38 ABRIDGED FINAL REPORT OF THE THIRTEENTH SESSION OF THE COMMISSION FOR HYDROLOGYRecommends:(1) The establishment of a task team comprising, inter alia, representatives of the Commissionfor Climatology and the Commission for Hydrology as a new coordinating mechanismreplacing WCP–Water to guide common and joint water- and climate-related activities,inviting UNESCO to join;(2) Active involvement of water managers, including members of the Commission forHydrology, in the World Climate Conference-3;(3) To further strengthen activities undertaken by the Global Terrestrial Network – Hydrologyand other relevant Commission initiatives in support of the adequate provision of climaterelevanthydrologic data and information for climate research and applications, and insupport of adaptation to climate variability and change in the water sector;(4) That Members maintain and strengthen the hydrological networks and observationalcapabilities that are a prerequisite for the development of adaptation strategies and relatedactivities;Decides:(1) That the Commission shall actively participate in the development of the <strong>WMO</strong> initiative toencourage provision and dissemination of climate and hydrological information in support ofhydrology and climate research, adaptation to climate change and climate variability, and inproviding feedback from the water community;(2) That the collaboration between the Commission and the water tasks of the Group on EarthObservations should be largely facilitated through the Integrated Global Water CycleObservations.Resolution 5 (CHy-XIII)CAPACITY-BUILDING IN HYDROLOGY AND WATER RESOURCESTHE COMMISSION FOR HYDROLOGY,Considering:(1) The growing importance that education and training issues are assuming in a rapidlychanging environment, especially in the fields of hydrology and water resourcesmanagement,(2) That, although the Hydrological Operational Multipurpose System (HOMS) as a conceptremains useful, as a system its effectiveness needs to be upgraded,(3) That in the context of the proposed adoption of a Quality Management Framework (QMF) –Hydrology, a vehicle for dissemination of recommended practices would still be ofconsiderable value,Noting:(1) That the <strong>WMO</strong> Strategy on Education and Training in Hydrology and Water Resources,adopted by the Commission at its twelfth session and approved by the Executive Council at
