Report SummaryOn the 27th of April 2011, the Polytechnic University of Tirana, in light of the FP-7 project,organized a workshop with aim to strengthen cooperation between national institutions workingin the field of energy efficiency and climate change. During this workshop was presented the FP-7 project with the theme: “Knowledge transfer and research needs for preparingmitigation/adaption policy portfolios (PROMITHEAS-4)” in which the Polytechnic Universityof Tirana is partner.The participants were members of various interest groups, such as the academic staff of U.P.T.institutions interested and working in the field of energy efficiency and climate change;representatives of the Ministry of Energy, Trade and Economy, Ministry of Environment as wellas other public and private institutions working in the above areas. A list of participants isenclosed in the annex of this report.Before organizing the workshop, the project managers contacted representatives of the aboveinstitutions such as Deputy Minister of Ministry of Energy, Economy and Commerce, DeputyMinister of Ministry of Environment, Water and Forestry, Director of National Agency ofNatural Resources as well as with all directors and managers from the participating institutions.Overall the people who were contacted expressed a great interest in the themes that would beaddress in the workshop and had their representatives participate in the event by contributingwith relevant presentations and references.The event organizers prepared as well the necessary marketing materials, such as a poster thatwas placed around the university campus, personal invitations with proper agenda and topics toall invited participants, as well as a web flyer that you can find in the official university websiteof the Faculty of Mechanical Engineering www.fim.edu.al/kerkimi/konferenca

The main workshop objectives were as follows:• Strengthening cooperation between national institutions working in the field of energyefficiency and climate change.• Identifying the situation regarding the governmental and private policies, legal basis andmeasures for mitigation of greenhouse gas emission.• Creating appropriate conditions for the transfer of knowledge within the program of "ClimateChange"• Promote cooperation in scientific research regarding the topic• Promotion of projects that allow the transfer of technologies in the field of renewable energiesand energy efficiency.• Establishing mutual access and use of data and data collection• Policies, legislation and European instruments to mitigate climate change• Promote technical assistance to businesses for projects in renewable energiesOf great interest was the participation of representatives of ProCredit Bank, who contributedwith marketing materials for their lending activities in the field of energy efficiency, theadvantages of investments in energy efficiency projects and lending facilities of business andfamily users. They also addressed problems related to energy efficiency and climate change inrelation to the awareness of businesses and people in Albania.Mr. Andonaq Londo made a detailed presentation of the FP-7 project entitled " Knowledgetransfer and research needs for preparing mitigation/adaption policy portfolios ( PROMITHEAS-4), its activities and specific tasks that has UPT as participants in it.
