48 Q5.03Provide detailed information on the quality of drinkingwater in the Candidate City (according to the WorldHealth Organisation’s standards/guidelines), including anassessment of the analyses performed over the last fiveyears, the testing methods used and the system of supply.Theme 5: Environment, Legacy/Sustainability and MeteorologyDrinking water qualitySri Lankan drinking water standards and testing methodsare aligned to those of the WHO and the responsibilityfor monitoring drinking water quality lies with theNational Water Supply and Drainage Board (NWSDB).All water is tested at source and drinking water is thentreated accordingly in water schemes around the country.Each water scheme is tested monthly across key parameters.A NWSDB review of five years worth of water qualityassessments from the four water schemes closest tothe <strong>Games</strong> Park highlighted only one parameter (colour),in only one scheme, to have been in excess of the WHOstandards in the last five years.The testing methods used are in line with WHO standardsand include colorimetry, titrimetery, sensory evaluation,ultraviolet spectrophotometric, atomic absorptionspectrophotometric, gaschromatography andgravimetric methods.To alleviate any concerns with respect to the quality ofthe drinking water, bottled drinking water will be providedfree of charge to all athletes, officials, the <strong>Games</strong> Familyand workforce and will be distributed throughoutthe <strong>Commonwealth</strong> <strong>Games</strong> Village (<strong>Games</strong> Village),competition and non-competition venues and other<strong>Games</strong> Family facilities.Water supplyThe water supply sources in the Hambantota area arerivers and irrigation tanks. At present, the proposed<strong>Games</strong> Park site is not supplied by a water scheme.As part of the District’s long term planning strategy,a comprehensive plan, the Ruhunupura water scheme,has been developed to meet the water requirementsof the site before, during and after the <strong>Games</strong>.Guarantee 5.03 confirms the water supply andsystems for the <strong>Games</strong>.The Ruhunupura water scheme project will cater for thedemands of numerous developments across the District.The first phase will provide a water capacity of 17,000m 3per day, with phase two increasing capacity to 35,000m 3per day. The treatment plant linked to this water schemewill treat water to meet both Sri Lankan and WHO standards.Q5.04Describe your stakeholder engagement plan and howyou envisage establishing appropriate relations with:• environmental public authorities; describe theirenvironment and natural resource management plansand their proposed cooperation, responsibilities andworking methods vis-à-vis the OC• non-government environment organisations• the private sectorThe Ministry of Environment is responsible for providing“leadership to manage the environment and naturalresources in order to ensure national commitment forsustainable development for the benefit of the presentand future generations”.The agencies within the Ministry of the Environment include:• Central Environmental Authority (CEA)• Department of Forest Conservation• Department of Wildlife Conservation• Geological Survey and Mines Bureau• State Timber Corporation• Marine Environment Protection Authority• Department of Agriculture (Natural ResourcesManagement Centre).Sri Lanka’s environmental protection policy is administeredand regulated by the CEA which aims to protect andenhance all areas of the environment, from land use tonatural resource management and air and water pollutioncontrol to soil enhancement.On all major inland development projects, including thoserequiring land allocation, all of the above agencies, as wellas relevant non governmental agencies and private sectororganisations are involved in detailed stakeholderengagement processes.Greater Hambantota Development Plan (GHDP)All operations, construction and planning associated withthe long term development of Hambantota are subject tothe GHDP and the supporting Greater HambantotaStrategic Environmental Assessment (GHSEA).The GHDP was developed by the Sri Lankan NationalPhysical Planning Department (NPPD).The GHDP provides the context for planning anddevelopment of the District and is supported by thedetailed GHSEA.
