Resp<strong>on</strong>dents also accuse c<strong>on</strong>sult<strong>in</strong>g firms <strong>the</strong>y are work<strong>in</strong>gwith <strong>of</strong> lack <strong>of</strong> pr<strong>of</strong>essi<strong>on</strong>alism.1062

Instituti<strong>on</strong>s also had to forward certa<strong>in</strong> documents due to changes <strong>in</strong>report<strong>in</strong>g <strong>form</strong>ats.5. CONCLUSIONS AND RECOMMENDATIONSThe research, whose target groups is <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s from <strong>the</strong> Centre Regi<strong>on</strong>, aims to obta<strong>in</strong><strong>in</strong><strong>form</strong>ati<strong>on</strong> from <strong>the</strong> resp<strong>on</strong>dents regard<strong>in</strong>g: <strong>the</strong> <strong>problems</strong> encountered by <strong>the</strong>m <strong>in</strong> carry<strong>in</strong>g <strong>out</strong>projects <strong>in</strong> two phases: fill<strong>in</strong>g put <strong>the</strong> applicati<strong>on</strong> <strong>form</strong> and <strong>the</strong> technical and f<strong>in</strong>ancial report<strong>in</strong>g.From <strong>the</strong> resp<strong>on</strong>dents’ answers, although <strong>the</strong>y have reported a higher degree <strong>of</strong> difficulty <strong>in</strong> <strong>the</strong>technical and f<strong>in</strong>ancial report<strong>in</strong>g stage, <strong>the</strong> fil<strong>in</strong>g <strong>out</strong> <strong>of</strong> <strong>the</strong> applicati<strong>on</strong> <strong>form</strong> was <strong>the</strong> phase with<strong>the</strong> greatest number <strong>of</strong> <strong>problems</strong> (a total <strong>of</strong> 55 <strong>problems</strong>). For each <strong>of</strong> <strong>the</strong> <strong>stages</strong>, resp<strong>on</strong>dentsadded a series <strong>of</strong> reas<strong>on</strong>s that have caused <strong>the</strong>se <strong>problems</strong>. Problems reported by resp<strong>on</strong>dentsappear because <strong>of</strong> lack <strong>of</strong> commitment and pr<strong>of</strong>essi<strong>on</strong>alism <strong>of</strong> fund management <strong>in</strong>stituti<strong>on</strong>s , andalso because <strong>in</strong>stituti<strong>on</strong>s that accessed funds.Although <strong>the</strong> target group is represented by public <strong>in</strong>stituti<strong>on</strong>s, <strong>the</strong> <strong>in</strong><strong>form</strong>ati<strong>on</strong> obta<strong>in</strong>ed afterprocess<strong>in</strong>g <strong>the</strong> data become useful to any organisati<strong>on</strong>, be it public or private. The methodologyfor access<strong>in</strong>g European funds is <strong>the</strong> same for any <strong>in</strong>stituti<strong>on</strong>, <strong>the</strong> difference be<strong>in</strong>g <strong>the</strong> c<strong>on</strong>diti<strong>on</strong>sfrom <strong>the</strong> Fund<strong>in</strong>g Guide, c<strong>on</strong>diti<strong>on</strong>s that should be studied <strong>in</strong> detail by each applicant forEuropean funds.Am<strong>on</strong>g <strong>the</strong> benefits that <strong>the</strong> present research br<strong>in</strong>gs to <strong>in</strong>stituti<strong>on</strong>s which carry <strong>out</strong> Europeanprojects or plan to develop projects <strong>in</strong> <strong>the</strong> future, <strong>the</strong>re are:- quantify<strong>in</strong>g <strong>the</strong> <strong>problems</strong> encountered so far by <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s that have developed projects orthat have tried to access European funds enables <strong>in</strong>stituti<strong>on</strong>s to get an advantage when <strong>the</strong>ydecide to take advantage <strong>of</strong> <strong>the</strong> opportunity provided by European funds;- from <strong>the</strong> experience <strong>of</strong> <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s that have developed projects, ei<strong>the</strong>r successful, orunsuccessful, we should learn that <strong>the</strong> strictest coord<strong>in</strong>ati<strong>on</strong> <strong>of</strong> time, human and f<strong>in</strong>ancialresources is essential.Obviously, <strong>the</strong> usefulness <strong>of</strong> <strong>the</strong> research lies <strong>in</strong> <strong>the</strong> fact that its results allow us to developrecommendati<strong>on</strong>s, both for <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s that carry <strong>out</strong> projects and for <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s that dealwith <strong>the</strong> management <strong>of</strong> European funds <strong>in</strong> Romania (Intermediary Bodies and ManagementAuthorities).A recommendati<strong>on</strong> for <strong>the</strong> project development <strong>in</strong>stituti<strong>on</strong>s to obta<strong>in</strong> better results <strong>in</strong> <strong>the</strong>development and implementati<strong>on</strong> <strong>of</strong> projects would be <strong>the</strong> <str<strong>on</strong>g>study</str<strong>on</strong>g><strong>in</strong>g <strong>in</strong> detail <strong>of</strong> <strong>the</strong> Fund<strong>in</strong>gGuide <strong>in</strong> order to reduce <strong>the</strong> number <strong>of</strong> <strong>problems</strong> encountered dur<strong>in</strong>g <strong>the</strong> stage <strong>of</strong> fill<strong>in</strong>g <strong>out</strong> <strong>the</strong>applicati<strong>on</strong> <strong>form</strong>, a stage, <strong>in</strong> many cases, underestimated by <strong>in</strong>stituti<strong>on</strong>s as degree <strong>of</strong> difficulty.Recommendati<strong>on</strong>s for <strong>in</strong>stituti<strong>on</strong>s deal<strong>in</strong>g with European funds <strong>in</strong> Romania:- elaborati<strong>on</strong> <strong>of</strong> Fund<strong>in</strong>g Guide that would provide detailed and explicit <strong>in</strong><strong>form</strong>ati<strong>on</strong> to possibleapplicants <strong>on</strong> projects to ease <strong>the</strong> fill<strong>in</strong>g <strong>out</strong> <strong>of</strong> <strong>the</strong> applicati<strong>on</strong> <strong>form</strong>;- approval <strong>in</strong> advance <strong>of</strong> possible changes that occur <strong>in</strong> <strong>the</strong> Fund<strong>in</strong>g Guide;- correlati<strong>on</strong> <strong>of</strong> <strong>in</strong><strong>form</strong>ati<strong>on</strong> from Fund<strong>in</strong>g Guides to <strong>the</strong> current legislati<strong>on</strong>;- reduc<strong>in</strong>g projects’ evaluati<strong>on</strong> periods which have exceed even a year.6.
