AnnexureGuidelines for Permitting/Restricting Industrial unit, in the Doon Valley AreaIndustries will be classified under Green, Orange and Red Categories, as shown belowfor purposes of permitting/restricting such industrial units in the Doon Valley from theenvironmental and ecological considerations:CATEGORY GREENA. LIST OF INDUSTIRES IN APPROVED INDUSTRIAL AREAS WHICH MAY BEDIRECTLY CONSIDERED FOR ISSUE OF NO OBJECTION CERTIFICATEWITHOUT REFERRING TO (MINISTRY OF ENVIRONMENT & FORESTS) (INCASE OF DOUBTS REFERENCE WILL BE MADE TO MINISTRY OFENVIRONMENTS & FORESTS).1. All those industries which discharge effluents of a polluting nature at the rate of more than 500KI/day and for which the natural course for sufficient dilution is not available, and effluentsfrom which cannot be controlled with suitable technology.2. All such industries employing more than 500 persons/day.3. All such industries in which the daily consumption of coal/fuel is more than 24 mt/day.The following industries appear to fall under this category covered by all the points as above :1. Ferrous and non ferrous metal extraction, refining, casting, f<strong>org</strong>ing, alloy making,processing etc.2. Dry Coal Processing/Mineral processing industries like Ore sintering benefication,pelletization etc.3. Phosphate rock processing plants.4. Cement plants with horizontal rotary kilns.5. In paragraph 3-(i) in item (a), for the letters, word and figures "Nos. 3, 18 and 20", the letters,word and figures "Nos. 3, 18, 20, 31 and 32" shall be substituted;2095 gi/04-2(ii) After sub-para (f), the following shall be inserted, namely:-"(g) any construction project falling under entry 31 of Schedule-Iincluding new townships, industrial townships, settlement colonies,commercial complexes, hotel complexes, hispitals and officecomplexes for 1,000 (one thousand) persons or below ordischarging sewage of 50,000 (fifty thousand) litres per day orbelow or with an investment of Rs. 50,00,000/- (Rupees fiftycrores) or below.(h)Explanation.-(i)any industrial estate falling under entry 32 of Schedule-I includingindustrial estates accommodating industrial units in an area of 50hectares or below but excluding the industrial estates irrespective ofarea if their pollution potential in hith.New construction projects which were undertaken withourobtaining the clearance required under this notification, and whereconstruction work has not come up to the plinth level, shall require


(ii)clearance under this notification with ffect from the 7 th day of July,2004.In the case of new Industrial Estates which were undertaken withoutobtaining the clearance required under this notification, and wherethe construction work has not commenced or the expenditure doesnot exceed 25% of the total sanctioned cost, shall require clearanceunder this notification with effect from the 7 th day of July, 2004.(iii) Any project proponent intending to implement the proposed projectunder sub-paras(g) and (h) in a phased manner or in modules, shallbe required to submit the details of the entire project covering allphases or modules for appraisal under this notification";II. In Schedule-I, after item 30 and the entry relating thereto, the following shall beinserted, namely:--"31. New construction projects.32. New industrial estates."III. in Schedule-II,--(i) in para 5, for sub-para (f), the following shall be substituted, namely:-"(f) (i) The quantum of existing industrial effluents and domesticseqage with increment load to be released in the receiving waterbody due to the proposed activitees along with treatment details;(ii) The quantum and quality of water in the receiving waterbody before and after disposal of solid wastes includingmunicipal solid wastes, industrial effluents and domesticsewage;(iii) The quantum of industrial effluents and domestic sewage tobe released on land and type of land";(ii) in para 6, for sub-para (a), the following shall be substituted, namely:-"(a) Nuture and quantity of solid wastes generated including municipalsolid wastes, bipmedical wastes, hazardous wastes and industrialwastes."[No. Z-11011/1/2002-IA-]R.
