Decree No. 85/2006. (XII. 15.) of the Minister of Economy and Transporton the highest administrative prices of inland reserved postal servicesOn the basis of the authorisation granted under Paragraphs (1) and (2) of Article 7 of ActLXXXVII of 1990 on pricing and Paragraph (4) of Article 53 of Act CI of 2003 on PostalServices, in agreement with the Minister of Finance, I hereby decree the following:Article 1(1) The highest administrative price which can be charged for inland postal services relatingto items of correspondence/direct mail of maximum 50 g, and to official documents irrespectiveof volume limit, shall be specified in Annex 1 to this Decree.(2) The highest administrative price which can be charged, subject to the location of posting,for the bulk mailing of items of correspondence/direct mail of maximum 50 g shall be specifiedunder Annex 2 to this Decree.(3) The universal postal service provider may specify lower prices than the highestadministrative prices specified under Annexes 1 and 2, as well as application criteria attachedthereto in its own business regulations.Article 2No special postage price shall be charged for forms and other administrative accessoriesrelated to the postage and delivery of postal items within the category of reserved services, exceptfor post office items with inherent value.Article 3For the purposes of the present Decree:a) a standard letter is an item of correspondence1. of maximum 30 g,2. of a size of 114x162 mm or 110x220 mm (±10 mm),3. the envelope of which is closed by the unbroken sealing of the closing flaps, and thecontents of which fill up the envelope,4. the postal item has an evenly flat surface also when compressed;b) standard direct mail is a direct mail item1. of max. 30 g,2. of a size of 114x162 mm or 110x220 mm (±10 mm),3. having an evenly flat surface even when compressed and a thickness of maximum 5 mm;c) a priority item is an item1. bearing a special marking ("PRIORITY and/or PRIORITAIRE"),2. handled separately from non-priority items from postage to delivery by the service providerwho also ensures the priority of the item throughout the entire service process;d) bulk mailing: mailing of over 500 items per occasion/weight category, in a breakdown bybooked/unbooked items;e) a postal service location is a permanent postal service location accessible to clients duringthe specified opening hours, without limitation;f) a correspondence item is a postal item as defined under Act CI of 2003 on Postal Services;the size limits as well as the quality requirements of the postal service related to such items areset out under Government Decree No. 79/2004. (IV 19.) Korm. of the Government on theprovision of postal services and their quality requirements;

g) direct mail is a postal item as defined under Act CI of 2003 on Postal Services; the sizelimits as well as the quality requirements of the postal service related to such items are set outunder Government Decree No. 79/2004. (IV 19.) Korm. of the Government on the provision ofpostal services and their quality requirements.Article 4.The present Decree shall enter into force on 1 January 2007, with Decree No. 2/2004. (III. 3.)IHM of the Minister of Information Technology and Telecommunications on the highestadministrative prices of inland reserved postal services as well as Decree No. 1/2005. (I. 19.)IHM of the Minister of Information Technology and Telecommunications and the amendingDecree No. 17/2005. (XII. 21.)
