JULY 2012IMMIGRATIONMATTERS:NEW CHANGES INEFFECTContributed by: SandraSutherland, RCICIn the April 2012 issue of theInsight, I reported that thegovernment vowed to wipe outapproximately 300,000 pendingapplications (presumably fromthe federal skilled workersprogram) by discontinuing theirprocessing after years of sittingin the processing queue. It wasannounced in the Federal Budgetthat a backlog of about 284,000non-Canadians (representingapplicants, their spouses anddependents) would have lost theirplace in the queue and have toreapply again under new policiesand procedures because theywould not be processed.Many applicants, along with theirrepresentatives, were shockedand deeply troubled by thisdecision. Consequently, peoplestarted to speak out against thisinjustice. But, individually eachvoice cannot even amount to awhisper in the ears of JasonKenney, the Minister ofCitizenship, Immigration andMulticulturalism. When joinedtogether with hundreds orthousands of other voices, theiroutcries stands a better chance ofreaching the ears of theauthorities.In addition to being a member ofthe Immigration Consultants ofCanada Regulatory Council(ICCRC), I am also a member ofthe Canadian Association ofProfessional ImmigrationConsultants (CAPIC). CAPIC isa non-profit professionalassociation which is founded onfour pillars: Lobbying,Education, Information, andRecognition. Members of CAPICand other lobby groups joinedforces and sought to defy thegovernment’s decision regardingwiping out the backlog ofunprocessed Federal SkilledWorker Program (FSWP)applications.CAPIC’s lobbying effort werefruitful. Court actions werelaunched against CIC and amoratorium on the plannedbacklog clearance was granted tothe approximately 900 litigantswho took CIC to court over theunjust stoppage of the processingof their applications under theFSWP. So, during the next 90days or so none of the litigants’unprocessed files should bereturned to then. The governmentcontinues to strive forward withachieving their goals and has yetanother bill in waiting. TheFederal Court of Canada had tobe asked to enforce this rulingagainst CIC so that theprocessing of the applicants’cases can be resumed. Thegovernment launched Bill C-38,which is expected circumvent thetemporary pause to thebacklogged FSWP applicationsand move ahead with theirintended process of refunds andbacklog eliminations.Much more has been happeningwith CIC and prospectiveimmigrants. June 29, 2012 wasslated to be the last business dayfor certain prospective applicantsto get their completed applicationpackages in to CIC offices. Manyof us immigration representativeshave been working exorbitanthours in efforts to ensure that ourclients’ cases could be submittedto CIC offices before thisanticipated cutoff date.On June 28, 2012, the Ministerannounced that effective July 1,2012, as a part Canada’sEconomic Action Plan 2012, CICwill place a temporary pause onnew applications to the FSWPand federal Immigrant InvestorProgram (IIP). Applications inthe FSWP received after July 1 stwill not be processed unless theapplicant has secured arrangedemployment or is applying underthe PhD eligibility stream.On June 29, 2012, CICannounced on their website thatthe Protecting Canada’sImmigration System Act (BillC-31) received Royal Assent onJune 28, 2012. According to theImmigration and Refugee Boardof Canada’s (the IRB) website itwas slated for June 29, 2012.Continue on page 6.PAGE 5

JULY 2012CONSTITUTION REVIEWCOMPLETEDThe members of the St. Vincent and GrenadinesAssociation have finally completed the arduoustask of reviewing and making changes to thecurrent constitution. This exercise began in 2008and was completed on May 27, 2012. Once thenew constitution is vetted by a legal counsel andapproved by the provincial government, it willbring the organization into the 21st Century.Some major changes to the document willinclude the inclusion of a separate Board ofTrustees. This new document will also provide arole for the Past Presidents Council. Term ofoffice will be increased from one year to two.Elections will no longer take place at the AnnualGeneral Meeting in January.Once the new document is in place,election of officers will now be held in Novemberwhich will allow for a smooth transition at theAGM in January. The new document will also seechanges in the standing committees of theorganization. Three new standing committeeshave been added, Youth, Seniors and Relief. JULY 2012SVGAT’s Adopted Children Pass Common Entrance ExamsDonlee Sutherland and Kadesha Nichols, twostudents in the SVGAT’s Adpot-A-Child Programwere successful in the Common Entrance Exams inSt. Vincent and the Grenadines. In 2007 the St.Vincent and the Grenadines Association of Torontoaccepted to venture into a program to assist primaryschool children in St. Vincent and the Grenadinesto help them financially to build a foundation toprepare them for the education and life afterprimary school.The program was being advertised in theAssociation’s newsletter for many years prior butnothing was really done about it until that timewhen it was decided that the Association shouldtake the plunge. The then Relief Committee of theAssociation presented a program that was acceptedby the membership to choose one child as a startand provide the support starting with $600.00 in thefirst year with the amount increasing by $120.00each year for the next 4 years to make a totalcontribution of Cdn$4,200.00. It was decided thenthat the funds should be sent at the beginning ofeach year, starting January 2008.The names of all SVG government primary schoolswere put into a hat and the Spring VillageMethodist School was chosen from which a studentwas to be selected to begin the program. Theschool and the Ministry of Education werecontacted and a local committee from SpringVillage chose Master Donlee Sutherland, a grade 2student to be the recipient of this assistance.Immediately as this was announced to ourcommunity, Mr. Allan John who resides in London,Ontario contacted the then president of theAssociation stating how pleased he was to learn ofthe program and he offered to sponsor a childthrough the Association. The same school selectionmethod was used and the Cane End GovernmentSchool was picked. Their committee chose MissKadesha Nichols, a grade 2 student as the secondsponsored child.It is a delight to learn that the two children whowere sponsored and assisted during the past fourand a half years have been successful in the 2012Common Entrance Examinations and will bepursuing further education at secondary schoolsstarting this September.Congratulations to Donlee and Kadesha, theirparents, the trustees who worked with them, Mr.Allan John and family as well as the membership ofthe SVGAT for their support of this initiative.SVGAT Scholarship Program Application Deadline ApproachingThe Association is pleased to announce that two (2) scholarships in the amount of $1,000.00 eachwill be available to eligible applicants for the 2012/2013 school year. JULY 2012Organisation Formed To Link Vincentians In CanadaBy the best of estimates,there are currently over 40,000persons from St. Vincent and theGrenadines living in Canada, manyof whom have been making hugecontributions to the growth of theCanadian economy and itsdevelopment.While most Vincentians inCanada may live in Toronto, Ottawaand Montreal, some live over 3500miles apart, from the Atlantic oceanon the eastern seaboard to thePacific ocean on the west coast, andnorthwards from the U.S.A. borderto the Arctic circle.There are a number of SVGorganizations in Canada. Theirmandate, among other things, is topromote the social and culturalvalues and traditions of ourVincentian heritage and to improvethe quality of life of Vincentians inboth Canada and SVG. Annually,they host numerous events to benefitindividuals and institutions in SVG.Vincentians in Canada,however, lack a nationalorganization, representing andspeaking on behalf of each sector ofthe Vincentian community; anumbrella organization capable ofinteracting and communicating theviews and needs of the VincentianDiaspora in Canada.Two years ago, Toronto based St.Vincent and the Grenadines CounselGeneral in Canada, Steve Q Phillips,had a dream to facilitate the creationof the National Federation of St.Vincent and GrenadinesOrganisations in Canada.On Sunday, June 10, 2012, at8:00 a.m., after two years ofcommunication and hard work, thatd r e a m b e c a m e a r e a l i t y .Approximately 25 personsrepresenting SVG associations inToronto, Montreal, WinnipegManitoba, and Edmonton attended asymposium to discuss and approve aformal resolution to establish theNational Federation and, following aline by line review and muchdiscussion, to approve a Constitutionto govern the new organization.
