36 ABRIDGED FINAL REPORT OF THE THIRTEENTH SESSION OF THE COMMISSION FOR HYDROLOGY(3) That the technical and financial support made available by the Governments of Japan, theNetherlands, Switzerland and Spain, for Associated Programme on Flood Managementactivities, has allowed <strong>WMO</strong> to create capacities for flood management policy advice andguidance for the benefit of its Members,Recognizing:(1) That the implementation of the Flood Forecasting Initiative forms a central part of theworkplan of the Commission,(2) That the Flood Forecasting Initiative and the Associated Programme on Flood Managementcontribute substantially to the International Flood Initiative,(3) That hydrological aspects of drought are an important component of hydrologicalforecasting and prediction services provided by National Hydrological Services,Decides:(1) To supplement the Strategy and Action Plan on the Flood Forecasting Initiative with adetailed activity plan that will assist Members in establishing flood forecasting systems;(2) To explore the possibility of establishing an Inter-Commission Task Team comprised ofrepresentatives of the Commission for Hydrology, Commission for Basic Systems,Commission for Climatology and the Commission for Instruments and Methods ofObservation for the implementation of FFI;(3) To continue promoting the activities of PROHIMET, including the development ofdemonstration projects in the Ibero-American region;(4) To support operationalization of GFAS by testing and validating global precipitationproducts and information, suitable for various geographical regions;(5) To direct the Advisory Working Group to establish an adequate monitoring and evaluationmechanism to keep track of the implementation of the Strategy and Action Plan on theFlood Forecasting Initiative;(6) To assist setting up a HelpDesk for Integrated Flood Management for the benefit ofMembers in the areas of flood management policy and strategy, and capacity-building insupport thereof;(7) To develop, in collaboration with the Commission for Agricultural Meteorologoy and theCommission for Climatology, activities to support hydrological drought predictioncapabilities of National Hydrological Services;Invites Members to cooperate in developing regional components of FFGS, with consideration ofother similar initiatives in the regions;Requests the Secretary-General:(1) To further undertake all necessary actions to implement the FFGS through regional projectswhile keeping abreast of other forecast-based approaches and methods to address floods,particularly flash flood issues;(2) To set up a Flash Flood Guidance System management structure as appropriate;(3) To continue to promote the Associated Programme on Flood Management to attract moreextrabudgetary resources for its activities.
