Introduction


IntroductionThere is increasing recognition that creatingplaces of quality requires multipleapproaches. An urban approach concentrateson physical infrastructure and thepowers available to municipalities. Acommunity approach focuses on socialinfrastructure and the networks of democraticparticipation. A new and emergingapproach, called a place-basedframework, recognizes both an urbanand community approach and, evenmore importantly, says they are complementaryto each other.In discussing a place-based frameworkfor the Canadian Policy ResearchNetwork, Neil Bradford said that newrelationships must be forged and newapproaches taken so that governmentdecision-makers can tap local knowledge- and begin to “see like a community”. 1He found that to successfully capturelocal knowledge, there must be localizedexpressions and a bridging of outdateddivides between experts, citizens andcommunity-based organizations.The <strong>Human</strong> <strong>Services</strong> <strong>Planning</strong> <strong>Coalition</strong>(HSPC) is an example of this new form oflocalized expression.Established in 2001 by York RegionalCouncil, it was formed in recognition ofthe need for long-term, sustainable integratedplanning and funding of humanservices. The HSPC partners include representativesof government, serviceprovider agencies and corporations, thenon-profit sector and consumers ofhuman services.<strong>Human</strong> services are those programs andservices that support a safe, healthycommunity and maintain and promote itsquality of life. Total human servicesexpenditures in York Region are estimatedto be $2.7 billion - representing about 7%of the Region's total GDP of $37.5 billion.A defining characteristic of the humanservices sector is its inter-relatedness(see Chart on page 4). Prevention programs,gaps in service or a change infunding have consequences that oftenreach beyond the direct delivery of asingle program. The organizationalstructure of the HSPC bridges this interrelatedness,defining representation bysector rather than by agency. Preamble


PreambleThe task of planning and deliveringhuman services that support a safe,healthy community and maintain andpromote a high quality of life demandsvision, sharing, co-ordination, andexpertise.York Region's population has grown from170,000 in 1971 to 900,000 in 2005 and isprojected to reach 1,280,000 by 2026.Together, our residents have cultivated arich mosaic of communities representinga broad demographic mixture of agegroups, ethno-cultural heritages andsocio-economic perspectives. Plannedgrowth in such a diverse and rapidlyexpanding region is inextricably linked tointegrated, long-term human serviceplanning.The <strong>Human</strong> <strong>Services</strong> <strong>Planning</strong> <strong>Coalition</strong>was established to enhance that linkage.The <strong>Coalition</strong> is composed of leaders andconsumers from many different sectorswho, when considered as a whole, representa broad view of the human servicessector in York Region. The <strong>Coalition</strong> is apartnership between representatives ofgovernment, service provider agenciesand corporations, the non-profit sectorand consumers of service.The partners are committed to the principleof sharing resources and combiningefforts towards the achievement ofeffective long-term human services planning.The <strong>Coalition</strong> supports and encouragesplanning activities that result inhealthy communities, a sustainable environmentand a high quality of life foreveryone in York Region.The <strong>Coalition</strong> will advocate for adequateand timely funding of human servicesin York Region; act as an advisory,resource and planning forum; and fosterpartnerships. It will continuously involvethe community and it will use its voiceto support decisions, commitments andefforts that build and nurture smartgrowth in healthy communities wherevolunteerism and civic engagementflourish.7


Article 1: Purpose


Purpose1.1 The coalition exists to shareresources and combine efforts toachieve a sustainable, long-term,integrated planning framework forhuman services in York Region. Thepurposes of the <strong>Human</strong> <strong>Services</strong><strong>Planning</strong> <strong>Coalition</strong> (HSPC) are to:• identify on-going needs and longtermsolutions;• coordinate funding and planningefforts;• act as a conduit of information;and• marshall resources.1.2 So that:• quality of life in York Region ismaintained and enhanced;• the capacity of the human servicessector to meet the needs of YorkRegion residents is enhanced;• a healthy human services sectorbecomes sustainable, which inturn, will contribute to a healthy,vibrant economy in York Region;• adequate and timely funding forall human services is enhanced;• adequate and timely funding forhigh priority service needs isenriched;• partnerships and opportunities foragencies to enlist support of otheragencies are created;• planning becomes a process ofpromotion, development andcoordination for service providersin response to the changing needsof consumers.9


Article 2: Principles


Principles2.1 The HSPC will be inclusive andrepresentative of the broadcommunity.2.2 The discussions and decisions ofthe HSPC will be open andaccountable to the providers andconsumers of human services inYork Region.2.3 By coordinating the efforts of many,the HSPC will provide added valueto create "a whole that is greaterthan the sum of its parts".2.4 The HSPC will be responsive to thesocial environment of York Region.11


Article 3: Organizationand Accountability


Organization andAccountability3.1 The HSPC is a coalition of partnersrepresenting government, serviceprovider agencies and corporations,the non-profit sector and consumerswho have joined together inresponse to a broad communityinitiative.3.2 The activities of the HSPC shall begoverned by a ManagementCommittee of sector, community andyouth representatives plus four exofficiomembers.3.3 The Management Committee shallhave two Co-chairs, one of whomshall be the representative of YorkRegional Council and the otherelected by the remaining full membershipof the committee.3.4 Co-chairs and members of theManagement Committee shall servefor a two-year term. Terms of officemay be renewed to a maximum oftwo consecutive appointments.3.5 Expiring terms of office shall berotated on a basis of no more than50% renewal annually.3.6 The Management Committeeof the HSPC shall meet at least fourtimes a year. The ManagementCommittee shall determine a workplan and set priorities for its initiativesannually.3.7 The Management Committee shallprovide an annual report of itsworkplan and accomplishments toYork Regional Council and to thepublic.3.8 Regional Council shall considerreports, deputations or recommendationsfrom the ManagementCommittee of the HSPC to be representativeof the best interests ofhuman service providers, stakeholdersand residents in York Region.3.9 Administrative and financial supportfor the core activities of the HSPCshall be provided by the RegionalMunicipality of York.3.10 The Management Committee of theHSPC shall pursue additional financialor resource support from communitypartners, other levels of governmentor sponsoring agencies as necessaryand appropriate to realize theobjectives set in its workplan.3.11 The HSPC shall establish Task Groupsand Action Groups of appropriatemembership and duration to supportits workplan priorities, special projectsand issue-specific initiatives.13


Article 4: Membership


Membership4.1 The membership of the ManagementCommittee shall consist of tworepresentatives from each of thefollowing sectors: the educationsector; the police and safety sector;the hospital-based health care sector;the community health care sector;the municipal community servicessector; the voluntary and non-profitsector; the recreation and culturesector; the transportation and transitsector; the housing sector; theseniors and special needs sector; thefaith sector; the children's and youthsector; the immigrant and settlementservices sector; the business andcorporate sector; the planning anddevelopment sector; the researchand innovation sector.4.2 In addition, the membership ofthe Management Committee shallconsist of one representative ofRegional Council and one representativeof Area Municipalities.4.3 In addition, the membership of theManagement Committee shall consistof nine members-at-large from thecommunity. Community membersshall be selected on the basis ofinclusive, fair and equitable criteria.4.4 In addition, the membership of theManagement Committee shall consistof two youth representatives.4.5 In addition, four ex-officio officialsconsisting of the Regional Chair andone representative each of theMinistry of Community and Social<strong>Services</strong>/Youth and Children's<strong>Services</strong>, the Ministry of Health andLong-Term Care, and <strong>Human</strong>Resources Skills DevelopmentCanada shall sit as members of theManagement Committee.4.6 Sector representative membersshall work collaboratively to representtheir sector and, when HSPCdecision-making requires a vote,shall share a single vote.4.7 Community members shall workcollaboratively to represent thecommunity interest and, when HSPCdecision-making requires a vote,shall share three votes among thenine members.4.8 Sector representative members shallbe selected by nomination andmajority vote of remainingManagement Committee members.4.9 Membership on Task Groups andAction Groups shall be open to theresidents of York Region andto all stakeholders.15


Article 5: Roles andResponsibilities


Roles and Responsibilities5.1 Sector representatives shall beresponsible for representing theinterests and issues of their sectorand attending all ManagementCommittee meetings. Sector representativesshall also participate atstrategy sessions and contribute tothe efforts of relevant Task or ActionGroups.5.2 Community members shall representthe voice of consumers and theinterests of the broad community.Community members shall attend allManagement Committee meetings,participate at strategy sessions andcontribute to the efforts of relevantTask or Action Groups.5.3 Youth representatives shall representthe voice of youth. YouthRepresentatives shall attend allManagement Committee meetings,participate at strategy sessions andcontribute to the efforts of relevantTask or Action Groups.5.4 The Regional Municipality of York,through the <strong>Human</strong> <strong>Services</strong><strong>Planning</strong> Branch, shall provide thenecessary staff support for meetingsand activities of the HSPC.5.5 The Regional Municipality of York,through the <strong>Human</strong> <strong>Services</strong><strong>Planning</strong> Branch, shall provide supportto host planning forums or providecommunication tools to assistsector, community and youth representativesrepresent the interestsand issues of their sector or theircommunity of interest.5.6 Sector representatives, with theassistance and resources providedthrough the <strong>Human</strong> <strong>Services</strong> <strong>Planning</strong>Branch, shall ensure HSPC decisionsand recommendations are communicatedto boards, agencies and individualsin their sector.5.7 Sector, community and youthrepresentatives, with the assistanceand resources provided through the<strong>Human</strong> <strong>Services</strong> <strong>Planning</strong> Branch,shall serve as a link to existing communitynetworks and as a facilitatorto community networks that need tobe established.17


Article 6:Communication


Communication6.1 Meetings of the ManagementCommittee of the HSPC shall beopen to the broader community andto all who wish to attend. An exceptionmay be made for in-camerameetings when a sensitive monetaryor legal issue is under discussion.6.2 Minutes of the ManagementCommittee shall be regularly postedon the <strong>Human</strong> <strong>Services</strong> <strong>Planning</strong>web-site. Minutes will, in addition,be mailed to members of the publicon request.6.3 Newsletters, calendars, public serviceannouncements, stakeholder andcommunity meetings shall be usedextensively to communicate withstakeholders and residents in YorkRegion.19


Glossary of Terms


Glossary of TermsAction Group means a committeeformed for the purpose of achieving agoal or objective. Its duration may beshort or medium term and it usuallyrequires a significant time or resourcecommitment from its members.Business and corporate sector means abusiness or corporation that contributesto the healthy and sustainable economyof York Region.Children's and youth sector meansproviders who strengthen and enhanceprograms and services for the specificbenefit of children and youth.Community health care sector meansproviders of health care, including familyphysicians, usually delivered throughhealth promotion, treatment and carethrough all phases of life.Community member means a representativeserving as a citizen-at-large on theManagement Committee of the HSPC andwho takes on the role of representingthe voice of consumers and the interestsof the broader community.Education sector means providers ofeducation in public and private schools,colleges, universities and related institutesof learning.Faith sector means faith-based organizationsthat support and provide moralguidance to all people seeking or needingassistance.Hospital-based health care sectormeans providers of acute health careand services such as inpatient rehabilitationand complex continuing care, usuallydelivered through or in associationwith a hospital.Housing sector means housing providerswho provide or build affordable, accessiblehousing for York Region residents.<strong>Human</strong> services are those programs andservices that support a safe, healthycommunity and maintain and promote itsquality of life. Among others, theyinclude the police, schools, hospitals,housing providers, social services, publichealth, municipal recreation departments,religious organizations, neighbourhoodcentres, individual practitioners,non-profit, voluntary andcommercial organizations.Immigrant and settlement servicessector means providers who assist immigrantsto settle and integrate as contributingmembers of the community.Municipal Community <strong>Services</strong> Sectormeans providers of municipal social servicesand partners, who with the municipalsector, preserve and enhance thesocial and economic well-being of allresidents of York Region.Partnership means a coalition representinggovernment, service provider agenciesand corporations, the non-profitsector and consumers who have joinedtogether in response to a broad communityinitiative and who are committed tothe principle of sharing resources andcombining efforts towards the achievementof effective long-term human servicesplanning.<strong>Planning</strong> and development sectormeans professional land use and communityplanners.Police and safety sector means policeand providers of emergency services thatensure communities are safe and protected.Recreation and culture sector meansproviders who ensure that leisure activities,parks and open space are availableand accessible to all.21


Glossary of Terms continuedResearch and innovation sector meansinstitutions or individuals who provideresearch capabilities and/or resourcesfor innovation in integrated planning anddelivery of human services in York Region.Seniors and special needs sector meansproviders who have a primary mandateto support healthy aging and access tospecialized services so that people canlive in the homes and communities oftheir choosing.Smart Growth means comprehensiveplanning that links development to qualityof life and provides choices in housingand transportation.Task Group means a committee formedfor the purpose of undertaking a reviewor specific task. Its duration is usuallyshort term and its membership can bebroad.Transportation and transit sector meansproviders who ensure accessible, affordableand frequent transit to the humanservices and employment people need tosupport their lifestyle requirements.Voluntary and non-profit sector meansproviders who have a primary mandateto encourage the building of communitycapacity by supporting volunteers andgrass-roots non-profit organizations.Youth Representative means a youngperson who lives or attends school inYork Region.22
