Investment possibilitiesof municipal formationSlantsy<strong>Municipal</strong> DistrictLeningrad <strong>region</strong>This project is fundedby the European Union


Slantsy District is situated in the South-West of LeningradRegion in the interfluves of rivers Narva and Luga; in the northand east it is adjacent to Kingisepp, Volosovo, and Luga Districtsof Leningrad Region, in the south – to Gdov and Plyussa Districtsof Pskov Region. As of 1993, the district’s western border is thestate border between Russian Federation and Republic of Estoniaalong the Narva River.The city of Slantsy, the district’s administrative centre with thearea of 3,600 hectares, is located 192 km away from St. Petersburg.The district’s total area is 219,100 hectares. Over a half ofthis area – 117,000 hectares – is forest lands; agricultural landsaccount for 77,000 hectares – one third of the district’s area.The city of Slantsy is situated at the St. Petersburg – Gdovrailroad line. Motorways link Slantsy District with St. Petersburg,Pskov, Luga, Gdov, Novgorod, and Ivangorod. The district hasestablished trade relations with both neighbouring countries andWestern Europe – Estonia, Lithuania, Latvia, Finland, Sweden, andNorway.Slantsy <strong>Municipal</strong> District is comprised of 7 primary level municipalunits – one city of Slantsy and six village settlements –Vyskatskoye, Gostitskoye, Zagrivskoye, Novoselskoye, Staropolskoye,and Chernovskoye.Slantsy District has 44,800 inhabitants, most of whom reside inurban areas.


The district’s principal mineral wealth isoil shale; its geological reserves amount to5-7 billion tonnes. Besides sections of the oilshale field mined underground, there are prospectiveareas where open pit mining is possible.Present economic conditions call for theminimal volume of oil shale production; theoil shale processing capacity of OAO ZavodSlantsy (Slantsy Factory) is not being used. Oilshale is a potential long-term raw material forchemical industry.Other minerals of industrial significance arepeat, marl, clays, sands, limestone, and sapropel.OAO Tsesla makes wide use of limestonein its production of concrete.Slantsy is the only district in Leningrad Regionwith the total area of explored mineral depositsand occurrences exceeding three quartersof the district’s area. Due to the presenceof this massive amount of minerals, mining isa prioritized industry.Investment activity has increased over therecent years. New enterprises are being builtand put into operation and new jobs are created;these current changes allow the peopleof Slantsy to make optimistic plans. The industryproducing construction materials is growing.In late 2008, ZAO EvroAeroBeton – a newfactory producing aerated concrete – waslaunched. The planned output volume is goingto be 165,000 m 3 per year.Construction of a new concrete factory,OOO Tsement, is another large-scale projectbeing implemented in the district. Huge industrialbuildings are being erected on a40-hectare plot next to artificial mountains –waste banks left over from oil shale mining.The first stage of the factory is due to belaunched in 2010.OAO Slantsy Concrete Factory Tsesla isalso stepping up investments in its basiccapital. Tsesla is one of the largest concretefactories in Russia’s North-West; it is part ofthe international concrete producing HeidelbergCement Group. The key to its success isefficient labour management and staff professionalism;each staff member has at least10 years’ work experience in the constructionindustry.A branch of ZAO Hors-Silikon, a mechanicalrubber producing enterprise, is active inthe district; at present, its entire siliconemoulding production has been moved fromSt. Petersburg to Slantsy.OAO Polimer is the only company in theentire North-West producing noise- and vibration-attenuatingrubber parts used in thereconstruction of railroad bed. The companyhas a large capacity for tyre recycling.The two large enterprises of agriculturalindustry directed their 2008 investmentstowards purchasing agricultural machinery.


Low grade of timber and prevalence of leafwood require a non-standard approach – newtechnological methods of processing low-gradewood into intermediates for chemical industry,high-grade charcoal, and producer gas.Vacant land suitable for farming can beused to grow fodder grains, flax, and specialtechnical crops for confectionery, medical,pharmaceutical, and perfume industries, e.g.grow and perform primary processing of aromaticherbs.Property of three former state farms – Staropolsky,Avrora, and partly Slantevsky – is currentlyin desolation. The total area of arableland at these farms amounts to 11,000 hectares.This is the reserve that may be used tobuild up new agricultural production, providingthat the issue of ownership for these premisesis resolved; as a consequence, this will work toadvance the development of rural areas.The city’s industrial zones contain severalland plots with the total area of 50 hectaresthat require additional investment to supplythem with service lines. The territory belongingto OAO Avtomobilist with the total area of 1.5hectares is already supplied with all engineeringservices and can be used to accommodatean industrial park of high-tech organizations.The proposed general plan of the city ofSlantsy envisages expansion of city borders toform a new industrial zone with the total areaof over 500 hectares.Slantsy District has abundant water resources.The major waterway is the river of Plyussaflowing into Narva Reservoir. This is the secondlongest river of the Leningrad Region, and30 per cent of its length is navigable. One ofthe most prominent lakes is Samro, the waterof which contains iodides. The district alsohas access to its own section of the Peipsi Lakeshore. There is unique landscape around LakeDolgoye, which is famous as the lake with thecleanest water in the Leningrad Region. Variouswater areas (rivers Plyussa, Narva, Dolgaya,etc.) and numerous lakes (Peipsi, Dolgoye,Samro, etc.) are in a good ecological condition.There are sizeable forested areas, rich inflora, fauna, berries, and mushrooms. Availabilityof stable natural recreational resourcescombined with technical capabilities forms thebasis for their use for health-improving andtourist purposes. These scenic areas have becomefavourite holiday spots not only for thepeople of Slantsy but also for visitors from St.Petersburg. They are attracted by clean waterand nearby forests, abundant in mushroomsand berries.Over a half of the district’s area is coveredwith forested areas. The district’s administrationhas adopted the policy of improving theimage of areas distant from the city as themost attractive for health-improving tourism.The location remote from St. Petersburg hasleft a large undeveloped potential for startinga network of holiday villages in the district.Integral components of recreational tourismare local sights and opportunities for activeholidays. The picturesque riverbanks ofNarova and Plyussa, the smooth surface ofLake Dolgoye, the historic spots around LakeKushelskoye, the tranquillity of vast forests,and the clean air – all these have become thebasis for entrepreneurial and creative initiativein the development of such types of tourismas aquatic, pedestrian, and farm tourism.This attracts fishermen, athletes, people who


prefer staying at holiday villages and farms ortaking journeys.Some unique landmark buildings are theChurch of Archangel Michael in Sizhno, whichis the oldest building in the district, the Churchof the Intercession of the Holy Mother of Godin Kozya Gora, and the Church of St. Georgethe Victorious in Lozhgolovo. Some buildingsbeing restored are the Church of the Nativityof Christ in Staropolye and a majestic Byzantinechurch named after the Dormition of theMost Holy Mother of God in Zaruchye, a miracle-workingplace with a trace of the Motherof God. Guests can see these churches andvisit the holy sites of Slantsy by taking a pilgrimjourney.Development of farm tourism in the districtoffers an opportunity to get acquainted withthe rural way of life and the beautiful countrysideof our area.Certainly, the district’s chief resource is itspeople.Masters of the “Svoyasi” family club fromthe House of Russian Folk Art in the village ofNovoselye can make a piece of tree bark into awork of genuine Russian art. Carriers of musicaland song traditions of our land are the ethnographicfolk group of Savinovshina villageand the ethnographic folk song group Vesenkafrom the village of Guseva Gora. As we listento old songs, we understand the thousandyeardepth of Russian history, the wealth oftraditional Russian culture and its spiritual andmoral foundations.


There are a number of <strong>region</strong>al events takingplace in the district that are attractive forevent tourism: the <strong>region</strong>al puppet show festival‘Puppet House’, the festival of Orthodoxart, the Day of Holy Equal-to-the-ApostlesPrincess Olga, the Autumn Fair, the New Year’sFun Festival, and the Pancake festival. Majorsports events are the “Miner’s Glory Cup”, thetae kwon do championship of the LeningradRegion, and the Tourist Rally.The Feniks Centre of Sports and Health andthe Nord Vest Club of Sports and Tourism offertheir services to tourists organizing hiking andrafting trips through our <strong>region</strong>. Those wishingto spend time in an interesting, athletic,and educational way are offered the holidayprogramme “Healthy Body and Mind”.The Foundation “Social Business Centre”houses a tourist information centre that organizesexcursion programmes in the cityand the district and offers information, tourism,and advertising services providing themost complete and relevant information onthe tourist potential of the Slantsy District.We are happy to see You in the district of Slantsy!!!
