<strong>PAD</strong> <strong>4414</strong>American <strong>Public</strong> ServiceFall 2012Monday 5:30 PM – 8:15 PMBellamy 0114Instructor: John Sample, Ph.D. SPHREmail: jsample@fsu.eduOffice Hours: before or after class or by appointmentCourse Description:This course explores the structure <strong>and</strong> political role <strong>of</strong> the civil service, evolution <strong>of</strong>government employment, current personnel policies, rights <strong>and</strong> responsibilities <strong>of</strong> publicservants, <strong>and</strong> labor management relations. The impact <strong>of</strong> the public service on Americansociety is explored. Students will complete practical projects, analyze case examples <strong>and</strong>interactive group activities that illustrate how the public personnel system works. Theseactivities include job analysis, recruitment <strong>and</strong> selection, performance management <strong>and</strong>supervision, training <strong>and</strong> pr<strong>of</strong>essional development, compensation <strong>and</strong> labor-managementissues.Student OutcomesHaving completed <strong>PAD</strong> <strong>4414</strong>, students are better prepared to:1. Use an analytical problem solving approach to investigate <strong>and</strong> resolve issues relatedto managing human resources in the public service.2. Identify a HRM policy issue, conduct a review <strong>of</strong> scholarly resources, <strong>and</strong>recommend alternative solutions.3. Synthesize the evolution <strong>of</strong> public service HRM in terms <strong>of</strong> paradoxes,contradictions, values, ethics, <strong>and</strong> environmental influences.4. Identify the freedoms <strong>and</strong> constraints on employee work activities; explain theresponsibilities <strong>of</strong> employers to safeguard the civil rights <strong>of</strong> employees, <strong>and</strong> tosummarize significant federal employment laws that guarantee those rights.5. Summarize the strengths <strong>and</strong> limitations <strong>of</strong> typical recruitment strategies for a publicagency.


6. Conduct a job analysis using O*NET, write a job description for a position, write jobrelated oral interview questions, <strong>and</strong> conduct an ethical job interview using thosequestions.7. Identify factors <strong>and</strong> issues that influence public service compensation systems, suchas job evaluations, salary surveys, pay b<strong>and</strong>ing, regional economics, etc.8. Assess the impact <strong>of</strong> family friendly HRM policies on employers <strong>and</strong> employees.9. Given a performance deficiency in an employee, select an improvement strategythat requires learning, training or development.10. Given a job description, develop performance st<strong>and</strong>ards <strong>and</strong> conduct a performanceappraisal with an employee.11. These projects include (1) conducting a job analysis, (2) writing ajob description, (3) preparing oral interview questions, (4) practicing how to interview <strong>and</strong>


e interviewed for a job, <strong>and</strong> (5) developing job performance st<strong>and</strong>ards. Each project isworth 5 points.HRM Case AnalysisStudents will be assigned 5 HRM cases for analysis <strong>and</strong> each case is worth 5 points for atotal <strong>of</strong> 25 points. Students are expected to discuss each case in their assigned Blackboardgroup, <strong>and</strong> to then submit his or her analysis by Sunday midnight.The five points for each case are disturbed as follows: up to two points for discussing eachcase with his or her group during the week on Blackboard <strong>and</strong> up to 3 points for the writtenanalysis <strong>of</strong> the case submitted to the instructor for review <strong>and</strong> scoring. Students who askprobing questions or who make substantial contributions to his or her group will earn up to2 points. Stating “I agree” or “what she said” does not constitute contributing to a groupdiscussion. Students who cite relevant content from the class text or other sources, such asscholarly journals, will earn the full three points.For purposes <strong>of</strong> <strong>PAD</strong> <strong>4414</strong>, the course begins Monday <strong>and</strong> all assignments must be postedby the following Sunday by midnight. Use Monday through Thursday midnight to reviewthe case facts <strong>and</strong> to post questions <strong>and</strong> comments to your assigned Black Board group.You are encouraged to• solicit the comments <strong>and</strong> opinions from members <strong>of</strong> your discussion group;• ask probing questions that help you to clarify your thoughts;• use content from chapter 1 to support your answers to questions about this case;<strong>and</strong>• maintain etiquette by respecting the contributions <strong>and</strong> differences <strong>of</strong> opinions.Submit your final written case analysis using the Blackboard by Sunday midnight. All writtenassignments are subject to analysis using Safe Assign.Research Project (25 points)This course requires each student to prepare <strong>and</strong> submit a research project topic outline byweek 4 <strong>and</strong> a final project during week 14. Students should remember that the nature <strong>of</strong>the class is policy, issue <strong>and</strong> practice oriented <strong>and</strong> the focus <strong>of</strong> the paper should revolvearound student outcomes for <strong>PAD</strong> <strong>4414</strong>. Papers that do not research topics related tostudent outcomes but focus instead on other important topics, but are irrelevant to thestated student outcomes, will not grade well. The paper should have 8 to 10 pages <strong>of</strong>content, exclusive <strong>of</strong> references, typed double spaced in 12 pt. Times Roman, <strong>and</strong> preparedusing APA citation <strong>and</strong> referencing conventions. Writing should show college level work.Don't forget the basics; spelling, grammar, <strong>and</strong> format. Research projects are due on the14 th week (shown on the Course Schedule). A topical outline <strong>and</strong> a minimum <strong>of</strong> 3 scholarly journal references are due by the end<strong>of</strong> the 4 th week <strong>of</strong> the semester. Students may not change their research topic afterweek 4. The instructor will provide guidelines for the topical outline.


• All papers/projects submitted for grading in this course will be submitted using SafeAssign available at Black Board.• Any assignment, including the research project topic due the 4 th week <strong>of</strong> class, thatis turned in late will be downgraded 1 point for each day the paper is late. (One day,-1; two days; -2; <strong>and</strong> three days through seven days, -3.5).• This paper is worth 25 points toward your final grade. This is a large portion <strong>of</strong> youroverall grade <strong>and</strong> you need to treat it as such.Poster Presentation (5 points)A poster that summarizes the students research project will be developed <strong>and</strong> displayedduring a class sponsored HRM mini-conference during week 15 <strong>of</strong> the semester. Studentsare expected to develop posters that have a pr<strong>of</strong>essional fit <strong>and</strong> finish, including attractiveimages, symbols, photographs <strong>and</strong> information that summarizes for the audience theessence <strong>of</strong> the research project. Students are encouraged to invite other students,pr<strong>of</strong>essional HRM specialists, <strong>and</strong> faculty to this event.ParticipationStudents are reminded that the design <strong>of</strong> this course requires authentic engagement <strong>and</strong>participation by students, both in the class room <strong>and</strong> in his or her assigned Black Boardgroup. A class roster will be made available after the break for students to sign <strong>and</strong> verifyattendance. Students are allowed one absence with no penalty in participation points. If thestudent misses more than one class, speak to the instructor regarding makeup work.A Black Board group may request assistance from the instructor if a student consistentlyfails to participate in his or her assigned group. In extreme cases, a student may be removedfrom an assigned Black Board group, thereby forfeiting any remaining points forparticipation.Midterm <strong>and</strong> Final ExaminationThe midterm <strong>and</strong> final examination will consist <strong>of</strong> short answer essay questions. Use theweekly study guides to prepare for both examinations.
