CITY OF <strong>HAYWARD</strong> GENERAL PLAN UPDATEAttachment IaScope <strong>of</strong> ServicesPopulation and HousingThe Consultants will describe the General Plan’s potential effects on housing and population inorder to provide the statistical basis for related quantitative environmental impact evaluations(e.g., public services and utilities). General Plan implementation is not, in itself, expected tocause CEQA-defined population or housing impacts.Public Services (including Recreation)Based on the Public Services Background Report, the Consultants will evaluate the GeneralPlan’s effects on the following public services: fire protection, police protection, schools,parks/recreation, and possibly other public services identified in consultation with <strong>City</strong> staff.Appropriate service providers (identified in coordination with <strong>City</strong> staff) will be contacted to helpidentify potential impacts and formulate mitigations consistent with General Plan policy.Transportation/TrafficThe Consultants will evaluate intersections or roadway segments, consistent with the <strong>City</strong> <strong>of</strong>Hayward and Alameda County impact analysis guidelines. EIR conclusions and mitigationmeasures will be consistent with General Plan plans and policies (e.g., Complete Streets Policyand the updated Bicycle Master Plan).Utilities and Service SystemsBased on the relevant Background Reports (e.g., Water Supply and Distribution, WastewaterSystem), the Consultants will evaluate the General Plan’s effects on water supply anddistribution, sanitary sewer treatment capacity and distribution, and stormwater drainage(included in the EIR Hydrology and Water Quality section). The EIR will also evaluate solidwaste/recycling services.Alternatives Analysis. Consistent with CEQA, the Consultants will consider a reasonable range <strong>of</strong>alternatives intended to reduce identified significant environmental impacts. In addition to therequired “No-Project” Alternative, the Consultants will evaluate at least three other alternatives,in consultation with <strong>City</strong> staff, that will include variations on General Plan elements and policies,land uses, and densities.[Note: If the staff decides to have the fiscal analysis conducted as a part <strong>of</strong> the EIR, Task 3.3would be conducted here.]Cumulative Impacts. The Consultants will evaluate cumulative impacts based on anticipatedgrowth in Hayward and the region relevant to the CEQA topics analyzed. The Consultants willconsult General Plans from neighboring jurisdictions and adopted plans from regional agencies(e.g., ABAG) to help forecast cumulative growth. The Consultants will also analyze thecontribution <strong>of</strong> the Draft General Plan to overall cumulative impacts.Other CEQA Sections. In addition to the sections discussed above, the ADEIR will include all otherrequired CEQA sections (e.g., growth inducing impacts, significant unavoidable impacts). Theseother CEQA-mandated sections are basically summaries <strong>of</strong> more detailed analyses alreadyincluded in the ADEIR.Mintier Harnish Team <strong>September</strong> 10, <strong>2012</strong> Page 21 <strong>of</strong> 2443
