Daniel PatrickMoynihan rightly said, “Everyoneis entitled to his ownopinion, but not to his ownfacts.” He might just haverightly said, “Everyone is entitledto his own opinion, butnot to be confusing.”The discussion of any matterof public policy is not aidedby using language in a confusingmanner, <strong>and</strong> yet peoplerather routinely do this verything. One of the most confusingstatements one hears regardingfirearms policy is this:“We need to get guns off thestreets.”I have heard this statementmany times for many years,<strong>and</strong> I still have absolutely noidea what that means. Onemight as well say, “We needto get purple zebras out of thetrees.” There are (to my knowledge)no purple zebras, <strong>and</strong>there are no zebras of any colorin the trees, so it simply wouldnot make any sense to say,“We need to get purple zebrasout of the trees.”Now, I have been drivingan automobile for about fourdecades, <strong>and</strong> I have seen manythings in the streets: I haveseen children’s toys left in thestreet. I have seen childrenthemselves playing in thestreet.On windy days I have seentrash cans rolling around inthe street. I have seen dogs,cats, deer, rabbits, squirrels,<strong>and</strong> other animals in thestreets. But I have not onceseen a firearm in the street.Firearms are not in our streets,<strong>and</strong> so it simply does not makesense to say we need to getthem “off” the streets, sincethey are not on them in thefirst place.So, when people say thatwe need to get firearms “offthe streets,” what do they reallymean? Well, they couldmean a number of things –some of which I would agreewith, some of which I woulddisagree with, <strong>and</strong> some ofwhich I would be willing toconsider.I would agree with the expressionif it meant this: “Weneed to do what we reasonably<strong>and</strong> constitutionally canto restrict the possession offirearms by those who willemploy them violently.” Yet,our current policies alreadyaddress this; felons <strong>and</strong> thosewho have been adjudged mentallydefective (<strong>and</strong> severalother categories) are prohibitedby law from possessingfirearms, <strong>and</strong> I largely concurwith such laws.I would disagree with theexpression if it meant: “Weshould prohibit absolutely allprivate ownership of firearms.”Unfortunately, this is,in fact, what some people domean by the expression; theysimply have not the honesty<strong>and</strong>/or intellectual clarity tosay so. Any policy that prohibitedthe private ownershipof weapons absolutely wouldbe unconstitutional <strong>and</strong> unwise.As a third possibility, theexpression could mean: “Iwould like to see the numberof privately owned firearmsin the United States reducedfrom 300 million to 250 million.”I would be willing toconsider such a statement; <strong>and</strong>if a convincing case were madefor it, I would be willing toagree to the policy. But therecan be little progress on thepublic-policy front if peopleinsist on employing languagethat is non-sensical (languagethat simply does not make anysense if taken in a straightforwardmanner).If people desire to eradicateentirely the right of citizensto own firearms, theyshould say so. If they wish(for whatever reasons) to reducethe total number of privatelyowned firearms, theyshould say so. And if they wishto try to prevent the privateownership of weapons bycriminals or the mentally deranged,they should say that,too.
