ENVIRONMENTAL AND SOCIAL ACTION PLANMODEC - Jubilee Ghana MV 21March 9, 2010Item Action Completion Indicator TimetablePS1: Social and Environmental Assessment and Management Systems1 MODEC will have a Jubilee FPSO Health, Safetyand Environment Management System (HSE MS)consistent with ISO 14001 and OHSAS 18001 andwith the applicable IFC Performance Standards.2 MODEC will develop a staffing and training planand ensure that all offshore and onshore staff -and its subcontractors involved in the JubileeFPSO operations - understand the projectenvironmental and social policies and procedures.3 MODEC will have a Human Resources Policy forits Ghana operations that communicates toworkers their rights under Ghanaian law and spellsout terms of employment, including equalopportunity principles, benefits, and leave policies.(a) The Project has developed the HSE Plan for the installationhook up and commissioning phase and submitted it to IFC.(b) The Project has developed the HSE MS for productionoperations and submitted it to IFC.(c) The Project has established and implemented an HSE MSaudit program, acceptable to IFC.(d) The Project has submitted copy of the audit program reports.The Project has provided evidence of training and developed aspecific training procedure to be included in the Project trainingplan.PS2: Labor and Working ConditionsThe Project has developed and submitted the policy acceptableto IFC.(a) Before installation hook up andcommissioning.(b) Two months before operations.(c) Two months before operations(d) Three months after end of eachcalendar year.One month before operations.June 2010.4 MODEC will include a review of subcontractor’scompliance with labor laws in its subcontractormanagement procedures for Ghana operationsThe Project has developed and submitted the review procedureacceptable to IFC.June 2010
