. Keep LokSeva Kendra building and facilities in accordance with thespecifications and standards and for the use as specified hereinc. Manage, operate and maintain the LokSeva Kendrad. Receive and process application from residents of area of jurisdiction of theLSK for services notified under section 3 of M.P. May on the report of any designated officer/first appeal officer/ second appellateauthority impose a penalty not exceeding Rs 250/ per day for each case in whichundue delay was made by the operator in providing hard copy of the applications tothe authorized messenger under clause 3.2.1(k)and 3.2.2(i)c. May on the complaint of an applicant impose a penalty not exceeding Rs 250/ perday for each case in which undue delay was made by the operator in delivering theorder/compliance report to the applicant under clause 3.2.3(f) and 3.2.3(g)d. Eligibility of Bidders and Pre-qualification:a. Eligibility of BiddersThe bidder may be an individual, proprietary firm, unregistered association ofpersons, registered society, a firm or a corporate body. However, no bidderentity or any of its members can be a member of another bidder entity. Wherethe selected bidder is an Association of persons, members of such associationshall register themselves as a society/company/firm as considered suitable bythem for the purpose of executing the agreement.i. The bidder shall not have a Conflict of Interest that affects the BiddingProcess. Any bidder found to have a Conflict of Interest shall bedisqualified. Whether a situation amounts to conflict of interest or notshall be determined by the Secretary and his decision shall be final.ii.
