MissionHome of the <strong>IUC</strong>Don FranaBulića 4The Inter-University Centre Dubrovnik (<strong>IUC</strong>) isan independent international institution foradvanced studies. Its objective is to encourage,promote and implement cooperation amongstudents and scholars through projects, studyprogrammes, courses and conferences across awide range of academic concerns. Over the years,more than 60,000 scholars and students camefrom universities and other scientific institutionsworldwide. Founded in 1971, at the height of theCold War, the <strong>IUC</strong> became an important venue for the exchange of ideasacross various divides, between East and West, North and South.Based in Dubrovnik, formerly a self-governing Mediterranean city-state atthe crossroads of varying cultural and political concerns, the <strong>IUC</strong> is buildingon its achievements and traditions in facing new challenges in a rapidlychanging global environment. Maintaining high standards of free andindependent scholarship, the <strong>IUC</strong> is dedicated to network building forpeaceful co-existence and pluralism regionally as well as internationally.Main Topics are: SE Europe studies – philosophy – conflict & peace –information sciences – life sciences – mediterrainean studies – public health– reconstruction of science and higher education in the region – regions andregionalism – post-conflict reconciliation.<strong>Academic</strong> <strong>Programme</strong>The main <strong>IUC</strong> activities are courses and conferences.Courses are of postgraduate level andtreat topics of high international scientific oracademic interest. They normally last one or twoweeks. The organizers and teaching staff areselected for their expertise and academicstanding, and come from a diversity of countriesand backgrounds. Students coming from manyparts of the world expected to be of graduatestanding; they apply through course directors ordirectly to the <strong>IUC</strong> Secretariat. Conferences normally last at least for a fewdays. The <strong>IUC</strong> welcomes proposals to develop new international graduatecourses and conferences in all academic fields. Foundation & HistoryThe Inter-University Centre has lived a rich life so far andhas taken great pride in serving as a venue for scholarlycooperation. It is all set to continue its mission.Ivan SupekThe idea of a centre developed in response to urgentconcerns. There was a cold war going on. Concernedscholars saw the importance of creating new opportunitiesfor contact and exchange of knowledge and ideas acrossdivision lines. Would it be possible to create strong arenaswhere scholars from various parts of the world could meetto pursue important scientific issues in a peaceful andpeace-generating way? There was a wish to strengthen the role of scientistsin bridge-building between nations and between cultures, betweenideologies and between political systems, rather than continuing thetroublesome schisms that the world had become so used to over the decadesfollowing World War II.Plans for a United Nations university were being discussed in the late1960s. In a meeting of university leaders in Montreal in 1970, the Rector ofthe University of Zagreb at that time, Ivan Supek, proposed an alternative ora supplement that won wide support. He said, let us build an inter-universitycentre that is fully in the hands of the cooperating scholars and universitiesthemselves – an institution free of government control.Luckily, the city of Dubrovnik had offered Supek a building that couldserve as a home for the kind of centre that he foresaw.It must be remembered that Yugoslavia held a unique position at the time:Yugoslavia under Tito was non-aligned. It had the potential to provideconditions for contacts that could not otherwise beachieved. Dubrovnik, with its rich history and culture – andits beauty and friendly atmosphere – certainly appeared asan ideal site – and an inter-university centre here could alsoserve as a breathing-hole between East and West. Forexample, scholars from Eastern Europe were allowed totravel to Dubrovnik, whilst – to a large extent – countries inthe West were beyond reach.So, a small group of individuals representing a handful ofuniversities internationally were invited to come to Dubrovnik to considerSupek’s idea.<strong>IUC</strong> BuildingStaircase


The decision was made: The Inter-University Centre was to become reality,and work was started to establish a viable organization and a sound basis foreffective operation.The centre could not have been established andcould not have entered into its successful life, hadit not been for the generosity extended to it by theUniversity of Zagreb. While the <strong>IUC</strong> hasbenefited from the generosity of the University ofZagreb, it has given much in return by connectingyoung scholars from Croatia and its broaderregion to active and generous internationalnetworks of scholars.Lecture HallThe Inter-University Centre soon became a very attractive venue foracademic exchange. From the few universities represented by the founders,the number of universities formally associated with the <strong>IUC</strong> grew to morethan 250 before the outbreak of the wars in 1991. Following the wars thenumber of member universities has declined to approximately 170 today.Now the level of programme activities in courses and conferences remainsas high as ever and <strong>IUC</strong> Dubrovnik in competition with other actors on theinternational scholarly arena provides a whole series of extensiveprogrammes to promote study abroad and to globalize higher education.Scholars, students and teachers keep coming. Support & ScholarshipsThe <strong>IUC</strong> as such is not in a position to provide any scholarships,since there are no financial means available to set up appropriate grantprogrammes. But there are two <strong>IUC</strong> related funds offering supportespecially for <strong>IUC</strong> courses:The Croatian Ministry of Science, Education and Sports supports graduatestudents and professors from Croatia with 5 scholarships per course whichcover travel expenses and half board accommodation. Applications aresubmitted by course directors or interested candidates directly to the <strong>IUC</strong>Secretariat. For application form visit http://iuc.hr/croatian-ministry.phpThe Open Society Institute is supporting advanced students and youngfaculty members, studying and working in the fields of humanities andsocial sciences from the SE European and Former Soviet Union region at<strong>IUC</strong> courses with scholarships (accommodation and in some cases partialtravel compensation). ECTS points will be measuredby the necessary workload of the student to achieve defined learningoutcomes and competences. The workload includes time the student needsfor lectures, seminars, independent work, reading, learning, writing papersand exam.
