ISSUANCE / EXTENSION OF TYPE RATED AIRCRAFT MAINTENANCE ENGINEERSLICENSES, GROUP RATINGS AND AUTHORIZATIONSA. AUTHORITY:A1. This Airworthiness Notice has been issued under the <strong>Authority</strong> vested in DG CAA videRule 4 and 51 of <strong>Civil</strong> <strong>Aviation</strong> Rules, 1994B. PURPOSE:B1. The purpose of this Airworthiness notice is to describe PCAA requirements for Issue /Extension of type rated AMEL / Authorization / Group ratings on aircraft falling in General<strong>Aviation</strong> category and to describe the type ratings for Pakistan Aircraft MaintenanceEngineers Licenses in respect of the certification of Aircraft registered in Pakistan,including their engines and system.C. SCOPE:C1. This notice is applicable to all AME’s who perform maintenance work or carry outscheduled/unscheduled inspection/replacement /modification on Pakistani registeredAircraft / Helicopters upto 5,700 Kgs MTOW OR more but not exceeding 19 passengers.D. DESCRIPTION:C1.1 Any other person not holding Valid Type rated AMEL or not having PCAA approval/ Authorization is not allowed to use privileges of AME License.D1. DEFINITIONS:D1.1 Aircraft: - Any machine that can derive support in the atmosphere from thereactions of the air other than the reactions of the air against the earth’s surface.D1.2 Helicopter: - A heavier-than-air aircraft supported in flight chiefly by the reactions ofthe air on one or more power-driven rotors on substantially vertical axes.D1.3 Rotorcraft: - A power-driven heavier-than-air aircraft supported in flight by thereactions of the air on one or more rotors.D2. GENERAL:D2.1 For safety of aircraft operation, it is essential that all maintenance, repair, overhauland modification work of an aircraft is carried out by engineers adequatelyqualified and having the required knowledge, experience and high degree ofcompetence. To ensure this, PCAA conducts basic written and basic oralexaminations for issuance of AME License Without Type Rating (LWTR) .Similarly,AME Type Rated License is issued to those candidates who pass the applicableType written and Type oral examinations after meeting all other applicablerequirements except in CAT “R” where Personal Authorizations are issued.D2.2 The requirements for obtaining an LWTR are laid down in PCAA PersonalLicensing Air Navigation Order ANO-015-XXLC-2.0), which include hands-onaviation experience, OJT, basic courses for aircraft above and below 5,700 KgMTOW etc.D3. CERTIFICATION:D3.1 A person may exercise the certification privileges of AMEL, which are defined inAirworthiness Notice No. <strong>AWNOT</strong>-045-AWXX-4.0 on a particular type categoryprovided that:D3.1.1 A person holds a valid Type Rated AME License in the appropriatecategory OR holds Personal Authorization/Company approval in CAT“R” Com/Nav / Radar. ISSUANACE / EXTENSION OF TYPE RATED AMELD<strong>4.1</strong> GENERAL AVIATION (UP TO 5700 KGS MTOW)D<strong>4.1</strong>.1For Issuance / Extension of AMEL on General <strong>Aviation</strong> aircraft, followingcriteria shall be applied.D<strong>4.1</strong>.1.1“First” Type rated Aircraft Maintenance Engineer License(AMEL) will be issued to a person having LWTR in relevantcategory after passing type written and type oralexamination. The application for issuance is to be submittedat local Airworthiness field office on prescribed PCAAapplication form i.e. CAAF-145-AWXX-1.0.
