42 ABRIDGED FINAL REPORT OF THE THIRTEENTH SESSION OF THE COMMISSION FOR HYDROLOGYMeans of supporting the activitiesThe support provided by WMO to education and training activities in HWR can take one of thefollowing forms:ETRP– Support to training events under HWRP: In view of the available resources, only a handfulof international courses will receive support under this modality. Important criteria to decidewhether a course qualifies for direct support are: (a) WMO should have the possibility ofinfluencing in the development of curricula; (b) adequate geographical balance, even if onlyat the regional level, should be ensured; and (c) cost-effectiveness.– Fellowships: They have to be requested through the Permanent Representative of thecandidate’s country to WMO. Preference should be given to those courses on prioritysubject areas and where a review by WMO of the content and level of the programme ofstudy, to verify its concordance with the WMO Strategy on Education and Training in HWR,has been undertaken.HWRP– Enabling support (partial): Under this modality, course organizers request support fromWMO in a range of ways, from the simple use of the WMO logo to a limited (normally lessthan US$ 5 000) financial contribution. Decisions, to be made on a case-by-case basisshould be based on the priority of the subject areas treated, the tradition of cooperation ofthe organizers with WMO, the reputation of the organizing institution, the number andgeographical representation of international participants, and the number of participantsfrom developing countries.– Support as part of regular activities of the HWRP: Various components of the regularHWRP of WMO, such as WHYCOS, HOMS and the Associated Programme on FloodManagement, regularly organize training activities on subjects related to their work. Thesetraining activities are funded from the regular budget assigned to each programme, and willcontinue in the future to be organized according to the guiding principles contained in thisstrategy. In the first two cases above, from a budgetary aspect, the financial resources are under the ETRProgramme of WMO. The difference between the two is that, while the support to training eventsunder HWRP is earmarked as such, the support to fellowships is part of the total budget of WMOfor fellowships. As an indication, in the decade 1990–1999, approximately 11 per cent of all WMOfellowships were awarded in the field of HWR. The third modality is usually financed throughbudget assigned to the HWRP, and the requests far normally exceed the available resources.Promoting partnershipsIn addition to the above, particular emphasis will be placed on developing partnerships withacademic institutions active in the areas of interest of WMO in HWR, for instance promotingexchanges of professoriate staff, co-sponsorship by institutions of the developed world of specificinternational courses organized by developing countries’ institutions, technical assistance in thepreparation of syllabi and course programmes.Particular attention will be dedicated to the cooperation with UNESCO in general and with theUNESCO-IHE Institute for Water Education in particular, in order to take advantage of its highacademic level and excellent facilities, and of the fact that it is situated under the umbrella of thetraditional partner of WMO in HWR education and training activities.
