11Introduction: Technology for <strong>peace</strong>Rapid technological advancement has impacted military affairs <strong>in</strong> extraord<strong>in</strong>aryways. New technologies have led to more explosive, powerful<strong>and</strong> precise weapons. They have steadily <strong>in</strong>creased the ability to monitoran enemy or opponent. Technology changed the way wars are fought.Has it also changed the way <strong>peace</strong> is kept?Unfortunately, the technological revolution has barely touched the<strong>peace</strong> operations of the United Nations. In particular, the surveillanceequipment (“soldier’s kit”) of <strong>UN</strong> <strong>peace</strong>keepers has changed little s<strong>in</strong>cethe <strong>in</strong>ception of <strong>peace</strong>keep<strong>in</strong>g. There rema<strong>in</strong>s a compell<strong>in</strong>g need to modernize<strong>UN</strong> operations, especially given the ambitious new m<strong>and</strong>ates assignedto the United Nations. These tasks go far beyond traditional <strong>UN</strong>operations. Peacekeepers today are not merely positioned between twooppos<strong>in</strong>g armies but are now often deployed across entire countries.Their tasks <strong>in</strong>clude protect<strong>in</strong>g civilians from ethnic violence, provid<strong>in</strong>gsecurity for entire populations, prevent<strong>in</strong>g civil wars <strong>and</strong> massacres, combat<strong>in</strong>gcrim<strong>in</strong>ality <strong>and</strong> build<strong>in</strong>g nations from the ashes of war. To do thesemany tasks, <strong>UN</strong> <strong>peace</strong>keepers must locate <strong>and</strong> <strong>in</strong>tercept cl<strong>and</strong>est<strong>in</strong>e armsshipments, monitor potential spoilers of <strong>peace</strong> processes, uncover evidenceof atrocities for courts <strong>and</strong> tribunals, <strong>and</strong> even govern large territoriesdur<strong>in</strong>g transitional periods.
