-bed and under facility: IHCA member DD 16-bed and under facilities pay a single fee to register up to 20<br />

employees for a group of two to four facilities that have the same administrator/resident services director. There<br />

is a $50 charge for each additional person after the first 20. Single DD 16-bed and under facilities may register the<br />

administrator/resident services director only for $345. This option is not available to a non-member DD 16-bed<br />

and under facility. Corporations with multiple CILA sites, please call IHCA offices for registration fees.<br />

l Corporate office: IHCA member and non-member multi-facility corporate offices pay a single fee to register up<br />

to 20 employees who work only for the corporation and not in a facility. There is a $50 charge for each additional<br />

person after the first 20.<br />

l IHCA individual member, Long Term <strong>Care</strong> Nurses <strong>Association</strong> (LTCNA) member, or physician: Persons meeting<br />

this qualification pay $345 to register for the convention.<br />

l Exhibitor: Trade Show exhibitors are automatically registered for the convention.<br />

l <strong>Illinois</strong> Council on Long Term <strong>Care</strong> (ICLTC) member: Facilities meeting this qualification may register at IHCA<br />

member rates.<br />

l <strong>Illinois</strong> Hospital <strong>Association</strong> (IHA) member: IHA members may register at IHCA member rates.<br />

Note: Special event tickets must be purchased separately.<br />

Full payment of the registration fee and special event tickets must accompany the registration form. Online registration<br />

is also available. A confirmation notice will be sent by fax or e-mail to the contact person noted on the registration form.<br />

The Convention and Trade Show program book, name badges, complimentary lunch tickets, and special event tickets<br />

should be picked up at the IHCA Registration Desk in the Peoria Civic Center. Convention delegates must wear a name<br />

badge for admittance to educational sessions and the trade show.<br />

Cancellations: There will be no refunds after Aug. 24. A 10 percent service fee applies to all refunds.<br />

Professional Conduct: Professional ideas and information are exchanged most effectively at the IHCA Convention<br />

and Trade Show in an atmosphere free of abuse or harassment and characterized by courtesy and respect. To that<br />

end, the <strong>Association</strong> expects all delegates to conduct themselves in a manner that establishes an atmosphere free from<br />

discriminatory practices and sexual harassment.<br />

We’ve made some changes this year to our annual golf outing. From lower golf fees and an<br />

earlier start time, to changes to the various games on the course, we think you’ll like this year’s<br />

event. Of course, your participation in this event helps raise funds for the critical activities of<br />

the association and the Political Action Committee, which supports candidates who are prolong<br />

term care. So come on out to WeaverRidge and enjoy the day with us!<br />

Prizes will be awarded for men and women and include the longest drive, shortest drive,<br />

closest to the pin, longest putt, and others.<br />

Shuttle buses will be available to transport golf participants from each of the “official”<br />

hotels (listed on page 38) to and from WeaverRidge Golf Club and to and from the Past<br />

Presidents Welcome Reception on the Peoria Riverfront. More details to follow on times.<br />

Take a Swing at (or near) Your President or Executive Director! If you’re looking<br />

to win this tournament, this probably isn’t the foursome for you. But, if you’d like to spend a<br />

few hours golfing with either of these two guys, you can make a bid below for the opportunity.<br />

The highest bidders will be included in their two foursomes! With the way these guys play,<br />

it makes more sense for you to bid lower than the standard amount. However, this is a<br />

fundraiser, so we hope you’ll indulge us by making a generous bid. Also, as a token of our<br />

appreciation, the winning bidders will receive a few extra perks during the day.<br />
