UNIVERSAL DECLARATION OF HUMAN RIGHTS (UDHR) has achievedthe status of customary international law.8. DECLARATION: Document stating agreed-upon principles but which is notlegally binding. UN conferences, like the 1995 World Conference for Women inBeijing, usually produce two sets of declarations: one written by governmentrepresentatives and one by NON-GOVERNMENTAL ORGANIZATIONS(NGOs). The UN General Assembly often issues influential but legally nonbindingdeclarations.9. ENTRY INTO FORCE: When a treaty has received the requisite number ofratifications by Member States and becomes legally binding upon those states.10. THE EUROPEAN CHARTER FOR THE PROTECTION OF HUMANRIGHTS AND FUNDAMENTAL FREEDOMS: An international TREATYadopted in 1950 by the member states of the Council of Europe to provide aregional system of human rights protection for Europe.11. INALIENABLE: Refers to rights that belong to every person and cannot betaken from a person under any circumstances.12. INDIVISIBLE: Refers to the equal importance of each human right. A personcannot be denied a right because someone decides it is "less important" or "nonessential."13. INTERDEPENDENT: Refers to the complementary framework of human rightslaw. For example, your ability to participate in your government is directlyaffected by your right to express yourself, to get an education, and even to obtainthe necessities of life.14. INTERGOVERNMENTAL ORGANIZATIONS: Organizations sponsored byseveral governments that seek to coordination their collaboration; some areregional (e.g., the Council of Europe, the Organization of African Unity), someare alliances (e.g., the North Atlantic Treaty Organization, NATO); and some arededicated to a specific purpose (e.g., the Office of the High Commissioner forHuman <strong>Rights</strong> OHCHR, and the United Nations Education, Scientific andCultural Organization, UNESCO).15. INTERNATIONAL BILL OF RIGHTS: The combination of these threedocuments: the UDHR, the INTERNATIONAL COVENANT ON CIVIL ANDPOLITICAL RIGHTS (ICCPR), and the INTERNATIONAL COVENANT ONECONOMIC, SOCIAL AND CULTURAL RIGHTS (ICESCR).16. INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS(ICCPR) (Adopted 1966, entered into force 1976): Convention that declares thatall people have a broad range of civil and political rights.
