INTRODUCTION: TECHNOLOGY FOR PEACE 5of which could be termed a “cont<strong>in</strong>ental war” given the presence ofoppos<strong>in</strong>g fight<strong>in</strong>g forces from many African nations. At the beg<strong>in</strong>n<strong>in</strong>g ofthe Congo/Zaire crisis, the United Nations proved unable even to provideaccurate <strong>and</strong> consistent counts of mov<strong>in</strong>g refugees (Dorn 2005).Large shipments of illegal armaments are rout<strong>in</strong>ely imported <strong>in</strong>to theDRC as vast quantities of m<strong>in</strong>erals are illegally shipped out, withoutUnited Nations detection or <strong>in</strong>terdiction (<strong>UN</strong> Security Council 2004).Rogue militias rout<strong>in</strong>ely carry out illegal “tax” collect<strong>in</strong>g, loot<strong>in</strong>g, smuggl<strong>in</strong>g,kidnapp<strong>in</strong>g <strong>and</strong> kill<strong>in</strong>g <strong>in</strong> areas of the country with no real-time<strong>watch</strong> from the United Nations. Furthermore, on average one <strong>peace</strong>keeperdies each month while serv<strong>in</strong>g <strong>in</strong> the Congo. 9 Although militaryleaders <strong>in</strong> MONUC clearly expressed the operational requirements forsurveillance technologies (see the case study <strong>in</strong> Chapter 7), the <strong>UN</strong> plann<strong>in</strong>g<strong>and</strong> procurement process has proven too slow <strong>in</strong> response.The harrow<strong>in</strong>g consequences of the technological deficiencies <strong>in</strong> <strong>UN</strong>missions are illustrated by the November 2008 headl<strong>in</strong>e on the front pageof the New York Times: “A Massacre <strong>in</strong> Congo, Despite Nearby Support.”As hundreds were killed <strong>in</strong> Kiwanja <strong>and</strong> the village burned, over100 <strong>UN</strong> <strong>peace</strong>keepers were merely a kilometre away, “struggl<strong>in</strong>g tounder st<strong>and</strong> what was happen<strong>in</strong>g outside the gates of [their] base”. Thecomm<strong>and</strong><strong>in</strong>g officer had to “grope his way through a fog of rumour, speculation<strong>and</strong> mis<strong>in</strong>formation”. The officer compla<strong>in</strong>ed: “Dur<strong>in</strong>g this wholetime, there was an <strong>in</strong>formational vacuum” (Polgreen 2008). The rebelmilitias of Laurent Nkunda held Kiwanja <strong>and</strong> Rutshuru <strong>and</strong> advancedtowards Goma. Fortunately, the United Nations deployed some advancedtechnologies to counteract this advance, show<strong>in</strong>g what a tremendous difference<strong>technology</strong> can make. As the rebel forces approached Goma, theUnited Nations deployed its Mi-35 attack helicopters equipped withstate-of-the-art day- <strong>and</strong> night-view<strong>in</strong>g cameras. The high-zoom featuresenabled the helicopters to identify advanc<strong>in</strong>g targets, to confirm groundreports that there were no civilians or <strong>UN</strong> or government forces nearby,<strong>and</strong> to aim precise fire. With this help, <strong>UN</strong> forces prevented an attack onGoma, someth<strong>in</strong>g the United Nations had failed to do <strong>in</strong> Bukavu fouryears earlier. The lack of <strong>in</strong>telligence <strong>in</strong> 2004 was similar to the famous<strong>in</strong>adequacies of previous missions, such as <strong>in</strong> Rw<strong>and</strong>a.A few <strong>UN</strong> missions have used a few technologies to great advantage, asdescribed <strong>in</strong> detail later <strong>in</strong> this book. The United Nations Interim Force<strong>in</strong> Lebanon has deployed several sophisticated radars for both air <strong>and</strong>ground surveillance. The United Nations Peacekeep<strong>in</strong>g Force <strong>in</strong> Cyprushas become the first <strong>UN</strong> force to <strong>in</strong>stall CCTV cameras to monitor areas<strong>in</strong> a conflict zone. They are located <strong>in</strong> sensitive hotspots along the “GreenL<strong>in</strong>e” that w<strong>in</strong>ds its way through Nicosia separat<strong>in</strong>g two armies. TheUnited Nations Stabilization Mission <strong>in</strong> Haiti has used heliborne camerasthat transmit imagery <strong>in</strong> real time to mission headquarters. Moreover, the
