V. HORIZONTAL PROGRAMS (CROSS‐CUTTING)<br />
The Competiveness Project’s horizontal components—often<br />
in the form of platforms and service packages—addressed<br />
issues affecting multiple MCP target sectors or the growth<br />
potential of <strong>Macedonia</strong>’s wider economy. These horizontal<br />
components included:<br />
� Access to finance—Helping companies obtain financing<br />
to expand or upgrade, while improving internal financial<br />
management and business planning. Investments result<br />
in new exports, jobs, and more competitive companies<br />
able to weather difficult economic periods and thrive in<br />
a recovery market.<br />
� Workforce Development—Building a wider workforce to<br />
meet the needs of the <strong>Macedonia</strong>n economy, and<br />
addressing specific skills needs that impact employers’<br />
ability to capture new market opportunities and compete<br />
globally. Activities support job creation and<br />
enhancement, new exports and investment, and more<br />
competitive companies.<br />
� Foreign Investment Promotion—Attracting and<br />
supporting international investors with the potential to<br />
catalyze transformation within sectors and accelerate job<br />
and export growth.<br />
� Innovation —Supporting <strong>Macedonia</strong>n innovators<br />
through the steps needed to take an innovation from<br />
concept to commercialization, while building links to<br />
create an innovation ecosystem in <strong>Macedonia</strong>.<br />
Rationale for Horizontal Program Activities<br />
Development Context<br />
<strong>Macedonia</strong> enjoys a number of characteristics<br />
favorable to achieving the objective of sustained<br />
export growth: close geographic proximity to EU<br />
markets; relatively low labor costs; an improving<br />
business environment; and a tradition in sectors<br />
such as light manufacturing, apparel and agro‐<br />
processing. Unfortunately, a number of cross‐<br />
cutting constraints undermine major progress.<br />
These include: 1) challenges in accessing finance for<br />
investments in upgrades, expansions or new<br />
technologies; 2) a workforce that, while<br />
inexpensive, is not trained or sufficiently flexible to<br />
meet industry needs; and 3) limited foreign<br />
investment—compared to its neighbors—in new<br />
capacity, products, technologies, knowledge<br />
innovation and other factors that help elevate the<br />
country within international markets.<br />
MCP Response<br />
The project’s horizontal program provided<br />
systematic solutions to these constraints with<br />
activities to help companies get the finance to<br />
succeed, build a more competitive workforce and<br />
attract the investment to transform <strong>Macedonia</strong>n<br />
industries and companies and drive job creation<br />
and export growth.<br />
The horizontal components—access to finance and<br />
workforce in particular—produced significant results. Key outcomes of horizontal program activities include:<br />
� $78.8 million in new financing facilitated by the Financial Platform, leading to $118.2 million in new<br />
investment. These investments resulted in in over $58.3 million in new exports and the creation of 1622<br />
jobs.<br />
� 2,612 internships and 425 job placements through MyCareer initiatives. MyCareer remains as legacy NGO<br />
of MCP.<br />
� $26.7 million in foreign investment facilitated as a result of identifying and supporting foreign investors in<br />
<strong>Macedonia</strong>.<br />
The sections below present details of specific approaches, activities and achievements under each of the MCP<br />
