WHY MSQCC ?• To provide material and product quality control onPV mounting structure.• To ensure high reliability of the PV system andconfidence for the end-users on the mountingstructures and the installations.• One of the activities under Component 4 ‘BIPVindustry development and technologyenhancement program’ of the MBIPV <strong>project</strong>• The Centre of Excellent for PV Mounting StructureQuality Control in Malaysia• Benefits from subsidised test expenses till 31 Dec2010•3


OBJECTIVES OF MSQCC1. To assess ease of installation and conformancewith manufacturing tolerances for differentmounting structures and provide quality controltesting for locally manufactured products;2. To collaborate with manufacturers on mountingstructure product improvement to ensure productquality and performance over its design life underthe local conditions;3. To investigate any leakages, wind load ormounting problems in the field, and collaboratewith manufacturers on product improvements;


OBJECTIVES OF MSQCC, cont’d4. To disseminate information on results, lessonslearned and best practices to relevant stakeholders(e.g. CIDB, MPIA, JKR, etc) and industry (serviceproviders, manufacturers);5. To collaborate with international organization (e.g.TÜV, ISPRA and others) on exchange of resultsand experience; and6. To collaborate with MBIPV in developing aguideline (pre-building code) addressing PVrelated issues in the building.


BACKGROUND• MSQCC is a collaboration between PTM andKISB, co-sponsored by Kementerian Tenaga, Airdan Komunikasi (KTAK), Suruhanjaya Tenaga(ST), Global Environmental Facility (GEF) & AkaunAmanah Industri Bekalan Elektrik (AAIBE)• The Centre is located in Kajang, within thecompound of <strong>Kumpulan</strong> <strong>IKRAM</strong>, next to UNITEN(University of Tenaga) and MHA (MalaysiaHighway Authority)• MSQCC Testing facility – total area of 85m 2 .•6

Quality Control Testing FacilitiesTesting & Test Methodologies• MSQCC to offer indoor & outdoor testing facilitiesto test PV mounting structures• Offers tests for local system integrators &manufacturers• Test on mechanical properties of materials, e.g:tensile strength, modulus of elasticity, etc• Test on material performance, e.g: steel,aluminium, stainless steel, sealants, fasteners, etc• Mounting structure performance tests, e.g: watertightness, wind load test, mechanical fixation loadtest, fire safety test, corrosion, aging, etc•9

Water-tightness test on mounting structure• To ensure the mounting structure is watertight againstrainwater;• The test bed can fit up to maximum of 6 nos of1mX2m of PV modules;• The installation to be done by the system providersaccording to installation manual and details;• Specimen to be tested under simulated wind-drivenraincondition using a portable water-tightness testequipment.•11

Static uplift test on mounting structure• To ensure the resistance of the mounting structureagainst wind uplift;• The test specimen consists of 1 PV module (dummy)with mounting structures;• The installation to be done by the system providersaccording to the installation manual and details;• Specimen to be tested under static cyclic loadings.•12

2. Failure Investigation• MSQCC will be responsible in all the failureinvestigation of the mounting structures in thecountry whenever requested;• Responsible to investigate and examine problemsoccurred related to PV system in the field;• The objective is to determine the cause of failureon the PV mounting structures;• To investigate and resolve the problems of PVmounting structures in the field;• All findings will be disseminated;• All lessons learned will be brought towards R&D.

3. International Collaborations• To establish collaboration with internationalparties, such as research centres or test centres;• Collaboration with international parties, such asISPRA, TUV, etc;• Expected to be established in the 1 st year ofoperation;• Collaboration with international mounting structuremanufacturers on product improvements to meetlocal conditions;• Technical visits and discussions to update on theactivities and technologies, facilitate R&Doperation.

Dissemination of Information• Dissemination of all findings and reports, technicalpapers, seminars to relevant stakeholders.• Stakeholders’ IP are confidential, except with writtenconsent to disclose the reports.• Training programme for field technicians and designengineers• Training programme for code of practice addressingPV in building.•19

Development of Guidelines and Building CodeAddressing PV• Development of a code of practice (with MPIA)addressing PV in building based on the experiencegained, R&D, investigation findings, internationaltechnology transfer, etc• A standard committee will be established to worktogether with international and local standardbodies;• The code of practice will be later adopted as MSby Department of Standard Malaysia;• Provide guides for selection of material, properhandling and installation, system sizing anddesign, product quality control and assurance,product performance, etc
