<strong>Telfed</strong> HonFocus on <strong>Telfed</strong>Outst<strong>and</strong>ingIt was a memorable evening of accolades, good music, tasty cuisine<strong>and</strong> the best of company as some 400 Southern Africans crowdedinto the auditorium at the American School in Even Yehuda. TheMC for the evening was Nicky Capelouto, while the enter tainmentprovided by the renowned Alei Gefen Chorus was introducedby Freda Keet. The occasion was <strong>Telfed</strong>’s evening to honour itsvolunteers, with special presentations to Her tzel Katz who receivedthe Yakir Award for outst<strong>and</strong>ing ser vice to <strong>Telfed</strong> <strong>and</strong> the State ofIsrael, Nick Alhadeff, Itz Kalmanowitz <strong>and</strong> Annette Milliner-Giladiwho received <strong>Telfed</strong>’s Special Merit Awards for years of dedicatedcommunity ser vice, Hayley Rabie who received the Blanche IsaacsonAward, Carol Aviv, Bebe Feldman, Freda Haimovitz <strong>and</strong> Cecil Slomewho received the Harr y <strong>and</strong> Anita Alter Memorial Awards <strong>and</strong> LielleRosenfeld who received the Lev Lara’ev Award.Yakir <strong>Telfed</strong>Hertzel KatzSoon after making aliya with his familyin 1969, Adv. Hertzel Katz joined<strong>Telfed</strong> <strong>and</strong> has twice held the office ofChairman <strong>and</strong> was also the first Chairmanof its Board of Governors. Remindingthe audience of his “Benoni” roots, hecredited his motivation for communityinvolvement to an inspiring word froma senior at the Johannesburg Bar whotold him, “Service precedes remuneration”<strong>and</strong> “the values I acquired in theBetar movement.”He is credited with starting <strong>Telfed</strong> <strong>magazine</strong><strong>and</strong> creating the organisation’s selfhelpfund, ‘Keren <strong>Telfed</strong>’. He had also previouslyserved as president of the SephardicCongregation <strong>and</strong> vice-President of theBoard of Deputies.In 1990 he was elected Chairman of<strong>Telfed</strong>, <strong>and</strong> during his tenure, large fundswere established enabling <strong>Telfed</strong> to financiallyassist members of the communityin need, as well as to institute a ‘Qualityof Life’ programme to provide childrenwith extra-curricular activities. Nick alsoplayed a significant role in the genesisof Beth Protea. Today he serves on the<strong>Telfed</strong> Board of Governors. “The recordsshow that Southern Africans have madean impressive contribution to the developmentof the State <strong>and</strong> my satisfactionis that through my volunteer work at<strong>Telfed</strong>, I have been privileged to play asmall part in their achievements.”Annette Milliner-GiladiAn iconic leader in women’s Zionismin South Africa before her aliya in 1979,Annette Milliner-Giladi was honouredlast year in Cape Town by the Bnoth Zionfor a lifetime of service to the Jewishpeople in Israel <strong>and</strong> South Africa.While Annette has held many top positionsin <strong>Telfed</strong> from chairing the Loans& Assistance, Aliya & Klita <strong>and</strong> Projectscommittees to being the Federation’sVice Chairperson, she says, “It’s not thepositions I have held that have been soimportant to me but my involvementin so many projects <strong>and</strong> activities thathave enriched people’s lives. Focus on <strong>Telfed</strong>It is my pleasure toprovide you with asummary of the numerousevents <strong>and</strong> far-reachingachievements during the pastthree years:Br<strong>and</strong> New<strong>Telfed</strong>, going strong for sixtyyears, felt its image should reflectthe times. The result is a colourful newbr<strong>and</strong>ing, reflecting a vibrant immigrantorganization strongly committed toZionism <strong>and</strong> the State of Israel.AbsorptionOver the last three years <strong>Telfed</strong>, in cooperationwith the Israel Centre <strong>and</strong> theJewish Agency, assisted in the absorptionof over 860 South African olim. I personallymet those who arrived on group flights.Following ceremonies at the Kotel, <strong>Telfed</strong>’sprofessional staff, together with our RegionalCommittee volunteers, met with the olim<strong>and</strong> maintains regular contact.<strong>Telfed</strong> Absorption counsellors attendedfive Aliya Fairs in South Africa, assisting theIsrael Centre with the processing of olim. Incooperation with the Ministry of Absorption<strong>and</strong> the Jewish Agency, <strong>Telfed</strong> initiated ‘directcommunity absorption’ programmesfor Southern African olim in Modiin, Haifa<strong>and</strong> Ariel. For the past two years, a <strong>Telfed</strong>Absorption apartment has been made availableto new olim in Modi‘in, during theirfirst month in the city. <strong>Telfed</strong>’s expertise inimmigrant absorption led to a partnership8Chairman’sReportOn arrival at Ben Gurion Airport, <strong>Telfed</strong> chairmanwelcoming the Gillman family – Jonathan, Andrea &daughters Montana <strong>and</strong> Georgia,with the Mirage Foundation assisting withthe absorption of Iranian olim.Regional CommitteesIn the past three years, <strong>Telfed</strong> has experiencedan unprecedented growth ofactive Regional Committees - growingfrom four to 18. These committees areentrusted with the important task ofgreeting the olim at their first addressin Israel, maintaining regular contactduring their first year, <strong>and</strong> organizingsocial <strong>and</strong> cultural gatherings in theirregions.EmploymentWith the current rise in unemployment,the <strong>Telfed</strong> employmentcounsellor,in cooperation withan employment psychologist,assists bothnew <strong>and</strong> veteran olimwith job hunting <strong>and</strong>CV preparation.ScholarshipsDespite the difficult economic climate,<strong>Telfed</strong> has succeeded in raising the necessaryfunds to provide over 400 annual scholarshipsto students attending institutes ofhigher education. In addition, some60 students received an additionalscholarship through <strong>Telfed</strong>’s PRASprogramme, by offering 80 hours ofcommunity service.Social ServicesEmploying a <strong>full</strong> time Englishspeakingsocial worker, <strong>Telfed</strong>has significantly raised the levelof its social services. Our Loans<strong>and</strong> Assistance Committee helpsover 160 Southern African Olimin financial need.The Lev La’Raev food project initiatedby <strong>Telfed</strong> in conjunction with theRa’anana municipality, educates <strong>and</strong>involves school children in respondingto those in need. With their help, largeamounts of dry goods are collected <strong>and</strong>distributed.FundraisingThe <strong>Telfed</strong> Fundraising Committee wasestablished to meet the ever-increasingdem<strong>and</strong>s for financial assistance Thismammoth task of raising 2.6 million shekelsannually ensures that we do not turnaway a single Southern African in need. Building ProjectsThe partnership between <strong>Telfed</strong> <strong>and</strong> Y.HDimri in Modiin resulted in the sale ofover 120 significantly discounted apartmentsto Southern Africans in Modiin.This influx has greatly strengthened ourcommunity in the city.<strong>Telfed</strong> recently partnered with NeotChen in Hadera, offering favorable conditions<strong>and</strong> attractive prices to SouthernAfricans purchasing apartments in thisnew, prestigious project in Hadera.ISRENTCO, <strong>Telfed</strong>’s housing company,last year success<strong>full</strong>y completed therenovation of the South African hostelbuilding in Givatayim <strong>and</strong> will soon beadding eight new apartments to the<strong>Telfed</strong> building in Ra’anana.Shlichim TrainingWith over 20 Jewish Agency Shlichimin South Africa, a comprehensive programmewas put in place to ensure pre-Shlichut training by <strong>Telfed</strong>. <strong>Telfed</strong><strong>and</strong> theCommunityAliyah Update2009 closed with the arrival of seventyolim on a Group Flight from South Africa.They were met by <strong>Telfed</strong> Chairman MaishIsaacson, the <strong>Telfed</strong> staff <strong>and</strong> RegionalCommittee volunteers before attendinga Jewish Agency Absorption Fair. “The<strong>Telfed</strong> booth was kept very busy, assistingolim with their many queries,” says DorronKline. Before receiving their Israeli IDcards from <strong>Telfed</strong> director, Sid Shapiro.the olim attended a welcoming ceremonywith Natan Sharansky, Chairman of theJewish Agency. Focus on <strong>Telfed</strong>after years of sterling service volunteeringin the <strong>Telfed</strong> office. “On behalf ofthe <strong>Telfed</strong> family, we thank them for theirwonderful contribution to our activities,”says <strong>Telfed</strong> Director Sidney Shapiro.At an 86th birthday party held for Simonat <strong>Telfed</strong>, he spoke to <strong>Telfed</strong> Magazineabout volunteering on Machal in 1948.“When the war broke out, my brother<strong>and</strong> I joined the Hebrew Legion inJohannesburg. going to Bachar’s Farmfor training on weekends.”Then the day came to leave. “Our planestopped for four days in the Sudan where weslept on a boat berthed on the Nile. Beinga Moslem country, we had to be alert. Ifthey discovered we were Jews on the wayto Israel they would likely have attackedus. At night, we had other concerns - mosquitoes!Not sure which was worse.”After l<strong>and</strong>ing at a strip “somewhere inthe north of Israel, we were taken toa training camp.” Simon joined the 72Battalion, 7th brigade where he saw actionin the Northern Galilee, “where some ofour boys were killed.” Simon returnedto South Africa <strong>and</strong> made aliya with hiswife <strong>and</strong> three children in 1971.<strong>Telfed</strong> pays respects toMendel KaplanVice-Chairman Dave Bloom represented<strong>Telfed</strong> <strong>and</strong> the Southern African communityat Mendel Kaplan‘s funeral inCape Town last November. Bloom wasone of many who flew in from abroadto pay their respects. “The funeral <strong>and</strong>eulogies reflected Mendel’s larger thanlife personality.”Whilst in Cape Town, Bloom met withJewish communal leaders. At a meetingof the Western Province Zionist Councilwith the Director of the Jewish Agency,Moshe Vigdor, a wide range of subjectswere discussed including the ramificationsof the Goldstone report, groupaliya-flights, <strong>and</strong> the threat of legal actionagainst South Africans serving inthe IDF (See Cover Story).<strong>Telfed</strong> Youth Food ProjectIf you are a teenager <strong>and</strong> would like tostart your own grocery collection projectto help families in need of groceries, <strong>Telfed</strong>is running training sessions in Ra’anana.This programme is suitable for studentsin high school as part of their volunteercommunity services. Instructions are givenin simple English. Initiated by <strong>Telfed</strong>,Lev Lara’ev is a non-profit organizationdedicated to collecting groceries for theneedy. This majesticwork by Berny, selected from 90designs in a competition in 1985 - wasBerny Fink ’smemorialsculpture atYad VaShem.a turning point in the artist’s journey.Berny’s work today can be found acrossthe Israeli l<strong>and</strong>scape from the desert inthe south to the green hills of the north.The contours of his craft find a homewherever positioned.Zoom in on the Cosmos at anexhibition in OmerHis most recent works are currently onexhibit at the Open Museum at the OmerIndustrial Park in the Negev. Yet says Berny,“The works I make are not facts aboutspace but my fantasies about it.”His works on exhibit at Omer articulate“how small one is within the great cosmos.Man, being so small, can not grasp theimmensity of the cosmos or the meaningof the vast distances in space.”Wertheimer says of Berny, who has livedon Kibbutz Yizre’el since making aliyain 1962, that “he immigrated to Israelfrom South Africa in order to implementZionism in the spirit of which he was educated.A man of labor, his explorationof themes is both profound <strong>and</strong> consistent.His exhibition here affords art loversin general <strong>and</strong> lovers of sculpture inparticular an opportunity to experiencehis most recent works, all addressing asingle theme – the cosmos.”Friend <strong>and</strong> fellow South African sculptorDavid Fine from Ma’ayan Baruch,went to the same school as Berny inJohannesburg “which we had leave becauseof our opposition to apartheid.”He describes the path leading to Berny’sstudio on the Kibbutz which is studdedwith forty years of Berny’s sculpture.“The sheer diversity <strong>and</strong> size of most ofthese pieces bear witness to the aboundingenergy <strong>and</strong> vitality which has become thetrademark of this tough bearded rugbyplayer artist.” The Jezreel valley whichforms the backdrop <strong>and</strong> background tothe sculptures “is an integral part of thisartist <strong>and</strong> his work.”It is easy to underst<strong>and</strong> why Berny’sinitial intimacy with stone arose from achance encounter on the kibbutz. Whileworking in the field, his plough struck arock, whose form triggered an urge to“h<strong>and</strong>le” it. He set about carving cavitieson both sides while avoiding breaking orfissuring it. He did so <strong>and</strong> stone becamehis favourite sculpting material.The writer, while walking through thegreen lawns of Yizre’el, came upon a majestic,stone ‘spherical’ sculpture of an elephant.The name Fink appeared clearly buton closer examination it was not Berny’swork but his son’s Omri. Stone, spherical<strong>and</strong> shades of Africa - the artistic sagafrom father to son continues.Who wasNatalie Harziza’s 50 minutedocumentary ‘Lullaby’ hasbeen receiving rave re<strong>view</strong>s. The ceremony is alwaysfollowed by a guest lecture by a former chaver.This year it was Bruce Oppenheimer of Jerusalem,who engaged the gathering in an enriching inter-activedialogue on ‘Memory’, primarily as it relates tothe Shoah. He anchored the discussion following thereading of some of Israel’s most renowned poets.One poem spoke of “the blank page” in life, wherethe past is forgotten or suppressed.One of the most poignant moments for the writer waswhen a cousin from overseas of Dudi Silbowitz (z’l), revealed her ‘blank page’:“Over the years I visit the kibbutz on chagim <strong>and</strong> I see Dudi’s friends’ children.Absent are always the children he would have had had he lived. y David KaplanCover StoryA New BattlegroundLAWFARE32“We are damned if we do, damned if we don’t.”There is a feeling that whatever Israel says or doesmakes little difference these days.The attacks in recent times have reached acrescendo, no longer on the battlefield but in themedia, international forums, universities, NGOs- the list goes on <strong>and</strong> on. Prof. Gerald Steinberg hasarticulated this as a “new kind of warfare - if youcan’t beat us on the battlefield, then you attack ussomewhere else,<strong>and</strong> when we fightback, you attackthe legitimacyof our response.”Described todayas “Lawfare”, it iswaged via the useof internationallaw to attackan opponentostensibly on‘moral’ grounds,with an objectiveof winning a publicrelations victory.David Benjamin, former legaladvisor to the IDF.Concurrent with the unfolding dramaof the Goldstone Commission <strong>and</strong>its report, another more personalizeddrama was being played out relatingto members of our community. A groupof South African lawyers, confident thatthe Report paved the way for a legal caseagainst South African citizens who mayhave fought for the IDF during OperationCast Lead, mounted a highly publicizedcampaign to investigate these citizens<strong>and</strong> prosecute them on South Africansoil for war crimes <strong>and</strong> crimes againsthumanity. The lawyers, all Muslim, arerepresenting two civic organizations,The Media Re<strong>view</strong> Network <strong>and</strong> thePalestinian Solidarity Alliance.“This is not a Muslim-Jew thing,” assertsFeroze Boda, the group’s spokesman.He says “we have identified over75 South Africans” <strong>and</strong> believes “thereis prima facie evidence against all ofthem.” Supporting these prosecutions isSouth African legal heavyweight, JohnDugard, the former UN special rapporteurfor human rights, who is acting aslegal counsel.The only one who has been publiclynamed is David Benjamin who served inthe IDF International Law Department<strong>and</strong> had been up until 2005, LegalAdvisor to the IDF in Gaza. While inSouth Africa in October 2009 - invitedto attend the Limmud conferences inCape Town, Durban <strong>and</strong> Johannesburg- he was suddenly confronted with the


accusation in the local media of being awar criminal. There were demonstrationsoutside of the venues where he participated<strong>and</strong> there was even the concernthat he might be arrested.• In an exclusive inter<strong>view</strong>, East LondonbornLt. Col. (Res.) David Benjamin,Adv spoke to <strong>Telfed</strong> Magazine:What was your role during? operation Cast Lead?That’s the irony; I was on holiday in CapeTown when the operation was launched.Clifton beach is a continent away fromGaza, but that is where I was when thenews of the conflict broke.?Why are they ‘gunning’ for you?Because they knew I had been alegal advisor to the IDF <strong>and</strong> so theywent on the headline rather than thefacts. I returned to Israel in January,while the conflict was in progress.What, do you think the Gaza operationwas waiting for me to return tooffer counsel? It’s ludicrous.Although I <strong>full</strong>y endorse the legal advicethat was given to IDF comm<strong>and</strong>ersin Cast Lead, it so happens that I personallyhad no role in this as I was alreadywell into my retirement leave. However,the Israel-bashers would never let themselvesbe confused by the facts!You are the only name they have? released. What about the others?Look, I don’t believe they have a caseagainst anyone. As I said, the legal meritsare not the issue. They are using thelaw as a political tool. It’s an effective,public way to bash Israel. This has lessto do with law <strong>and</strong> fact <strong>and</strong> everythingto do with politics.?How far legally do you foreseethey will proceed?Well, a delegation from South Africawent to the International Criminal Court(ICC) <strong>and</strong> met with the Chief Prosecutorthere who accepted the idea that he hadthe jurisdiction to investigate based onthe ‘dual citizen’ issue. The argumentgoes that if people hold dual citizenship,i.e. Israeli as well as South African, thiscould provide the jurisdiction to investigate.The ICC had not previously addressedthe Israel-Palestinian conflictbecause Israel was not a signatory tothe Rome Statute <strong>and</strong> the Palestinianterritory is not recognised as a state.[The Rome Statute of the InternationalCriminal Court, which came into force inJuly 2002, provides a permanent internationaltribunal to prosecute <strong>and</strong> punishindividuals who commit genocide <strong>and</strong>for-hire types in a number of conflictsthroughout Africa. To play ‘world policeman’has a price. There have beenlarge numbers of South Africans employedas so-called ‘security personnel’in Iraq, (Ed note: some reports indicatingover 1000 at one time) <strong>and</strong> then youhave on the other side, for ideologicalor religious motivations, South AfricanMuslims who volunteered to fight forthe Mujahedeen in Iraq, Pakistan, Sudan<strong>and</strong> Afghanistan.?Are they going to investigate allthese cases?With local crime reaching staggeringlevels, it’s not that SouthAfrican courts are looking for extrawork!Anti-Israel protests in South Africaduring Cast Lead.Surely African countries? would also not welcometheir southern neighbour pokingits nose into their affairs?Absolutely not. They would resentit. Some of the countries north of theLimpopo are the worst transgressorsof human rights <strong>and</strong> the last thing theywant is for their crimes to be exposed inSouth African courts. Not that I have aproblem with this, but this would hardlyhelp South Africa’s foreign relationsin Africa!?If underlying the attacks is morepolitical than legal, how doesone respond?One needs to point out the potentialramifications for other countries of goingafter Israel. If Israel - a true democracywhich upholds the Rule of Law, hasa highly developed legal system <strong>and</strong> takeshuman rights seriously – is to be placedin the dock, a precedent would be establishedthat could lead to the politicisedlegal hounding of other democracies facingarmed conflicts <strong>and</strong> terrorism.serious international crimes.] But withSouth Africa being a signatory, <strong>and</strong> havingenacted laws to that effect, it could,so the argument goes, arrest <strong>and</strong> prosecuteindividuals for alleged war crimes<strong>and</strong> crimes against humanity, which iswhy lawyers like Boda are confidentthey can set up a war crimes court inSouth Africa.?To what extent has South Africaan appetite to pursue this?I do not believe the SA governmentwould want to import the Israeli-Palestinian conflict into its courtrooms.With all the attention <strong>and</strong> investment itwould require, they don’t need it. If one had to conduct a comparativestudy of Israel’s conduct in armed conflictwith other Western countries likethe USA <strong>and</strong> the UK, never mind Russia,Georgia, Sri Lanka, Yemen, Saudi Arabia<strong>and</strong> many others, Israel will come outway ahead.We are the only country in the worldwhere the courts closely supervise theLt-Col. (Res.) David Benjamin, Adv. is anInternational Law Consultant <strong>and</strong> specialist inthe Law of Armed Conflict <strong>and</strong> Counter-Terrorism.Born in South Africa he immigrated with hisparents to Israel in 1989. His father, Rabbi Myer(Sonny) Benjamin served as the rabbi of TempleIsrael in Wynberg.He holds a Master’s Degree in Law from Tel AvivUniversity (TAU) as well as Bachelors’ degrees inPolitical Studies <strong>and</strong> Law from the Universityof Cape Town.He retired from <strong>full</strong>-time active service inFebruary 2009 after 17 years in the IDF MilitaryAdvocate-General’s Corps.A much sought-after speaker, Lt-Col. Benjaminhas lectured extensively <strong>and</strong> has frequently beencalled upon to brief diplomats, politicians, militaryleaders, journalists, academics, foreign representatives<strong>and</strong> international organizations onissues of International Law as they pertain toIsrael. Benjamin is married with three children<strong>and</strong> resides in Modi’in.34activities of the military.Practically anybody — anindividual Palestinian or aHuman Rights organisation— can petition our SupremeCourt against any act by themilitary. This is unheard ofelsewhere in the world.?What about the USAor the UK?It is unthinkable for a citizenin Iraq to file a petitionto a court in the UK relatingto some military action.In the USA, it was only recentlythat the Supreme Court began lookingat Guantanamo - until then, no court inthe USA would look at issues of militaryactivity carried on outside the bordersof the country. Israel is the only countrywhose Supreme Court is prepared totake on these issues.You have to know that the accountabilityof our military is probably thehighest in the world, because everycomm<strong>and</strong>er knows that his every decisionis potentially re<strong>view</strong>able by theSupreme Court.?How does this assertion hold upto Cast Lead?The Goldstone Report is derogatoryabout our internal investigations; “Itdoes not meet international st<strong>and</strong>ards,”it says. I agree! The international st<strong>and</strong>ardsare lower than ours.?What’s your position on theGoldstone Report?One should be open to hearing testimonyrecording the destruction <strong>and</strong> suffering.It covered an armed conflict <strong>and</strong>armed conflicts are about suffering <strong>and</strong>destruction. The Goldstone commissionis right to say it should be investigated,but we knew this already. We are investigatingas this is a requirement of ourown laws <strong>and</strong> st<strong>and</strong>ards.While about half of the nearly 600 pagereport deals with the Gaza operation, thebalance amounts to little more than padding.It’s about the “wider context” <strong>and</strong>“Israel’s human rights abuses” generally- in short, the Palestinian narrative, onesided,rehashed, cut-<strong>and</strong>-pasted <strong>and</strong> contrivedto make Israel look bad. The factthat the report accuses us of systematically<strong>and</strong> deliberately targeting civiliansis outrageous <strong>and</strong> is not supported by thefacts. The Commission’s methodology ofhearing testimony, <strong>view</strong>ing damage <strong>and</strong>then deducing, based on the professionalismof the IDF, that the damage was theresult of an intentional assault on civiliantargets is not only shoddy reasoning– it is an affront to the truth.?On a personal level, how did you dealwith the media coverage in SouthAfrica? Did you feel in any danger?I was invited to South Africa to talkat the Limmud Conferences in the threemajor cities. My subject was internationallaw <strong>and</strong> Israel <strong>and</strong> specifically, Gaza,where I had been the legal advisor tothe IDF until 2005.Inside the lecture halls it was fine - theatmosphere was cordial. The problemwas outside. It all started a week beforeLimmud; I was in Plettenberg Bay <strong>and</strong>received a call from one of the Limmudorganisers, who said, “Don’t panic, butlook at page two of the Sunday Times.”It was a surreal feeling opening the paper,while relaxing on holiday with one’sfamily, to suddenly read about this warcriminal <strong>and</strong> discovering that it’s youthey are writing about.The last few days in Johannesburg becameugly; there were demonstrationsoutside but I was well looked after bythe local security. On the other h<strong>and</strong>,I was so warmly received by membersof the Jewish community that this morethan compensated for the unpleasantnesscaused by those out to get me.?Are you planning return visits toSouth Africa?I don’t have any immediate plans to experienceSouth Africa’s arresting beauty!

The occasion - his last official publicappearance before his passing last November - was theSouthern African group ‘aliya flight event’ at the Kotel organizedby the Jewish Agency <strong>and</strong> <strong>Telfed</strong>. Together withNatan Sharansky, Mendel was welcoming each immigrantas they come up <strong>and</strong> collected their ID documents.He looked truly happy. For this citizen of Israel <strong>and</strong>resident of Jerusalem, ‘Aliya’ had been at the core ofhis tenure as Chairman of the Jewish Agency (1987-1995) where he oversaw the mass immigration fromthe former Soviet Union <strong>and</strong> Ethiopia - salvation sagasworthy of biblical comparison. In a span of eightyears, Israel’s population grew by over one fifth <strong>and</strong>history may one day record that this was the emblematicperiod when Israel was transformed into a state,“whose future” in the words of Abba Eban, “will belonger than its past.”Mendel was known to think quickly <strong>and</strong> find solutionsin tight situations. The rescue of Ethiopian Jewryrested precisely on this quality. While Israeli planeswere circling the skies of Addis Ababa in May 1991<strong>and</strong> some 15000 Jews were circling the Israeli embassywaiting to be bussed to the airport, rebel forces wereclosing in on the besieged capital. Time was runningout <strong>and</strong> a massacre of Jews was a catastrophe waitingto happen. The plan began to unravel when the newHead of State, Lt. General Kidan would not allow theJews to leave until an agreed sum of $35 million hadbeen paid into a private account. “We had a st<strong>and</strong>off,”Mendel explained in a previous inter<strong>view</strong> withthe writer. “We were reluctant to release the moneybefore our people were airborne.”Mendel, who was in France at the time, came up witha brainwave. He instructed his negotiator, Uri Lubrani,to suggest making payment at the closing time of theFederal Reserve Bank in New York: “because of the timedifference, half our people would be on the way to Israel.”Kidan agreed <strong>and</strong> within 36 hours, 14310 Jews, includingeight babies born along the way were airlifted to Israelin 37 planes.Mendel’s fascination with Ethiopian Jewry never waned<strong>and</strong> each year, his family foundation awards scholarships toEthiopian students - as well as Druse students - to studyat universities in Israel.When an old local church in St James sent condolencesto the Kaplan family, it emerged that Mendel had been its

Thiscame as little surprise.Championing causes closeto his heart never deflectedthis universal man’s attentionto the personal needsof others.Mendel’s trajectory from businessmanto philanthropist <strong>and</strong> to world Jewishleader was impressive. As a philanthropisthe was guided by an anecdote, related at thefuneral by his son David, concerning one ofthe European Rothschilds who was askedhow much he was worth. “Seventeen milliondollars,” was the reply. “Surely more,”the fellow persisted.“You asked my worth <strong>and</strong> this is the sum Ihave donated to charities. I am worth whatI give away, not what I retain.”This anecdote was Mendel’s Magna Cartaas he set about revolutionizing fundraisingstrategies first in his native South Africa <strong>and</strong>then globally. The impact was enormous.From holding most of the key leadershippositions in the South African Jewish community,Mendel’s rapid trajectory took himall the way to top positions in the globalJewish world. The Commonwealth’s ChiefRabbi Lord Jonathan Sacks said of Mendel,“I saw him steer organizations <strong>and</strong> resolvetensions with wit <strong>and</strong> humour, subtle diplomacy<strong>and</strong> an overreaching sense of direction.I valued his advice more than that ofany other lay leader I know. He was a livingtextbook on how to manage an otherwiseunmanageable people.”Over the years Mendel enjoyed a close relationshipwith <strong>Telfed</strong>. When in the early1990’s he could be seen cutting the ribboninaugurating a project between JAFI, KibbutzTzora <strong>and</strong> <strong>Telfed</strong> - offering the final twoyears of schooling to students from SouthAfrica who came without parents - it encapsulatedhis passion for education.Recognising that Jewish education wascritical to Jewish survival, one of his manyinvestments in this regard was his establishmentof the Isaac <strong>and</strong> Jessie Kaplan Centrefor Jewish Studies <strong>and</strong> Research at UCT.Each year he sponsored scholarships in SouthAfrica to the children of his employees <strong>and</strong>in Israel, to Drusim <strong>and</strong> Ethiopians. He studiedthe Mishna <strong>and</strong> financed its translationinto English.Despite the dem<strong>and</strong>s of running a crosscontinentsteel enterprise, he read widely,studied deeply <strong>and</strong> wrote nine books.Recording the journey of his family fromLithuania to South Africa in his book ‘FromShtetl to Steelmaking’, Mendel never forgoesthe values of his roots <strong>and</strong> so writes a secondbook, ‘From Steelmaking to Shtetl’, wherehe revisits the past <strong>and</strong> explores the beautyof our collective Litvak heritage. Imbuedwith his discoveries, he establishes the Isaac& Jessie Kaplan Jewish Museum in CapeTown. Replicating shtetl life with life-sizestructures of homes, cobbled streets, classrooms<strong>and</strong> synagogues, Mendel reproducedto the last detail, the well that st<strong>and</strong>s todayoutside a once-owned family farmstead nearRiteva. The museum, its façade appearingas Jerusalem stone, is an inter-active learningcentre recording the enriching legacyof the South African Jews who came fromEastern Europe <strong>and</strong> their contributions toSouth Africa in business, art <strong>and</strong> culture,academia, community life, sport, Zionism<strong>and</strong> the struggle against apartheid.In Israel, his family foundation sponsoredthe Old Yishuv Court Museum in the OldCity, recording Jewish life there in the 19thcentury <strong>and</strong> the spectacular City of Daviddig opposite the Dung gate. “The remnantshere embody the unique <strong>and</strong> eternal tie betweenJerusalem <strong>and</strong> the Jewish people, a tiewhich has no parallel in the history of nations,”he expressed on a family tour thereon his 70th birthday, three years ago.The Jewish world was shocked at Mendel’ssudden passing. Why so soon?, people questioned.Rabbi Tanzer gave the answer atMendel’s funeral. “Mendel was taken tooyoung, but look what he packed into his 73years. Histenure (1962-1978) covered an eventfulperiod for <strong>Telfed</strong>.There was the increasedimmigration from South Africa following‘Sharpeville’; the Six Day War, when<strong>Telfed</strong> representatives traveled the countryvisiting the many Southern Africansvolunteering on kibbutzim; <strong>and</strong> the YomKippur War, which tragically cost thelives of 17 young Southern Africans.It was also a farsighted era when fundsraised in South Africa were used to createscholarships enabling <strong>Telfed</strong> til thisday to award some 400 scholarships eachyear. Leib was among the founding membersof the Hashomer Hadati (the forerunner ofBnei Akiva) in South Africa. In 1940 hevolunteered for the South African army <strong>and</strong>lost his right leg fighting in the Battle ofEl Alamein. (See <strong>full</strong> story on Leib’s war exploitsin <strong>Telfed</strong> January 2003) He never complainedabout his disability; indeed only his closestfamily was aware of it.In 1949 Leib was appointed Director ofthe Rhodesian Zionist Federation <strong>and</strong> in1961, he made aliya with his wife Luffy <strong>and</strong>four children. The following year he tookover from Sam Levin as <strong>Telfed</strong> Director.Leib’s life was one of devotion to Zionism<strong>and</strong> the Southern African community inIsrael. Prior to its establishment in 1948,who was to help Southern African olimother than fellow compatriots who precededthem? One such person in Haifa wasSolly who arrived in 1934 after graduatingin law at UCT <strong>and</strong> built up one ofthe most prestigious legal practices inIsrael, with clients such as Solel Boneh<strong>and</strong> Zim shipping lines. His firm enjoyedan international reputation in maritimelaw.
