Another category of foreigners recorded in government statistics iscomprised of individuals who have violated residency regulations inUkraine, i.e., illegal migrants. According to researchers who study illegalmigration, Kyiv is an important transit point where international routesfor the transportation of illegal migrants from Asia and Africa intersect. 30According to data of the Main Directorate of the Ministry of InternalAffairs of Ukraine, in 2001, 6,553 illegal migrants were identified in thecity of Kyiv, 65% of whom are from Asian and African countries. If weagree with statements by experts working to curb illegal migration thatthe identified portion of illegal migrants constitutes half of their real number,then the number of illegal migrants from Asian and African countriesresiding in the city may be as high as 8,500.COUNT<strong>IN</strong>G MIGRANTS: SURVEY DATAThese numbers enable us to estimate that in 2001 approximately 15,000individuals from Asian and African countries were permanently residingin the capital of Ukraine, i.e., 0.6% of the total city population.Accordingto respondents’ estimates obtained in the course of researching immigranthouseholds, the maximum number of their compatriots, regardless of theirlegal status, who were permanently domiciled in the city at the time ofthe survey was about 11,500 individuals, which almost fully correspondsto the results of estimates made from official statistical data.The 233 Asian and African households included in this study compriseda total of 547 people, 370 of whom were immigrants, i.e., foreignersand stateless individuals born outside Ukraine (children born inUkraine, even with both immigrant parents were not considered immigrants).Therefore, based on the given estimate, the study covered 3% ofimmigrants from Asian and African countries living in Kyiv.Immigrants about whom data were gathered during the course of thestudy come from twenty-three Asian and African countries (Table 1.1).The total number of countries of origin generally corresponds with thetotal number of countries of departure of registered refugees, labormigrants, foreigners with residency permits, and identified illegal migrants.For the sake of convenience, immigrants on which data were collectedin this study were divided into six groups: newcomers from Afghanistan;African countries (Angola, Cameroon, Chad, Congo [Brazzaville],Democratic Republic of Congo, Ethiopia, Guinea-Bissau, Morocco,| 10 |
