(6) Consequently, UNECE regulations and the amendments thereto to which the EuropeanUnion accedes, in application of Decision 97/836/EC, should be incorporated within the <strong>EU</strong>type-approval procedure either as requirements for <strong>EU</strong> vehicle type-approval, or asalternatives to existing Union law. In particular, where the Union decides that a UNECEregulation should become part of the <strong>EU</strong> vehicle type-approval requirements and replaceexisting legislation of the Union,. Accordingly, the power should be delegated to theCommission to adopt the necessary adaptations to this Regulation or to adopt the necessarydelegated implementing acts.(7) This Regulation should contain substantive requirements for environmental protection andvehicle functional safety. The main elements of the relevant requirements of thisRegulation are based on the results of an impact assessment 13 carried out by theCommission and analysing different options by listing possible advantages anddisadvantages in terms of economic, environmental, safety and societal aspects. Qualitativeand quantitative aspects were both included in this analysis. After comparison of thedifferent options and identification of preferred options, they were chosen to form the basisfor this Regulation.(8) The objectives of this Regulation should not be affected by the fitting of certain systems,components or separate technical units after vehicles have been sold placed on the market,registered or entered into service. Thus, appropriate measures should be taken in order tomake sure that systems, components or separate technical units which can be fitted tovehicles, and which could significantly impair the functioning of systems that are essentialfor environmental protection or functional safety, are subject to prior control by an approvalauthority before they are sold placed on the market, registered or are entering into service.13http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:52010SC1152:en:NOT10391/12 CDP/io 10ANNEX DG G 3 A <strong>LIMITE</strong> <strong>EN</strong>
