Why do we need a <strong>Parish</strong> <strong>Plan</strong>?We are a thriving <strong>Parish</strong>. We are lucky to have ahuge variety <strong>of</strong> groups and facilities which other<strong>Parish</strong>es do not have. We have very successfulsports teams such as the <strong>Tedburn</strong> Saints and theCricket and Tennis Clubs, and we have a thrivingSchool with a swimming pool.There is a sense <strong>of</strong> belonging and a value placedon traditions, alongside a welcome for newresidents and ideas.There are currently over 50 organisations, clubs,activities and facilities in the <strong>Parish</strong>. Theycontribute greatly to the <strong>Parish</strong>’s sense <strong>of</strong>community and are appreciated, supported andencouraged to develop by the residents and otherswho benefit from their existence.So why do we need a <strong>Parish</strong> <strong>Plan</strong>?There are six main reasons:First, the <strong>Parish</strong> last carried out an Appraisal in1998, and much has changed since then. We needto know what today’s parishioners would like tohappen to the <strong>Parish</strong> as we move forwardSecond, the “Big Society” policy means thatcommunities like ours will have a lot more directcontrol – and responsibility – in relation to whathappens to us in the futureThird, a robust consultation exercise, such as theone undertaken for the <strong>Parish</strong> <strong>Plan</strong>, is the only way<strong>of</strong> finding out what all sections <strong>of</strong> our community,and all parts <strong>of</strong> the <strong>Parish</strong>, would like to doFourth, when we apply for any funding, fundersalways want to know whether the project is part <strong>of</strong>the <strong>Parish</strong> <strong>Plan</strong>Fifth, there are things that clearly need to bedone, and gaps that need to be filled, such asproviding more activity for young peopleSixth, <strong>Parish</strong> planning brings us together,examines priorities, ensures a debate, and enablesus to share ideas for a better future for allWhat did we do?We set up a <strong>St</strong>eering Group, which met monthly.We:Spoke to many clubs, businesses and people, t<strong>of</strong>ind out what is going on, what people’sconcerns were and what we wanted – includingclubs which had disbandedHeld lots <strong>of</strong> consultation eventsAsked the schoolchildren what they liked about<strong>Tedburn</strong>, and what they didn’t likeDelivered a Questionnaire to every home in the<strong>Parish</strong> and analysed the resultsAsked what new groups people would like tosee, and brought people together to organizethem (such as the Choir and the TedpathGardening and Wildlife Group)Did more consultation after the QuestionnaireIdentified a range <strong>of</strong> projects which havesubstantial support within the <strong>Parish</strong>.We also passed on information from ourconsultation to groups and committees, such as theVillage Hall, The Little Chapel and the churches.Pathfinder Residents Association are alreadyworking with Avondale to improve the quality <strong>of</strong>the roads and the signage, and develop wider use<strong>of</strong> the <strong>Community</strong> Hall.Why is it called “Your <strong>Tedburn</strong>”?It is called Your <strong>Tedburn</strong> because it sets out whatyou have told us you would like to happen.What happens next?We want to achieve as much <strong>of</strong> the <strong>Plan</strong> aswe can. To do that, we will need the support<strong>of</strong> <strong>Parish</strong> and other organisations, fundingand the willingness <strong>of</strong> people to help usachieve them. Some Projects will be easier toachieve than others – but we are sure we willbuild on the successes we have had so far.2


So what does the <strong>Parish</strong> want?Nearly 600 people answered the Questionnaire, from all parts <strong>of</strong> the <strong>Parish</strong>, including the Village Centre,Pathfinder, Woodlands and the surrounding farms and homes. We had replies from people <strong>of</strong> all ages, fromour older residents to our children. Everybody’s view is important.This is what people would like our <strong>Parish</strong> to be:A community which actively looks after all <strong>of</strong> its membersA working <strong>Parish</strong> following traditional rural occupationsA place where there are lots <strong>of</strong> activities, providing most <strong>of</strong> our social lifeThese are our main principles as we implement the Your <strong>Tedburn</strong> <strong>Parish</strong> <strong>Plan</strong>.Here are some <strong>of</strong> the specific results <strong>of</strong> the consultation process. Full details are available atwww.tedburnstmary.org.Environment and <strong>Community</strong>o People would take part in <strong>Parish</strong> Clean Up Dayso There is support for a <strong>Parish</strong> minibuso There is a lot <strong>of</strong> support for retaining our greenareas within the <strong>Parish</strong>, including Cleave Close,Four Oaks, the Rec and green fieldso People want to see more <strong>of</strong> the PoliceHousing Needs Surveyo About 50 people anticipate a housing need.Further information would be needed to clarify thenumbers <strong>of</strong> people and their needso 50+ people may be looking to buy locallyTraffic, Speeding and Parkingo Problems with speeding (<strong>of</strong>ten by residents) andinconsiderate parking – danger to pedestrianso Majority feel that traffic calming at TSM andPathfinder has not worked - support for flashingspeed signs and for joint campaign with the Police<strong>Parish</strong> Links and Footpathso Footpath between Four Oaks and the miniroundabouto Footpath and cyclepath linking Pathfinder, BarleyPark, Woodlands and <strong>Tedburn</strong> village centre, ando Significant support for second exit from theRecreation Field through the cemeteryBulk purchasingo Some interest identified eg oil/gas/logs – threegroups operating<strong>Plan</strong>ningo We should not support houses outside the villageenvelope or existing housing lineso People on balance would support medium-sizedhousing developments <strong>of</strong> up to 20 houseso 74% in favour <strong>of</strong> more light industryBuildingso Significant support for TSM Village Hall, Pathfinder<strong>Community</strong> Hall and other buildingso Support for a local centre catering for all agegroups, such as a tea/c<strong>of</strong>fee shopPublic Transporto Bus service to Crediton, particularly for shopping,but also later bus from QE and leisure centreo More would use bus service to Exeter if it wasmore regular (eg late evenings)o Bus stops at Woodlands to be improvedSport and Recreationo Improving access to and facilities at the Reco Play area in TSM village centreo Huge support for a Skate Park and Multi-UseGames Area (a “MUGA”)o Adult swimming pool would be used by 322people, if it were provided!Activitieso A range <strong>of</strong> activities, but in particular an urgentneed for new provision for youngsters3


THE WAY FORWARD: Your ProjectsThe <strong>St</strong>eering Group carefully analysed the results <strong>of</strong> the Questionnaire and all other consultations.Your Projects reflect the subjects that parishioners have identified by their responses and commentaries as important, and care has been taken toensure that the views <strong>of</strong> minority groups (particularly youngsters, and disabled or elderly people) have been taken into account. The prioritiesattached to each Project reflect the work that will be required to move the Project forward, which may include finding suitable sources <strong>of</strong> funding,the co-operation <strong>of</strong> partner organisations and the other resources needed.PROJECT IDENTIFIED NEED THE WAY FORWARD…? PRIORITYYOURACTIVEKIDSA substantial number <strong>of</strong> people want a new outsideplay area for our younger children, which is moreaccessible for them and people looking after them thanthe Rec. Two possible sites have been identified in theVillage Centre: at the School and in the Orchard at theend <strong>of</strong> Cleave Close.Take advice from the experts at Teignbridge <strong>Council</strong>and consult with parents and the children.Use a proportion <strong>of</strong> the s106 money (Teignbridgefunding due to come to the <strong>Parish</strong>).Project to be led by the <strong>Parish</strong> <strong>Council</strong>ImmediateYOURCARINGCOMMUNITYMany people living in the <strong>Parish</strong> are elderly and cannotget out and about. 50 people said they had mobilityproblems.There are also a number <strong>of</strong> people with memory andother health problems, and they and their carers canfeel isolated from the community.In a recent study, isolation from the community hasbeen identified as a health risk.There are already some social groups such asTremletts, and Good Companions.A 'Support Group for Dementia Carers' has been setup by 'Unite' which meets at Woodleigh once amonth - tel: 01884 257511 (mornings only).Pathfinder Residents have set up “Mingles”.All organisations within the <strong>Parish</strong> should look atwhether there are people in the community whocould join in activities if transport could be madeavailable. Could we help each other?Do some people need a 'sitting service'?Project lead to be identifiedOngoingYOURCOMMUNITYCAFÉMany would like a <strong>Community</strong> Café in the <strong>Parish</strong>, whichmight be used by different people at different times,such as youngsters, young Mums and others whowould like a place to meet up within the <strong>Parish</strong>.There are examples in other villages, which could beexplored.Self-financing Social Enterprise business, providinggood food and drinks in a pleasant environment,where people can spend time together informally.This could also provide a venue for displaying andmarketing local crafts or produce.This would be an ambitious project.Project lead to be identifiedLongerterm4


PROJECT IDENTIFIED NEED THE WAY FORWARD…? PRIORITYYOURHOUSINGThe Questionnaire showed that there was still a needfor more affordable housing in the <strong>Parish</strong>.There may also be a greater need from people whowould like to live in <strong>Tedburn</strong> but cannot afford to movehere.Share the housing need information from theQuestionnaire with Teignbridge and link up withtheir housing needs information.<strong>Plan</strong> the provision <strong>of</strong> any new social housing on thebasis <strong>of</strong> identified need.Project to be led by the <strong>Parish</strong> <strong>Council</strong>YOURMINIBUSA number <strong>of</strong> <strong>Parish</strong> groups and individuals would use aMinibus to help with their activities, such as awaymatches for the sports teams, getting children andteenagers to and from events, shopping trips toCrediton, after school activities and outings for socialgroups.One local employer may also use a Minibus to help gettheir staff to work. This will help people rely less ontheir own cars, and recognises that the bus services arenot always convenient.Some preliminary work has been done on the projectand it appears to be feasible.We need to consider:How much it will cost to buy;How much it will cost to run, maintain and insure aminibus;How many people will use it; andHow much we would charge.Project to be led by Minibus GroupYOURPARISHLINKPathfinder, Fingle Glen, Barley Park, Woodlands and thevillage centre have no footpaths or cycle paths betweenthem. A footpath and a cycle path would:link the <strong>Parish</strong>;help people feel less isolated;help more people use our shops, restaurants, andpubs on foot or by bike;allow people to walk their dogs;help children move safely around; andpromote exercise and a healthy lifestyle.Work with landowners to help establish permissivepaths <strong>of</strong>f the road where possible. The project willbe in three parts, going from east to west:1. Pathfinder to Woodlands, via Barley Park andother <strong>of</strong>f-road paths;2. Woodlands to Chicane at <strong>Tedburn</strong> Village; and3. Village Chicane to mini-roundabout, using vergeand highway.This part <strong>of</strong> the C50 is already identified as NationalCycle Route No.48 by SUSTRANS and will eventuallylink with other routes in the area;Parts 1 and 3 are achievable with agreement fromHighways and we think we can attract the funding;Part 2 will depend on the willingness <strong>of</strong> a range <strong>of</strong>people to make this possible.Project to be led by the Action GroupMediumtermMediumtermLongerterm5


PROJECT IDENTIFIED NEED THE WAY FORWARD…? PRIORITYYOURPOLICEMany parishioners would welcome much more contactwith the Police and a more visible police presence.The main areas <strong>of</strong> concern identified in theconsultation were speeding and occasional anti-socialbehaviour.The <strong>Parish</strong> <strong>Council</strong> has recently established a link withour <strong>Community</strong> Sergeant, and will be working on:Illegal and unsafe parking;Anti-social behaviour;Educational events at the School; andNeighbourhood Watch and crime reporting.Project to be run by the <strong>Parish</strong> <strong>Council</strong>ImmediateYOURPUBLICTRANSPORTThere are regular bus services passing through the<strong>Parish</strong> and stopping at Pathfinder, Woodlands and theVillage Centre. There are three main issues:An evening bus to and from Exeter;Buses to Crediton; andThere need to be proper bus stops atWoodlands/Barley Park (in both directions).Evidence will be presented to the Bus companies.The Woodlands bus stop in the Village directionneeds to have better access;The bus stop in the Exeter direction needs to bemade safe. This work will be assisted by BarleyPark who plan to level the verge; andWork here will also tie up with the work on Your<strong>Parish</strong> Link.Project to be led by the Action Group inconjunction with the <strong>Parish</strong> <strong>Council</strong>ImmediateYOUR REC The Recreation Field (The Rec) is a great example <strong>of</strong>what can be achieved by community action – but it nowneeds to be developed and improved to provide a firstclassfacility for teenagers and adults. There was hugesupport for a MUGA (Multi Use Games Area) and quitea bit <strong>of</strong> support for a skate park.Improvements will be made to the Rec inaccordance with parishioners’ wishes;The <strong>Parish</strong> <strong>Council</strong> will support the use <strong>of</strong> some <strong>of</strong>the S106 monies to help fund work to the Pavilionand to provide equipment for teenagers and adults;ImmediateThere are issues with the Rec, including the access laneand the fact that there is only one entrance.Young people are encouraged to put forward theirthoughts to the Rec; and333 people supported a circular path including via thecemetery, to allow a second exit from the Rec.There are certain sensitivities about the idea <strong>of</strong> afootpath through the cemetery.Over 320 people said that they would pay to use a localswimming pool. This information has been sharedwith a local business.Project to be led by the Rec in conjunction withthe <strong>Parish</strong> <strong>Council</strong>6


PROJECT IDENTIFIED NEED THE WAY FORWARD…? PRIORITYYOUR ROADSAFETYThe <strong>Parish</strong> has concerns about speed in the Village andat Pathfinder, parking, access to the A30 and the roadoutside Moorview. Many people felt that the trafficcalming systems in the Village centre and Pathfinder donot work. Some parishioners at Pathfinder were keen toprovide assistance to the Police in reducing speed.Work will be done with the Police and <strong>Devon</strong>County <strong>Council</strong> Highways to develop a TrafficManagement <strong>Plan</strong>, covering all <strong>of</strong> these areas.Project to be led by the <strong>Parish</strong> <strong>Council</strong>MediumtermYOURTEENAGERSOur teenagers need support in finding interestingthings to do. They are important members <strong>of</strong> thecommunity. We support the efforts <strong>of</strong> YoungFarmers, Running Deer and the Scouts to provideconstructive things for teenagers to do.Improved facilities at the Recreation Field will giveteenagers better facilities for sport and other outsideactivities.A new Youth Café at the Methodist Hall.The <strong>Parish</strong> <strong>Council</strong> is making a contribution to theemployment <strong>of</strong> a youth worker (part time hours) toassist in the development <strong>of</strong> youth work in theparish.The Action Group will continue to support andencourage the setting up <strong>of</strong> other activities whichmay interest younger people such as a Film Cluband a Table Tennis Club.ImmediateThis links with Your <strong>Community</strong> Café ProjectProject to be led by the Action GroupYOUR TIDYTEDBURNThe appearance <strong>of</strong> our <strong>Parish</strong> needs to be improved.There was support for <strong>Parish</strong> Clean-Up ays, to:Clear rubbish and Keep down the weeds;Clean signs and think about which ones might beremoved or updated;Take a note <strong>of</strong> anything needing attention, e.g.drains, gullies, potholes, hedges, verges; andNote any improvements that could be made toenhance appearance <strong>of</strong> the <strong>Parish</strong> and report themto the <strong>Parish</strong> <strong>Council</strong>.DAn excellent way for community groups to worktogether;A goal may be to win an award e.g. ' Best KeptVillage'; andInsurance available through the County <strong>Council</strong>.Project to be led by the Action Group inconjunction with the Enhancement GroupImmediate7


THE WAY FORWARD: How it can be doneSome <strong>of</strong> these ideas will be easier to achieve thanothers, and many will need a lot <strong>of</strong> hard work.
