Focus on <strong>Telfed</strong>In thehot spot‘The Winds of Change’ are blowing through thecorridors at 48 King George Street, JerusalemFollowing in the footsteps of formerSouthern Africans holding leadershippositions in the Jewish Agencyfor Israel (JAFI) – Louis Pincus,Executive Chairman (1965-1973),Raphael Kotlowitz Chairman of theAliya <strong>and</strong> Klita Department (1978-1983)<strong>and</strong> Mendel Kaplan, Chairman of theBoard of Governors (1987-1995) – inMarch 2010, Alan Hoffmann becamethe first Southern African appointed theorganisation’s Director-General.Since his aliya from Johannesburgin 1967, Alan has been active in promotingJewish Education. A graduateof Harvard, he spent 13 years at theMelton Centre for Jewish Educationat the Hebrew University, includingsix years as its director. Subsequently,he served as the Executive Directorof the Council for Initiatives in JewishEducation in New York <strong>and</strong> in 1997 wasnamed the head of the M<strong>and</strong>el Centerfor Jewish Continuity at the HebrewUniversity. In 2000, Alan became theDirector General of the EducationDepartment of the Jewish Agency, aposition he held until his new appointmentin March.As JAFI’s new Director General, Alannot only has overall responsibility for itsworldwide operations but is responsiblefor developing a new ‘Strategic Plan’that is set to dramatically change theorganization. After recently addressing<strong>Telfed</strong>’s Executive Council in Ra’anana,Alan spoke to <strong>Telfed</strong> Magazine’s editor,David Kaplan:During your tenure as Director General of JAFI’sEducation Department, what were some of themajor highlights?One of the most important achievementswas creating ‘MASA’ (IsraelJourney) with Prime Minister ArielSharon. The goal was ambitious - to attractone out of four young Jews, thatis, 25% of the total world Jewish studentpopulation, to spend a semesterto a year in Israel. We began six yearsago with 3000 participants, mostly orthodox.This year we will have over11,000, mostly non-orthodox <strong>and</strong> I anticipatethat within 10 years, we willhave achieved our goal. This will havea transformative effect in the sense ofhow young Jews all over the world relateto Israel.We have already seen that 10% ofMASA participants return to Israelwithin a year of their returning home.Although created to strengthen Jewishlife <strong>and</strong> Jewish leadership in the Diaspora,MASA may well prove the most significanttrigger for future aliya.Secondly, a large part of our work focusedon the former Soviet Union - notso much on aliya - but in strengtheningthe connection of young Jews throughoutthis vast area to Israel. This weachieved by annually attracting 30,000to attend ulpanim, 10,000 to summercamps <strong>and</strong> creating a network of JewishDay Schools <strong>and</strong> youth clubs.A third major area of the work of theEducation Department was in counteringthe weakening of the connectionof young Jews in the western Taking world greater than the parent, hence we havea stroll on Rothschild.to Israel. To reach this age group, wesend ‘Young Shlichim’ (also the nameof the project) abroad. Graduates ofthe IDF, <strong>and</strong> highly motivated, 1500 ofthese young emissaries participate eachyear in Jewish summer camps across theworld, including South Africa.Another crucial sector where theAgency has become pro-active is in oursupport for the embattled Jewish studentson campuses in the USA where thereis so much hostile anti-Israel activity.We will be sending in this coming year,forty shlichim to these campuses.Are they equipped to take on such a tough task?They are making a major impact, hencethe need to exp<strong>and</strong> this project. Our goalis to send 100 top calibre emissaries to100 universities throughout the world,which have the largest concentration ofJewish students.There has been much coverage in the media ofthe Jewish Agency going through enormouschange. What has significantly changed in theJewish world that made JAFI see the need torespond?Number one, the very legitimacy ofIsrael has been called into question.This new phenomenon is underminingthe commitment to Israel of youngJews today. More distant from the iconicepochs of modern Jewish history,they are less emotively connected <strong>and</strong>hence more susceptible to the demonizing<strong>and</strong> delegitimizing assaults on theJewish State.Secondly, with less funds coming infrom the campaigns, a trend that beganeven before the world economic meltdownin 2008, the old formula, whereJews in the Diaspora pay to vicariouslybuild the l<strong>and</strong> <strong>and</strong> State of Israel haschanged. Six decades removed from independence,Israel (the child) is stronger,more robust <strong>and</strong> demographicallydevised new paradigms of partnership,where each – Israel <strong>and</strong> the Jewish communitiesin the Diaspora - contributesto the other in a more symbiotic relationship.Partnership 2000 (P2K) is anexample of this.A third development is the increasingpartnership of the Israeli government.To preserve the uniqueness of the Jewishpeople with Israel as its epicenter is noless an existential issue than protectingour borders - hence the government’sfinancial participation in massively expensiveprojects like Taglit-Birthright<strong>and</strong> MASA. For Israel to invest in theDiaspora, rather than the other wayaround is a relatively new development.A major challenge remains the veryhigh rates of intermarriage coupledwith lower birthrates - a deadly combinationfor Jewish continuity.This is the context in which the JewishAgency has had to rethink - not its mission- but how to strategically <strong>and</strong> organisationallyconfront new challenges.Will this translate into a new reallocation ofresources?Yes. The Jewish Agency of the futurewill allocate far more of its resourcesinto watering <strong>and</strong> fertilising the treerather than into harvesting its fruitin the belief that this will rejuvenateJewish communities in their connectionto Israel. Down the road this will encourage<strong>and</strong> increase aliya. Our core missionremains intact; our methodologiesto reach those aims are changing.How different will JAFI look structurally?Alan Hoffmann,Director-General ofthe Jewish AgencyIn order to meet these new challenges,some or all of the old departmentsmay give wayto a more pragmatic<strong>and</strong> integrated architecturethat best suitsthe new strategic direction.As this is still‘Under Construction’, Idon’t want to be more specific.How will JAFI’s Israel Centre in South Africa <strong>and</strong>which <strong>Telfed</strong> was so instrumental in creating,feature in the emerging new structure?We are very happy with the IsraelCentre. In fact, it has been a huge successstory. South Africa was one of thefirst countries where JAFI experimentedwith a structure that integrated aliyapromotion, aliya processing <strong>and</strong> education,all in one. This precedes themajor structural changes that are totake place in JAFI over the next year<strong>and</strong> provides an example – albeit a micro-example- of a working model forthe fashioning of the Jewish Agencyof the future.In pursuance of JAFI’s new vision, what role doyou see the immigrant organizations like <strong>Telfed</strong>playing in the future?They remain as important as ever, tosupport the successful absorption of newimmigrants. With an anticipated increasein aliya, their services are going to beeven more in need. <strong>Telfed</strong> is recognizedas one of the strongest immigrant organizations<strong>and</strong> explains why its expertise is sooften sought by other organizations.What is the status of immigration generally?A compilation of factors are leadingto an increase in aliya - up by 18% fora second year in a row – which will includethe final chapter in the saga ofaliya from Ethiopia.Regarding the increase of westernaliya, firstly, JAFI has initiated new initiativestargeting specific categories ofolim. An example would be our specialprogramme for doctors.Secondly, the process of aliya haschanged. Today, technology is replacingold methodologies. Our engagement withpotential olim can be done through ourstate-of-the-art Jewish Agency GlobalCenter which is manned 24 hours a day,in 25 languages. A person in many partsof the world can call a local number<strong>and</strong> speak to someone in their own languagewho is sitting in Jerusalem. Thisstreamlining of the process of aliya isdefinitely a major achievement contributingto the increase.Thirdly, Israel’s robust economy isattracting immigrants from countrieswho are apprehensive about their owneconomies.Fourthly, our data shows that more<strong>and</strong> more people are making aliya becausethey are concerned about Jewishidentity for themselves <strong>and</strong> their children,particularly in societies whereJewish communities are feeling on thedefensive. France is an example - 2,200this year, up from 1780 the previousyear. There has also been an increasefrom Belgium, Italy <strong>and</strong> Switzerl<strong>and</strong>,commensurate with increases there inanti-Semitism. While we have also seenincreases from Latin America, SouthAfrica is a little down from last yearbut by year’s end, may well remain atits current annual level.The point about South Africa, aliyacycles fluctuate depending on situationsboth in Israel <strong>and</strong> in South Africa.Fortunately, over the last eight yearsor so, we have had the Israel Centre inplace to help tilt Jewish emigration tofly out - metaphorically speaking – onEl Al rather than Quantas. •6

Part of a series on the“Essentials of Absorption”, this lecturetitled, “Is there a doctor in the house?”dealt with the health cover provided byall four Health Funds – Clalit, Leumit,Maccabi <strong>and</strong> Meuchedet.This followed a lecture on Bituach Leumi– Israel’s National Insurance focussingon eligibility for pensions, unemploymentbenefits <strong>and</strong> sick leave paymentsmade by the National Insurance.Susan Sharon, <strong>Telfed</strong>’s Klita Counsellor<strong>and</strong> initiator of the programme, saidthat “we intend to take to the road <strong>and</strong>provide these important lectures to ourSouthern African Olim communities inother centres around Israel. Theaim is to strengthen the connection betweenIsraelis <strong>and</strong> their brethren overseasthrough visits <strong>and</strong> joint educational<strong>and</strong> cultural programmes.Mickey Blumberg, who had beenthe Director of the South Africa/Washington partnership with BeitShemesh/Mateh Yehuda region, is today<strong>Telfed</strong>’s volunteer in this programmeworking together with Dorron Kline,<strong>Telfed</strong>’s Deputy Director.In August, a delegation of five educators,including Howie Gordon fromKibbutz Tzora visited South Africa.The purpose of this delegation “wasone of peoplehood <strong>and</strong> identity,” explainsHowie, Living Bridge Coordinator.“We met with the principal <strong>and</strong> staffof the King David Linksfield PrimarySchool which is twinning with HartuvElementary School, <strong>and</strong> the principal <strong>and</strong>staff of Herzilya Middle School which istwinning with the Ein Kerem Junior High.Fifteen participants from the JewishDay Schools in Johannesburg, Cape Town<strong>and</strong> Port Elizabeth made it through tothe final round which consisted of written<strong>and</strong> oral components, combiningaudio visual <strong>and</strong> “rapid fire” questionsrelating to the history <strong>and</strong> accomplishmentsof modern Zionism. FeatureWhile much of the political discourse nowadays is on how Israelis <strong>and</strong> Palestinians can reach a peacefulaccommodation within the model of the ‘Two-State solution’, former South African Jerrold Kessel <strong>and</strong>his colleague Pierre Klochendler are more preoccupied with finding a solution within the current ‘one’state - that is, of how Jews <strong>and</strong> Arabs can live together in a more harmonious, integrated Israel.“The Sakhnin Challenge”by David KaplanFIELD OF DREAMSJerrold, who immigrated to Israelfrom Johannesburg in 1962 wasCNN’s Jerusalem anchorman from thepre-First Gulf War to post Second GulfWar or, as he describes it, “From war towar with two intifadas <strong>and</strong> the RabinPeace Process s<strong>and</strong>wiched between.”All action-packed but in his latest collaborativebook, Goals for Galilee, publishedin the UK in 2010 by JR Books,it is the action on <strong>and</strong> off soccer fieldsthat the co-writers cover in exploringthe nature of the relationship betweenJews <strong>and</strong> Arabs in Israel.Sakhnin intransition: Fromobscurity tointernationallimelight.playing midfield in Israel’s nationalsquad, scored a last minute magicalequalizer against Irel<strong>and</strong>, keeping thenation’s 2006 World Cup dreams alive.The goal sparked national delirium <strong>and</strong>overnight, an Arab was transformedinto a national hero.Israel in the end did not qualify forthe World Cup, but the failed realizationof that dream is not what Jerroldlaments. It was the cessation of Jews<strong>and</strong> Arabs cheering together when thegoals were not being scored.Jerrold Kessel &Pierre Klochendlerbroadcasting live. “Wefelt we were reportingon so much more thana football match.”The heroes of the book are BneiSakhnin (Sons of Sakhnin), a footballclub based in the Arab Galilee town ofSakhnin <strong>and</strong> its former captain, AbbasSuan. Feature20had been covering the Arab communityfor many years, irresistible. Thiswas an emotionally-charged joint ventureof Jews <strong>and</strong> Arabs – not somethingcommercial, tucked away in the unreadsections of the press. Emblazoned in allthe media - national <strong>and</strong> international -Jewish <strong>and</strong> Arab Israelis were cheeringtogether, aspiring for the same ‘goals’.It reached a crescendo with the Israelversus Irel<strong>and</strong> match when Sakhnins’captain, Abbas, scored a life-saving goalin the twilight moment of the game.That one kick transformed him into anational hero. The sight of thous<strong>and</strong>sof cheering Arabs waving Israeli flags,made even cynical political observers ofthe Middle East do a double take.Could a game of football achieve whatIsraeli politicians had failed to deliver– a truly integrated society? Did you seefootball as a metaphor for a no less seriousgame in play?Certainly. As one of the players expressedto me in football parlance:“We want to be in the centre of thenational pitch, no longer shunted beyondthe touch lines as we have alwaysbeen.”He was saying essentially that theArab community, which is not going toab<strong>and</strong>on its history, their people or theiraffiliations with fellow Palestinians <strong>and</strong>Arabs elsewhere, accepts that they areIsraeli. They are not out to unravel whathappened in 1948. All they dem<strong>and</strong> isthat they be accepted as equal citizens.Their dem<strong>and</strong> is simple - that everyonecheering in the st<strong>and</strong>s enjoys <strong>full</strong>equality, equal opportunity <strong>and</strong> legitimacyafter they leave the st<strong>and</strong>s. Thiswas the challenge thrown down by BneiSakhnin <strong>and</strong> it was made on a differentturf – through soccer not politics.The challenge is hardly new. How was itreceived?This time it came from a positionof confidence, emboldened by success.“After all, we won the Israel Cup. We arethe champions. You cannot any longershunt us aside. We are an integral partin the fabric of this society. Accept usas equals, as Arab Israelis.” There wasnone of the aggression <strong>and</strong> abrasivenessthat Jewish Israelis identify withArab politicians or fiery Imams whoare locked into the narrative of havinglost the ‘1948 game’ <strong>and</strong> dem<strong>and</strong>inga replay. These were ordinary ArabIsraelis, who recognize they are living ina Jewish State, but want to be acceptedas a legitimate minority with <strong>full</strong> rights<strong>and</strong> opportunities.The ‘Sakhnin challenge’ was not onlya challenge to Jewish Israelis but alsoto the rest of Arab Israelis, particularlythe political establishment of the Arabcommunity as well as saying to the Arab<strong>and</strong> Jewish worlds: “Listen, we cannotbe ignored. We are 20% of this society<strong>and</strong> we want to be accepted.”How is this challenge resonating today, notonly with Jews but also with the Arabs?Well, since that transformative season,we have had wars in Lebanon <strong>and</strong>in Gaza, failed peace <strong>and</strong> that terribleincident where an AWOL Jewish soldier,opened fire in a bus in the Arab town ofShfaram, killing four people. So, it hasnot been easy but the challenge remains<strong>and</strong> Jewish Israelis need to meet it. Letme indicate how far we have come by ananecdote covered in our book.There was this proud Arab nationalistfrom Sakhnin - also an ardent soccerfanatic - who went to the Israel/Irel<strong>and</strong>match. He had never before been to watchIsrael play but was making an exceptiononly because his football idol Abbas wasplaying. He tried to find a seat where theIrish supporters were sitting to avoid‘Praise be the Lord’, Bnei Sakhnin’s Jewishcoach looking thank<strong>full</strong>y towards the heavens.Suspense in the st<strong>and</strong>s.Abbas Suan, Israel midfielder: “They try toput me in one group, but I represent both.”sitting next to Jewish Israelis but wastold all those rows were reserved. Sohe took his chances in the st<strong>and</strong>s <strong>and</strong>sat with everyone around him draped inblue <strong>and</strong> white. All throughout the game- while the spectators were shouting“Israel, Israel” - this guy was bellowingeven louder: “Abbas, Abbas.” Althoughrooting for the same side, there was amini-battle going on.And then Abbas scores his magicalgoal.All of a sudden, “These Jewish guyshauled me aloft as if I had scored thegoal.” Suddenly, this Arab nationalistgets totally blown away with emotion.All the way home, at every traffic lighten route to Sakhnin, he screams out thewindow, “Abbas, Abbas”. In effect, he waspublically delighting in Israel’s triumph.The most telling moment was when hewoke the next morning, having collapsedon his bed <strong>and</strong> found he was still drapedwith the blue <strong>and</strong> white Israeli flag. Hewould never have carried an Israeli flag<strong>and</strong> here he was, quite literally, “sleepingwith the enemy’.It had been a historic day.A Bnei Sakhnin official reflecting on thesuccess proclaimed, “Come to Sakhnin<strong>and</strong> see how Jews <strong>and</strong> Muslims live together,drink <strong>and</strong> eat together <strong>and</strong> playtogether.”There was euphoria; so much expectation!For that brief moment in March,Abbas Suan achieved what politiciansin more than half a century had not– he united the Jewish <strong>and</strong> Arab citizensof Israel.What about the day after the day after?Well, how can we forget! Two weekslater Sakhnin played Beitar Yerushalayimin Jerusalem. And I don’twant to say they don’t want to knowbut maybe are little afraid to even try.My hope is that we begin to make theeffort; to reach out. We will discover apeople not in the image that we sometimesimagine, shaped by the rhetoric oftheir public figures. Medical students from abroad observe <strong>and</strong>participate in a simulated life-saving exercise at Tzrifim military base.“Amazing, these soldiers are younger than us,” one student remarked.Over the last few years, anti-Israelsentiments have sky-rocketed,fueling an open-ended season of Israelbashing. This concerted global onslaughtto delegitimize Israel, has ledmany around the world to express thatIsrael has lost the right to exist.The campaign is vicious.There were the outrageous accusationslast year that Israel’s medical rescueteams to Haiti were there to harvesthuman organs <strong>and</strong> Turks seemed toforget about Israel’s rapid response totheir devastating earthquake in 1999,content to sit back <strong>and</strong> watch stateapprovedTV shows depicting Israelisoldiers as “child killers”.Time to Act“Ze Maspik - enough,” felt twenty-fivemedical students at Tel Aviv University(TAU) who believed they could makea difference in “reforming the negativeimage that has been created aroundIsrael regarding human rights <strong>and</strong> humanitarianaid.” One of the two initiatorsof the new project, South Africanborn Michal Faktor, a 3rd year medicalstudent at the university’s SacklerFaculty of Medicine explains: “Our aimis to reach out to young overseas medicalstudents who will soon be professionallydedicated to saving lives, <strong>and</strong>acquaint them with Israel’s enormousphoto: Amos Geva <strong>and</strong> Shay DruyakCross ContinentConnection. UkeshPrajapati (left)from Nepal <strong>and</strong>Patrik Kubiatfrom Nigeriawere two of sixtymedical studentsfrom twenty-fivecountries whoattended theConference.<strong>and</strong> innovative contribution in the fieldof humanitarian assistance.”Cognizant of the high hurdle that it is“not what we say, but what they hear”,Michal <strong>and</strong> her team organized this pastJuly, together with the St<strong>and</strong>WithUsFellowship, a public diplomacy leadershipprogramme, a Humanitarian MedicineConference (HMC) at TAU.Michal headed the recruitment drive.“Over 60 medical students from some 25countries, most from Europe - the restfrom USA, Canada, Brazil, El Salvador,Nepal, Singapore <strong>and</strong> Nigeria - came tothe four-day conference,” said Michal.“Over 85% of them were not Jewish,have never been to Israel <strong>and</strong> most likelywould never visit Israel in their lifetimeInitiator <strong>and</strong> co-organiser of the WorldConference of Medical Students at TAU,former South African Michal Faktorwere it not for this conference. Ukeh, a4th year medical student from Nepal toldme that while he had heard of Israel, hecould not, before the conference, havepointed it out on a map.”All the visitors were hosted at thehomes of TAU medical students, “soeach got to stay with an Israeli of similarage.”Heart WrenchingAt Hadassah Hospital in Jerusalem,they learnt about the ‘A Heart forPeace’ programme which provides freeheart surgery for Palestinian children.Following a tour where they met youngPalestinian patients, “They were addressedby a Palestinian doctor <strong>and</strong>were free to ask whatever questionsthey wanted.”They also visited Wolfson MedicalCenter in Holon, “where they learnedabout ‘Save a Child’s Heart’ (SACH), anIsrael-based international humanitarianproject which provides life-savingcardiac surgery <strong>and</strong> other life-savingprocedures for children from developingcountries.” This project made nationalnews at the time of the Haitiearthquake, when Israel brought out6-year-old Woodley who had a rareheart malfunction <strong>and</strong> should have beenoperated on in the first six months ofhis life. Wolfson had arranged for thisoperation before the earthquake, “so itsuddenly became a question of findingWoodley in the rubble <strong>and</strong> sendinghim to Israel. All this was miraculouslyachieved <strong>and</strong> his life was saved throughvery complicated surgery.”The group learnt that Woodley wasone of 2,200 foreign children that havebeen operated on since the programmewas launched in 1995. Over 1000 ofthem have been Palestinians from theWest Bank <strong>and</strong> Gaza. “This cooperationgoes on despite the political tensions <strong>and</strong>wars in the region,” says Michal.Interestingly, Wolfson have operatedon some 10 children from Iraq. “Israelisprobably don’t know this, so how can


Feature28we expect the outside world to know?We need to get these stories out therein the public domain.”They visited an army base, “where theymet male <strong>and</strong> female soldiers <strong>and</strong> weresurprised that they were young people,pretty much like themselves who areserving their country.”Most illuminating for the group, werelectures by experts experienced in thefield of providing humanitarian <strong>and</strong>medical aid to crisis spots in the world.They heard “how Israel is usually oneof the first countries to arrive on thescene <strong>and</strong> get things moving quickly<strong>and</strong> professionally.”On the last day, says Michal, “We organiseda panel discussion on medicalethics in conflict areas. One of the doctorswas on the team that went to Haiti,another from Jerusalem who spoke ofsituations where an injured terrorist isbrought in together with some of his injuredvictims. The doctor made it clearthat once they enter an Israeli hospital,irrespective of whatever crimes mayhave been committed, all patients aretreated equally.”Michal says she was impressed by thequestions asked <strong>and</strong> the high level ofdiscussion.And as to what impact the conferencehad on the participants, Michal says:“You only have to look on Facebook<strong>and</strong> read their comments <strong>and</strong> observations,see their photos <strong>and</strong> most telling,the articles on Israel they are reading<strong>and</strong> suggesting others to read. We havepresented them with a prism to processnews about Israel – to be equipped indetermining truth from lies.”And the future? “We are preparing forthe 2011 conference. A good thing too!At 101 years old, FaniaHurwitz is the oldestresident on KibbutzYasur <strong>and</strong> probablythe oldestFania at 18shortly after shefinished matricin Lithuania.Fania with her gr<strong>and</strong>daughter Ruth, takenwhen she was in her early 90s.Southern African in Israel. Still goingstrong, Fania flew last year to SouthAfrica to celebrate her 100 birthday.Her long journey began in Lithuaniawhere she lived through revolution <strong>and</strong>“quite a few wars - WWI, the Polish-Lithuanian War <strong>and</strong> the Lithuanian-Soviet War. The borders were oftenshifting,” related Rena. “One momenttheir shtetl was ruled by the Poles,the next it fell under the Bolsheviks.It was a terrifying time for the Jews,<strong>and</strong> Mom, as a little girl, had a fewnarrow escapes.”On one occasion, Rena relates, “Shewas on a train with her parents, whena bunch of boisterous Bolshevik soldiers,probably drunk, became violent.One of them said ‘Let’s kill the littlegirl.’ My gr<strong>and</strong>father quickly stoodup <strong>and</strong> pleaded, <strong>and</strong> luckily the trainstopped at a station - nowhere nearwhere they were going - <strong>and</strong> theyquickly jumped off.”This was ‘Hunting Season’ in thePale of Settlement <strong>and</strong> Jews werethe prey.Within a decade of this incident,Fania <strong>and</strong> her parents were living inDoornfontein in Johannesburg.Times were tough. Two years afterthe family arrived in South Africa in1929, Fania’s father died, <strong>and</strong> “my mom<strong>and</strong> bobba opened a dairy café.” Fania,in her early twenties, had only basicEnglish, which she taught herself backin Lithuania while reading her firstEnglish book, Little Lord Fauntleroy.“For the first 20 pages she looked upwords in a dictionary; thereafter shewas fine. She’s a quick learner.” Shehad no difficulty answering, “yes” whenPhilip Hurwitz proposed.She also knew Russian - thanks tothe ‘occupation’ - which would laterprove helpful seven decades later withthe mass Russian immigration to Israel.In 1975, after her husb<strong>and</strong> Philipdied, Fania, aged 66, made aliya joiningher daughter’s family on KibbutzYasur, near Akko. Rena had marrieda kibbutznik who had previously beena shaliach for Hashomer Hatzair inJohannesburg in the late 1950s. “In1990, when the first Russian familiesarrived on the kibbutz to learnHebrew, Mom became the officialtranslator. She was of course, fluentin Hebrew as well.”Over the years since making aliyain 1975, Fania had worked in variousfields, <strong>and</strong> at 95, she was officially pensionedoff from an electronics gamescompany. He is only the thirdSouthern African to be so honoured.The former two were Louis Shapiroin the early 1980s <strong>and</strong> more recently,Paul Arieli. The Award recognizesthe outst<strong>and</strong>ing contribution that thehonouree has made to the City as wellas “putting Haifa on the map.”This Shmuel has achieved assuredly.He is the first <strong>and</strong> only Haifa residentto have held the prestigious positionof Head of the Scientific Council,which supervises medical specialisations,oversees examinations <strong>and</strong> accreditsmedical departments throughoutIsrael.Right Man, Right TimeDestiny often intervenes to definea man’s journey. And so it was forShmuel that his tenure as Head ofthe Scientific Council coincided withthe mass aliya from the former SovietUnion. “A million Russians arrived overa 15 year period of which 2% weredoctors. The problem was they camefrom a wide range of cities <strong>and</strong> townsfrom all over the Soviet Union withvarying st<strong>and</strong>ards of competence. Itwas essential to professionally assessthem so that they could be absorbedinto the medical profession. For thosethat required extra training, this hadto be provided. This was a mammothtask <strong>and</strong> success or failure could haveimpacted one way or another on thisaliya.” Bad news travels back veryquickly. That Israel’s populationjumped by one fifth - soon withits own political party in theKnesset - confirmed that thenews was good.Shmuel played a major role inNorman Spirodrafting the legislation <strong>and</strong> the rules toabsorb these doctors. “The governmentinvested over half a billion dollars onthis project. I married an Israeli girlin 1957 <strong>and</strong> stayed.”It was while specializing in gastroenterologyin Seattle, Washington inthe late 1960s that “I was contactedby Rambam Hospital in Haifa to head<strong>and</strong> develop a gastroenterology department,a field still in its infancy inHaifa at the time.”Apart from running the gastroenterologyunit, Shmuel served on the facultyof the Technion Medical School.He takes great pride that “many ofmy students became heads of departmentsin hospitals throughout northernIsrael.”At a gala evening earlier this year at the SuzanneDellal Center in Tel Aviv , the ‘Queen of SpanishDance’ in Israel, Silvia Duran was decorated with thetitle of, ‘Comm<strong>and</strong>er of the Order of Merit’ by theSpanish Ambassador to Israel in the name of JuanCarlos, King of Spain for her contribution to thedevelopment of Spanish dance. If youshould need any help, please write.”There were numerous lengthy exchangesbetween the two, some on thenature of her Judaism in the light ofher mother not being Jewish. In oneletter, Herbstein expresses pleasurewith her father for “imbuing you so<strong>full</strong>y with his ‘Jewishness’ as to influenceyou to come out so strongly onour side.” And strongly she did. AsEitan Haber, Rabin’s former presssecretary <strong>and</strong> a veteran Yediot columnistexpressed at the time of herfuneral in 2005: “One day, when truepeace comes, they will write booksabout her, make movies of her life<strong>and</strong> name streets after her.” He wasright. Oren’s 2010 book may well bethe first of many.One for the BooksLike so many who were inspired byLeon Uris’s “Exodus”, Sylvia was drawnto the heroic exploits of an emergingnation fighting for survival. Bythe time she had turned the last pageof Uris’s bestseller, she had decidedto turn a new page in her own life.She arrived in Israel in the mid-sixties<strong>and</strong> joined Kibbutz Gan Shmuelnear Hadera as a volunteer. If hergood looks were attracting attentionon the kibbutz, there were others alsointerested. The Mossad spotted <strong>and</strong>recruited her.The late sixties <strong>and</strong> earlyseventies were turbulenttimes. Palestinianterrorism was constantlyfront-page news, repletewith airline hijackings,assassinations <strong>and</strong> attackson airports <strong>and</strong> embassies.Rapidly rising to becomeone of Mossad’s top operatives,Raphael, carryinga false Canadian passport, posed as afreelance writer <strong>and</strong> photographer.On any one day she may have beenseen clicking away at a movie setsomewhere in Europe, the next, pursuingIsrael’s multifarious enemies.It was hinted that she was one ofthe very few Israeli agents who penetratedthe PLO’s bases in Jordan <strong>and</strong>Lebanon when an unshaven operativein khaki fatigues, adorning a black <strong>and</strong>white headscarf <strong>and</strong> aholstered gun on hisbelt was orchestratingso much mayhem. DidArafat <strong>and</strong> Sylvia evermeet? With both nowgone - Who knows?But she was reputedto have been very closeto the Jordanian monarchy,frequently visitingher friend Alia,the late King Hussein’sthird wife.Mystery & MystiqueMost of Raphael’s exploits are stillshrouded in mystery, apart from the oneassignment that went horribly wrong.In July 1973, Raphael joined a hastilyassembled team of Mossad agents totrack down Ali Hassan Salameh, BlackSeptember’s operation chief in Europe<strong>and</strong> thought to be the mastermind ofthe Munich massacre. In the sedateNorwegian village of Lillehammer,the team gunned down a Moroccanwaiter called Ahmed Bouchiki believinghim to be Salameh. Raphael <strong>and</strong>five other operatives were captured<strong>and</strong> tried. She was sentenced to five<strong>and</strong> a half years in prison.While incarcerated, she was visitedby Herbstein’s son Frank, a professorin Chemical Crystallography from theTechnion in Haifa. In 1974 he was on alecture tour of Norway <strong>and</strong> “Dad askedme to visit her <strong>and</strong> so I did, takingwith me a box of Israeli chocolates,”Frank told <strong>Telfed</strong>. “She was so gracious.There we were visiting an inmate of aprison <strong>and</strong> she welcomed <strong>and</strong> ‘hosted’us as if we were overseas dignitariesvisiting her estate.” No sooner hadFrank left, when Sylvia penned anotherletter to <strong>Telfed</strong>’s chairman: “Whata lovely surprise getting a visit fromyour son – someone from home <strong>and</strong>someone from your family.”Sylvia was released the followingyear after serving 15 months.Sylvia Raphaelwith the son of afriend on KibbutzRamat HaKovesh.No matter howmuch the professional,in the furtiveworld that Sylviaoperated, mistakeswith lethal consequencesalwayslurked. Hazards ofthe ‘trade’! Sylvia’sbotched assassinationwould provea prelude to another,this time onthe other side. InSeptember 1985,Force 17, a splintergroup of the PLO,murdered threeIsraeli tourists on ayacht off the coastal resort of Larnacain Cyprus. They claimed that the victimswere Mossad agents, one of them,the prized Sylvia Raphael.Keeping MumPeopleNot so! Raphael would live for anothertwenty years before succumbingto leukemia at the age of 67 in SouthAfrica. In accordance with her wishes,the Mossad brought her “home”to be buried on her adopted Kibbutz,Ramat Hakovesh, 7 kms north-eastof Kfar Saba.Her Norwegian husb<strong>and</strong>, AnnaeusScholdt who had been her lawyer ather trial in Norway, revealed to thewriter at the time of her unveilingthat “She was a gifted woman, quickwitted <strong>and</strong> well qualified to do whateverwas required of her. I still knownothing of what she had done prior tothe business in Norway. She was theconsummate professional; she wouldnever speak about her Mossad past,even to me. All I know was that herwork was extremely dangerous.”Prime Minister Golda Meir’s clear<strong>and</strong> simple message at the time - messwith us, <strong>and</strong> you will pay - set thenew rules of the game that are stillin play today.While it’s already five years that oneof Israel’s most accomplished fieldagents has been laid to rest, there isstill so much about the life <strong>and</strong> timesof Sylvia Raphael waiting to be unearthed.•The Spy Who Came in fromthe ColdThere is another revelation that emerges from the correspondence betweenthe imprisoned Mossad agent <strong>and</strong> <strong>Telfed</strong>’s chairman. Sitting in her cold Oslocell in the snowy winter of 1974, Sylvia writes to Judge Herbstein, “I read inThe Jerusalem Post that Tel Aviv - or was it the whole country - was blastedby an unseasonal heat wave - 28 degrees!” With this past summer’s temperaturesfrequently soaring into the forties, ‘An Inconvenient Truth’ emerges offthis 36 year-old casually penned weather report - Global Warming is here!Unlike much of Sylvia Raphael’s life, this today is no secret.
