Deal or No Deal
Deal or No Deal is making a return to this year’s convention. When checking in at the registration desk,
each attendee will receive a numbered “suitcase.” The numbers on the suitcases will correspond with
prizes and a limited number of suitcases will contain a chance to be placed in the grand prize drawing!
The grand prize drawing will take place during the Tribute after party Wednesday evening. And to make
things even more exciting, those attendees who attend the after party, but did not receive a grand
prize drawing suitcase, will also be eligible for prizes.
About Your Association
For 62 years, the Illinois Health Care Association (IHCA) has been a major voice
for long term care in Illinois. IHCA provides you with timely, reliable and concise
information so you are able to make wiser business and professional decisions. You are
part of an elite group that can be proud of the many accomplishments you have made
on behalf of those residents needing assistance.
With the many challenges facing the long term care profession, IHCA staff attempt
to do whatever it takes to help you resolve problems and tackle complex issues. We are
continually striving to make your career in long term care more fulfilling.
Since its inception in 1950, IHCA has continued to grow in size and scope. Here are
just some of the services provided to members:
Public Policy
Active involvement in legislative initiatives,
regulatory issues and political activities is
vital to our success.
The Health Care Council of Illinois (HCCI) carries the
geriatric public policy banner for both the Illinois Health Care Association and the
Illinois Council on Long Term Care. This joint venture enables the long term care
profession to speak with a stronger, unified voice for the residents served in nursing
homes in Illinois. HCCI tracks legislation, informs and updates members and generates
grassroots activities when appropriate.
The Center for Developmental Disabilities Advocacy and Community Supports
(CDDACS) works on behalf of the facilities and programs for the developmentally
disabled that are part of the IHCA membership. The Center employs staff dedicated
solely to achieving its specific goals and objectives, including tracking legislation,
impacting the regulatory environment, organizing grassroots activities and working
with legislators to educate them on issues more specific to its mission.
In addition, both organizations monitor the state’s political climate and raise funds
to support legislative candidates for public office who support effective, adequatelyfunded,
quality long term care and ID/DD issues.
Pertinent Educational Seminars
IHCA offers a variety of educational opportunities
for long term care professionals to expand their
knowledge, skills, and horizons. The Education,
Convention and Trade Show Committee assists IHCA staff in the planning of the
education agenda by identifying appropriate topics related to the needs and issues of the
For everyone’s convenience, seminars are generally offered at various sites throughout the state or through
the internet. Four times each year, we offer the most respected review course in the state to help you prepare for
the nursing home administrator licensure exam.
Once again, IHCA joined with the Illinois Council on Long Term Care (ICLTC) to implement the Education
Access Nursing Academy, which offers monthly web seminars exclusively for licensed nurses. This additional
regulatory, clinical, business and reimbursement trends
on the state and national levels affect the management and operations of Illinois nursing homes.
Clinical Capsule provides pertinent in-services on a variety of clinical topics such as fall prevention,
pressure ulcers and pain management.
Annual Convention and Trade Show
IHCA hosts the state’s largest convention and trade show for long
term care professionals. This much-anticipated event features more
than 100 educational sessions covering a wide range of pertinent
topics, as well as exhibits demonstrating the latest technology and
services in the profession. Continuing education credits are offered
for administrators, social workers, licensed nurses, certified dietary
managers, registered dietitians, physical therapists, qualified service
professionals and certified public accountants. For those disciplines
not preapproved for continuing education credit, IHCA staff will
provide any needed assistance to help you submit for approval to the
appropriate crediting institution or organization.
In addition to offering educational advantages, the acclaimed
convention and trade show also offers entertainment and social events,
to give you plenty of opportunities for networking and relaxing. An
awards ceremony pays tribute to the state’s top volunteers, nurses,
administrators, RSDs, and other staff members.
Help Us Spread the Word!
We encourage our members to share their pride with others who
could benefit from a proactive, long term care association. Please
let us know their names and phone numbers so we can contact
them, or ask them to give us a call. We would love to explain the
benefits of IHCA to them. We encourage you to support IHCA
and take an active role in the association’s activities so you may
continue making a difference in long term care.
Franklin D. Roosevelt
instituted the Social Security Act.
In the 1920s, health examiners
almost uniformly showed that very
few people were healthy and normal,
which helped to foster the belief that
Americans needed more medical care
and health supervision.
Without a federal assistance program
to help pay for the care of elderly
or disabled, most states sent their
impoverished citizens to “poor farms”
or “almshouses.”
In the 1930s, The New Deal helped
promote the idea that elderly citizens
should receive federal benefits on
the basis of need. Social Security is
now universal, and only tangentially
needs-based.
Tuesday, Sept. 11, 1:45 – 3 p.m.
Murray Banks has been a speaker and trainer since 1984 creating a niche with custom tailored
keynotes. While all speakers aspire to personalizing their presentations, Murray developed that
skill as an educator, teaching at every level from grade school to graduate school! In 1982 he
was honored as Vermont’s Teacher of the Year for Physical Education and in 1983 received
the Outstanding Educator Award from the national association, AAHPHRD. He taught in a
city school district, a small rural school and a major university; coached teams that won state
championships and teams that never won a game; and 40 years later is still coaching youth sports
in his community. At the same time he was achieving educational honors, Murray was winning
his first of four National Championships in the Triathlon. Two times he has been one of the top
finishers in the Ironman Triathlon World Championship in Hawaii. Taking a break from public
education enabled Murray to blend two passions – racing at the highest levels and teaching outside the structure
of a classroom. His audiences now get the best of both worlds … a dynamic, interactive teaching style and a focused,
world class mindset. The elements of risk, adaptability and toughness are natural connections to Murray’s message as
organizations work through these tough economic times.
Over the past 20 years Tim Bedore has spent thousands of hours entertaining
audiences, first on the radio and then as a comedian,
headlining comedy clubs across the country. One of the
few comics to have combined the disciplines of standup
comedy and broadcasting, Tim knows the rigors
of working within demanding parameters. Tim has
kept his hand in the radio business through his radio
commentary feature Vague But True, which is heard
(since 1997) regularly on public radio’s prestigious
Marketplace program by over six-million people, and
the equally large audience on The Bob and Tom Show,
syndicated all across the country. Tim Bedore is a stand-up comedian whose
unique background has produced a very professional entertainer who knows how
to cut across the boundaries of individual attitudes and get an audience to enjoy
his way of looking at the world.
plays those never-ending hits that conjure up big hair,
padded shoulders, Mister T and Care Bears! So, hop in your
DeLorean and hold on to your parachute pants – there’s not
a dull moment in their set. A Brat Pack show is more than a
performance, it’s a party!
Prizes, prizes, and more prizes! Not only will the
winner of the Grand Prize Giveaway be announced during
the Tribute after party, but lots of other prizes will be given
away! In addition to those that received a special “suitcase”
during registration, anyone attending the party will be
eligible for prizes. Don’t miss out on the fun!
In the 1940s, during World
War II, more than 3 million
women were recruited for
war-related jobs.
While President Harry
Truman lobbied hard for a
national health insurance
program in the 1940s, the
AMA lobbied hard against
it, calling it “socialized
medicine,” and turned the
polls completely around
from a plan favored by the
American people to one that
was vanishing.
The baby boom began in
1945 and reached its height
in 1947, but it continued
for another 17 years. The
baby boom placed in high
demand goods and services
associated with the boom,
with the purchase of a home
being the largest expenditure.
Nostalgia for the 1950s began
while memories of the decade
were still fresh. Tail-finned
cars, hula hoops, poodle
skirts, Elvis Presley, mothers
in aprons, and “Leave
It To Beaver” conjure
up images of a genial
time that seems better,
softer, simpler. Indeed, the
years from 1950 to 1959
were a time of optimism,
domesticity, security
through compliance with
the system, and apparent
simplicity.
In the 1960s and 1970s,
government-funded
projects to increase health
care for the poor were
on the rise. This gave all
mid-level health care
workers a tremendous
increase in jobs and
opportunities.
In the early 1970s, the
sense of crisis in health
care was accompanied by
considerable optimism
about the possibilities for
successful reform.
In 1974, the incentives
that favored hospital
care promoted the
neglect of ambulatory
and preventive
health services. The
incentives that favored
specialization also
caused primary care to be
neglected.
The concept of “health
care as a matter of right,
not privilege” captured
the spirit of the time
better than any other
single idea.
Infection control should be second nature by now, but it isn’t. The Illinois Department of Public Health (IDPH)
is taking a new look at infection control, and is finding widespread deficiencies. Even a comprehensive policy with
consistent training may not ensure compliance with best practices. Policies that aren’t followed just won’t work. This
session will identify good infection control practices, and will offer suggestions to ensure compliance at every level of
your organization.
by an approved fire sprinkler system by Aug. 13, 2013. This session will discuss the CMS and Illinois Department of
Public Health (IDPH) requirements that must be met during the installation of a fire protection system. Topics will
include Infection Control and Interim Life Safety Measures.
The Importance of Touch to Long Term Care Residents
Stephanie Sutton, Licensed Massage Therapist
It has been proven that from the time we are born, touch is very important. This need for human contact is carried
with us throughout our lives. As a direct caregiver you have the unique and important ability to provide relaxation and
comfort to those you care for simply by knowing how to provide a special touch. Attend this session and learn how to
incorporate a relaxing touch during normal care routines.
continue to roll out through 2014 and beyond. We will discuss the many changes that have occurred, with more
alterations pending, since the commencement of this law. We will address how PPACA delivers major challenges for
the healthcare profession. Finally, we will provide insight into the potential solutions available in 2014.
A Road Map to Care: Making the Laws and Guidelines Work FOR You!
Diana Waugh, RN, BSN, Waugh Consulting
Track MULTI
“How can we possibly provide person-centered care in light of all those rules and regulations?” “It would be great to
be involved in a cultural change at our facility, but do you really think it can be done?” “If there were standards of care
and guidelines to assure success, maybe then it would work.” There are! We have in our hands the goals of quality care,
the steps that can lead to quality care, and the evaluation tools that will point out if the care was at the quality level
expected…the federal survey guidelines! They are available 365 days a year and can be used by every member of the
facility team. This session will focus on how the federal guidelines can be utilized each day by all staff as part of the
facility’s commitment to providing person-centered care. It will look at the power federal guideline knowledge gives to
all staff members and how these guidelines can assist when working with physicians, families and concerned community
members. Attend this session and you will laugh and learn how to make the template of care live in your facility.
Successful Retention: Recipe for Success
Khrys Kantarze, BS, MA, LNHA, Maun-Lemke Speaking & Consulting, LLC
Track ADM
Successful retention…why do we care? Every year budgets get tighter and tighter and organizations are forced to do
more with less. Improving employee retention is one way to achieve cost reductions without cutting supplies or services.
Stable staff usually goes hand in hand with good service and care. The cost of hiring and orientating new employees
is, on average, two times the annual wage. The turnover rate for healthcare averages over 90% nationally. Improving
retention can help ease your budget challenges and it doesn’t have to be hard or expensive; but just like any good recipe
a successful plan must have all the key ingredients.
Evaluating the High Exposure Nursing Home Case: How a Simple Negligence Case Can
Turn Catastrophic
Neville Bilimoria, JD, Duane Morris LLP
Michael Komoll, JD, CNA Insurance
Track ADM
Recent verdicts in 2012 show that nursing home negligence cases are even more at risk for high jury verdicts, with one
verdict registering at $900 million. Every day events occur in nursing facilities that can be benign or that can turn into a
high-value, high-exposure negligence case against a nursing home. Insurance companies look and evaluate to minimize
an incident and avoid high-exposure claims against a facility.
Culture Change for the Diabetic’s Diet
Donna Manring, DTR, Maun-Lemke Speaking & Consulting, LLC
Track DIET
Research indicates long term care residents eat better when they are given a less restrictive diet of regular foods rather
than a calorie-controlled diet. Physicians and clinicians may need education on the American Medical Directors
Association (AMDA) or ADA that emphasizes the physician’s greater responsibility to control unacceptable blood
glucose levels by pharmacological means and in consideration of the individual’s food consumption and activity level—
not by an overly restrictive diet order.
Would You Take a Drink Please? Combating Dehydration at the Front Line
Diana Waugh, RN, BSN, Waugh Consulting
Track CNA, NUR
8:30 – 10 a.m. (1.5 CEs)
Perhaps the first line of defense against dehydration is to revisit the needs of your staff and set expectations that they will
not be dehydration examples. This requires that there are fluids available to them as well as time for them to consume
the fluids. Rewarding nurses who “skip lunch” or aides who “work right through their breaks” doesn’t demonstrate a
true belief in combating dehydration. This session will look at ways to combat dehydration in both the residents and
staff. How about asking “Would you take a drink, please” for starters? Attend this fact-and-fun filled session and see how
to make hydration a win/win experience.
10:30 a.m. – Noon (1.5 CEs)
Opening remarks by IHCA President Holgeir Oksnevad and IHCA Executive Director Dave Voepel will be followed by
the keynote address.
He taught in a
city school district, a small rural school and a major university; coached teams that won state
championships and teams that never won a game; and 40 years later is still coaching youth
sports in his community. At the same time he was achieving educational honors, Murray was
winning his first of four National Championships in the Triathlon. Two times he has been
one of the top finishers in the Ironman Triathlon World Championship in Hawaii. Taking a break from
public education enabled Murray to blend two passions – racing at the highest levels and teaching outside the structure
of a classroom. His audiences now get the best of both worlds … a dynamic, interactive teaching style and a focused,
world class mindset. The elements of risk, adaptability and toughness are natural connections to Murray’s message as
organizations work through these tough economic times.
Admission to a SNF as a Medicare resident can bring with it many choices for a beneficiary. Once the SNF has
determined if they meet all eligibility criteria, the resident and family may not know the many choices available to the
resident. Is the Medicare program currently in place the best for this resident? Choices between Medicare Advantage
may require explanation. This session will provide the attendees with the tools to assist residents and their families in
understanding the differences between the various Medicare programs to make the most appropriate choice.
Proper Repairs for K-Tag Deficiencies Ensuring Life Safety Code Compliance
Joe Wiener, CDT, AIA, NCARB, Farnsworth Group
Track ENV
Typical plans of correction include repairs to the physical plant. Life Safety Code compliance depends upon properly
repairing or installing materials in such a way so as to provide the required fire resistance rating. All caulks are not equal
The CNA’s Role in Abuse Prevention
Susan Gardiner, BSN, RN, LNHA, Illinois Council on Long Term Care
Track CNA, NUR
In the past several years there has been increased attention placed on allegations of abuse, neglect and misappropriation
of property in long term care. The number of CNAs that have lost certification or faced legal challenges has more than
doubled. CNAs must know what constitutes abuse and what their responsibility is in reporting incidents and allegations.
CNAs must also learn how to cope in stressful situations. This session will review all abuse regulations, the CNA’s
responsibility and coping mechanisms CNAs can use to reduce stress.
Nursing Documentation: Importance of Accurate and Appropriate Charting
Michael Airdo, JD, Kopon Airdo, LLC
Patrick Cella, JD, Kopon Airdo, LLC
Track NUR
Nursing home litigation is on the rise. When a lawsuit ensues, the best evidence to either prove or disprove a resident’s
claim lies within the nursing home chart. We will discuss the importance of accurate and “appropriate” charting, as well as
provide real life examples of how charting has helped, and hurt, a facility during litigation. Stressing the importance of good
charting now is an important risk management tool that will pay dividends when the inevitable resident lawsuit comes later.
Green Cleaning: Not Just for Kitchens!
Antoinette McMonagle, RD, LDN, Gordon Food Service
Spiro Menusos, Gordon Food Service
Track DIET
Going Green in the healthcare market will not only be for the kitchens but for every area as we discuss using green
products or “going green” (chemicals, water usage, energy usage, buying local, etc.). This is a topic that all communities,
facilities, homes and restaurants are in need of as they try to be more efficient, help sustain the environment and follow
safety in all areas of their operation. Most healthcare facilities want to begin but sometimes starting a “green” campaign
is too big, so minimizing it to smaller projects is the best way to begin. We will discuss areas from which you can choose
to start “going green”- be it with cleaning products, energy efficiency, reducing packaging or buying local.
Post-Traumatic Stress Disorder: An Under Recognized Cause of Behavioral Problems
Steven Thornton, MD, University of Illinois College of Medicine at Peoria
Track DD
Post-Traumatic Stress Disorder (PTSD) is an under recognized disorder in both the general population and in people
with intellectual disabilities. PTSD is a severe anxiety disorder that is caused by experiencing a real or threatened
traumatic event. Symptoms include those related to re-experiencing the event (nightmares/flashbacks), hyper arousal,
and avoidance. These symptoms can be presented and observed in a number of ways including sleep disturbances,
impulsivity, agitation and self-destructive behaviors. Diagnosing PTSD in people with intellectual disabilities is very
Roadmap for Rehab Compliance
In 2010, the National Association of Activity Professionals (NAAP) responded to its members’ requests for a new
credentialing option. NAAP worked closely with a group of activity professionals to form a Credentialing Committee
charged with developing new professional standards for certification at two levels: Activity Professional - Board Certified
(AP-BC) and Activity Consultant - Board Certified (AC-BC). This session will assist activity professionals in the process
of becoming Board Certified.
Track ADM
Skilled nursing facilities are required to develop and implement compliance plans by March of 2013. With less than a
year to go, facilities must begin the implementation of a compliance plan in order to meet the deadline. This session will
review the model compliance plan issued by the OIG and explain the seven required elements of a compliance plan. It
will also provide practical guidance on how a SNF can ensure they have an effective plan.
New regulations require nursing home staff to intervene to prevent aggressive incidents from residents with mental
illness. This seminar is an introduction to Virtual Tranquilizer® techniques, which are effective de-escalation tools for
mental health professionals. Techniques are designed to reduce PRNs, decrease the likelihood of violence, and improve
safety for staff and residents. This workshop will also introduce the 5-stage conflict escalation model, used by the
Nursing crisis…nursing retention…the list goes on and on! Ever wonder why we can’t retain nurses or why individuals
are not going into the nursing field? Many of them are feeling trapped and have experienced “burn-out syndrome.”
They desperately need help with time management skills. This was not a course that was taught in nursing school and
many of us have had to stumble through to be successful. The demands on nurses are intense. They want to succeed
but have never received the road map to success as it relates to time management. This session will identify some basic
survival skills in time management and coping that will equip the nurse with tools so he or she can be successful in
completing all tasks required during a normal working day.
More facilities are admitting residents with food allergies. Are they truly allergies, however? This session discusses the
difference between a food allergy, food intolerance and food preference. If it is an allergy, very strict precautions must be
taken to keep the person safe. If it is not an allergy, the diet will become unnecessarily restrictive by following procedures
for allergies. How to manage allergies and how to keep food safe, including avoiding cross-contact, will be discussed.
Telemedicine for After Hour Medical Care in the Post-Acute Skilled Nursing Facility
David Chess, MD, Paragon Clinical LLC / eSNF, LLC
Track ADM
With healthcare financing in upheaval, hospitals must have true care partners to meet financial goals. Traditionally,
nursing facilities’ infrastructures deterred them from managing complex medical problems, resulting in a 23+%
national hospital readmission average from post-acute nursing facilities. eSNF and Paragon Clinical (in collaboration
with Lexington Health Network) use a specialized telemedicine unit to see and interview SNF patients after hours with
comprehensive digital examination capabilities. The service’s significant impact in reducing hospitalizations has been
well-received by attending staff, nurses and patients.
Time in a Bottle: Capturing Memories Through 1:1 and Small Group
Kimberly Jornd, CTRS, Outcome Services of Illinois
Track ACT
As long term care progresses and different options become available to the elderly population, the types of individuals
that are coming in to nursing homes have changed. We now see individuals with a higher level of need related to all
areas of their lives and this is affecting all departments. The Activity Department is struggling with programming and
meeting the residents’ specific needs. In this time of budget cuts, leisure barriers, and personal preferences, we need to
re-think our programming and re-structure our day. More emphasis needs to be placed on small group programming,
sensory stimulation and 1:1’s. These programs can be the most difficult to plan and implement. Let this session help you
get started in the right direction.
