SECTION 3Carnival EntriesAll carnival entries will be via the on line electronic systemhttp://www.registration.lifesavingvictoria.com.au/tide/registration/Entries For all rounds of the TRE Premiership Series excluding <strong>Victoria</strong>n IRBChampionships must be received before midnight Tuesday prior to said carnival,officials names must be entered at this time as well (000).When entering your teams into the online entry system, please ensure you readthe instruction for entries if you are unsure as to how to enter your teamsproperly.If you still have any problems entering your teams or using the system, pleasecontact the Aquatic Sports Department on sport@lifesavingvictoria.com.au or9676 6957.Entries requirements for TRE <strong>Victoria</strong>n IRB Championships will be issued in acircular issued by LSV closer to the event.Carnival Fee’sTRE Premiership Series carnival entry fees have been set at $20.00 percompetitor for the 2011/2012 season.TRE <strong>Victoria</strong>n IRB Championships entry fees will be $32.00 per competitor.Clubs fees will be invoiced monthly by LSV.Pennants are presented to Event winners and Carnival winner for allPremiership Carnivals.Medals are presented to 1 st , 2 nd & 3 rd at State Titles. SECTION 4Carnival DrawsCarnival Event Draw will be emailed to club team managers on the Thursdaymorning preceding the carnival.Clubs are advised that ALL teams must be entered prior to midnight on theTuesday before the carnival or four days prior to the carnival.Southern States Challenge teams will need to be entered using the regularcarnival entry systemA draw for lanes takes place at this time thus NO late entries of Teams arepermitted.Accredited Team Officials need to nominate along with team competitors.The advertised carnival event ORDER may be changed at any time, dependanton prevailing conditions. SECTION 5Carnival Format – <strong>Victoria</strong>n Championships<strong>Victoria</strong>n Championships will be run as per the following (AustralianChampionships format).Saturday 8am – 12.00noon ScrutineeringSaturday 12.00pm – 3.00pm Heats, Quarters,Sunday 8.30am – 1.00pm Semi Finals, FinalsSunday 2.00pm – 3.00pm Technical ScrutineeringSunday 3.30pm Presentations TRE State Title EventsTRE Premiership Point ScoreThe order of events will be set on the day, determined by the number of teamsentered.The intention of this is to have the events in order by the time of Semi finals.This is intended as a guide, and the carnival referee may change guide athis/her discretion dependant on conditions.Carnival Format – TRE Premiership Series RoundTHE 2012 TRE PREMIERSHIP SERIES WILL BECONDUCTED USING A KNOCK OUT FORMAT.Teams will compete in heats, quarter finals, semi finals & a final as required(depending of available time and beach conditions).The number of teams progressing through each round will be advised to TeamManagers on the draw sheets.All points gained by each individual club will be combined to give us an overallcarnival winner14 of 26


SECTION 6VICTORIAN LOCAL RULES:These local rules have been put into place to help <strong>Victoria</strong>n Carnivals runsmoothly. Please be aware that the Chief Referee has the discretion to over ruleor change as they see fit..1. Clubs may “borrow” without forming a composite team up to one (1) patientfor the Mass or Teams Races provided that the patient has been enteredfor that carnival.This rule does not apply to clubs who already have a team entered forthat event. This rule does not apply to the State Titles2. The Carnival referee on advice from appointed Medical Coordinator isgiven the discretion to remove a competitor(s) from the carnival on groundsof Safety.3. At the <strong>Victoria</strong>n State Titles an up front $200? Appeal fee will apply for allappeals. This fee is fully refundable if the appeal is upheld. Any collectionof this fee shall have a receipt issued to the protesting club and incomereturned directly to the IRB Completion area.4. Clubs will be required to supply official’s, all of which MUST be accreditedand all of whom need to be members of the LSV affiliated clubs they willrepresent. Dependant on the number of teams they enter into said carnival.The highest number of teams (either Male or Female) that a club“ENTERS” “NOT STARTS” in any particular event will be used to calculatesaid clubs requirements.1 team = 1 official2 teams = 2 officials3 teams = 3 officials,4 teams = 4 officials,5 teams = 4 officials,6 teams = 4 officials,7 teams = 5 officials,8 teams = 5 officials,9 or more teams 6 accredited officialsE.g:A club has 3 men’s teams and 2 women’s teams entered; this club willneed to provide 3 officials.E.g 2: A club has 4 women’s teams and 2 men’s teams entered; this club willneed to provide 4 officials.5. Club who wish to borrow Officials (members of other club’s) need to getapproval “in writing” from the said official. Identifying that said Official ishappy to officiate with that club at the said event. The written approvalneed to have been received by the Manager of Surf Sports before theclose of entries for said carnival. Non receipt of written notification on time15 of 26


will deem those said Officials not part of the club entry list. Penalties couldbe fewer teams in the official draw.6. Club supplied officials will need to make themselves available to thecarnival Referee 1 hour prior to the advertised carnival start time. Officialswill be required to officiate until 1/4hour after the conclusion of the lastevent. Some Officials may be required for longer times than stated; theseOfficials will be notified of this prior to the carnival. Failure to have thecorrect number of officials available will make your club ineligible tocompete at this carnival or another. The Club(s) may also be referred tothe carnival disciplinary committee7. LSV understands that due to unforeseen circumstances club nominatedofficials may not be able to attend said carnival. Clubs may be able tosubstitute officials; substitution may only be by a member of said club(Referee may ask for evidence of club membership).8. Composite teams may compete at all <strong>Victoria</strong>n IRB Carnivals except StateTitles, No points, pennants or prizes can be awarded to composite teams.9. Clubs will be rostered to supply work force to assist with carnival set upand pack up. Clubs will be required to supply work force. Failure to providea work force for the carnival set up and pack up may lead to disciplinaryaction.10. The roster and job list will be emailed to club nominated representativealong with the draw sheet.11. The competition area (including all Cans) is a no go area for all craft. Anyboats found to be in this area or using the course cans for training at anytime, may find that crew or club disqualified for the day. Crews involved inthe set up of the course are excluded from this.12. No Competitors can compete in more than 8 events (plus the lifesaverrelay) at any given carnival not including trial events. Any clubs found to be‘Double Dipping’ competitors, will face disciplinary action.13. Clubs must not remove scrutineering ‘paint marks’ from boats or motorswithout first gaining the permission of the carnival referee. Failure toadhere to this may result in club(s) being referred to the carnivaldisciplinary committee.16 of 26


SECTION 7Competitor EligibilityTo be eligible to compete in IRB competition competitors must meet stringentcriteria.3.6.1.4 Competitor pre-requisitesAt the date of entry closure for the competition to be contested:(a) Drivers are required to:(i) Have held the IRB drivers award for a minimum of six months, becurrently proficient as required by SLSA and have logged twenty IRBdriving hours within the previous twelve months.(ii) Be endorsed by a current licensed Surf Coach as being competentfor IRB competition.(b) Crewpersons are required to:(i) Be a minimum of sixteen years of age.(ii) Have held the IRB crewpersons award for a minimum of six months,be currently proficient as required by SLSA and have logged aminimum of twenty IRB crewing hours within the previous twelvemonths.(iii) Be endorsed by a current licensed Surf Coach as being competentfor IRB competition.(c) Patients are required to:(i) Be a minimum of fifteen years of age.(ii) Have held the IRB crewpersons award for a minimum of threemonths, be currently proficient as required by SLSA and have loggedtwenty IRB crewing hours within the previous twelve months, or, holdthe IRB crewpersons award, be currently proficient as required bySLSA and have logged twenty competition specific IRB training hoursunder the tuition of a current licensed Surf Coach.(iii) Be endorsed by a current licensed Surf Coach as being competentfor IRB competition.(d) Handlers, at the date of competition, are required to:(i) Hold the IRB crewpersons certificate and be currently proficient asrequired by SLSA.(ii) Be entered in the competition contested and wear a competition capwhilst handling the IRB. Note: Exemption may be given by the Refereefor a competitor to be an IRB handler for a club other than their own.(e) Competitors should be conversant with all current specifications,competition rules and event conditions etc pertaining to IRB competition andcomply accordingly. Attention is also drawn to other relevant sections of theSurf Sports Manual including Section 2- General Competitive Conditions andany other relevant circulars or bulletins which must also be complied with.17 of 26

SECTION 9Officials – Your ResponsibilityOfficials# Be a financial member of an LSV affiliated club# Be 16 years of age.# MUST be accredited or a trainee (that has completed the officials coursewith LSVHINTS• Include your Officials as part of the team. Transport / accommodation etc.• Train your officials to the correct standard, demonstrate rules anddisqualifications.• Introduce your officials to the Carnival Referee• Summer officials who were unable to attend their required carnivals canmake up requirements through IRB carnivals.• Mums, dads, sisters, brothers, kids, boy / girlfriends etc can all make goodofficials. Ask and give them a go.• It is a lot easier to have 10 people do 10 jobs than have one person doingthe lot.• Most importantly, make it fun……..19 of 26


SECTION 10Protest ProcedureThe Protest Procedure is available to all competitors and clubs and must becorrectly completed for the protest to have any success. In most cases, protestsare dismissed instantly because the correct procedure has not been adhered to.A successful protest is one that is clearly written on the correct form, quoting thepage and paragraph from the Competition Manual that supports your protest.Simply writing why you should be allowed to proceed through to the next roundwill not be a “successful” protest.Protest forms should be completed by a Team Manager who has access to theCompetition Manual (and they’re dry!!). Ideally competitors should not bedirectly involved in completing the protest form. However they may have toverbally inform the Sectional Referee (or Carnival Referee) that a protest will belodged and this MUST be within 5 minutes of the results being posted.Remember: No protest will be accepted that is a direct challenge to the FinishJudges decision.For example – “Team A should be allowed to go into the final of the Tube Racebecause theyPlaced 4 th not 5 th as the judges have indicated” is a directchallenge to the judges decision and will not be accepted.PROTEST PROCEDURE(Refer “SLSA Competition Manual – 34th Edition”)1. PROTEST AGAINST THE START OR FINISH JUDGES DECISIONA protest is not allowed.2. PROTEST AGAINST EVENT CONDITIONSMust make verbal protest to Referee/Sectional Referee prior to event being conducted.The competitors shall be informed of such protest prior to the event.3. PROTEST AGAINST A COMPETITOR OR AGAINST AN OFFICIAL’SDECISIONABCLodge verbal protest to Referee/Sectional Referee within five (5) minutes ofcompletion of event or of announcement of result of the event.Submit written protest to Referee/Sectional Referee within fifteen (15) minutesof lodging verbal protest.Result will be withheld until protest is decided.20 of 26


d. NOTE: Protest may be withdrawn or not proceeded with, if the competitor isconfident that the judges/officials are dealing with the relevant breach of rules.EFGHIJKAdjudication by the Referee/Sectional Referee shall proceed on the writtenprotest or a judge’s report(s) as appropriate. The Referee/Sectional Refereemay, if necessary, hear evidence from the competitors concerned with thealleged breach of rules.Direct referral of the protest or report to the Carnival Disputes Committee isan option for the Sectional Referee.The Sectional Referee’s decision may be disputed by way of referral to theCarnival Disputes Committee.Lodge dispute within fifteen (15) minutes in writing to the Carnival DisputesCommittee.All sides of the dispute shall have the opportunity to put their case to thecommittee.Carnival Disputes Committee decision heard in camera, shall be advised torelevant officials and competitors. This decision is final and there is no furtherright of appeal. Reasons may be given for this decision.The Carnival Disciplinary Committee may have serious breaches of SLSAdiscipline referred to it by the Carnival Disputes Committee.L(a) Judges must report all apparent breach of rules to the Referee/SectionalReferee for investigation and adjudication or referral to the Carnival DisputesCommittee.(b) Video / electronic aids may be used by officials only.NOTE: WHEN LODGING YOUR PROTEST YOU MUST QUOTE THE PAGE ANDPARAGRAPH NUMBERS FROM THE RELEVANT MANUAL OR BULLETIN WHICHSUPPORTS YOUR PROTEST.Link to SLSA Protest Formhttp://www.slsa.com.au/site/_content/resource/00002550-docsource.pdf21 of 26


SECTION 11Point Score explainedThis year there again will be two point score systems.One which operates at each carnival to determine the carnival winner at eachcarnival, the second follows a crew in a specific event through the carnivalseason.Carnival Winners1 st 8 points 5 th 4 points2 nd 7 points 6 th 3 points3 rd 6 points 7 th 2 points4 th 5 points 8 th 1 pointEach team representing their club are eligible to score points for their team. If aclub finishes 1 st & 3 rd in an event then they score 14 pts (6+8) for that event.The winning club will be the club with the highest point score. Should the pointsbe even at the conclusion of racing then the final places shall be determined ona count back, as per the Australian Titles.This point system is also in place for the <strong>Victoria</strong>n IRB State Titles for which theBob Anthony perpetual Trophy will be awarded.Season Event ChampionsIn order to recognise consistency and specialist skills within each of the eventsthere will be a perpetual trophy awarded to the highest scoring team (Driver / Crewcombination) for the <strong>Victoria</strong>n Season (not including state titles).Points at each of the local carnivals will be recurred per event to determine thehighest point scorer for the event. SECTION 12Helpful Hints (make it to your race in the allocatedtime)1) If at all possible each club should appoint a non competing Team Managerto assist with the organisation of each team.2) Know the order of events, how many teams progress through each eventand how many heats per event. (NB: this is possible to change each carnivaldependant on the surf and number of clubs entered)3) Know which heat is currently racing and how many until your next event.4) Patients are taken out to sea by Duty Boats on the direction of the PatientMarshall, wait until the Boat Marshall directs you then proceed directly toyour allocated lane after the conclusion of the previous race. This way youwill maximize your time to get set up. Once all crews are ready and indicatethis to the starter he / she may start the event anytime.5) Your patient is in the previous race.a) Anticipate the situation, and inform the Patient Marshall ASAP that yourpatient for event, heat and lane will be late due to the patient being in theprevious event.b) Arrange to have another person to take your patient position in themarshalling area;c) Try to avoid having patients competing in all events.6) Have your back up motor, extra fuel, basic tool kit and spare parts on thebeach with you. If something goes wrong these should be within easy reach.7) Always know where your boat is parked. Crews have put excess stress onthemselves or even missed races by not being able to find their boat.Remember where it is, what distinguishing marks it has (the red one with BPon it is a bit vague).23 of 26


SECTION 13State IRB TeamEach year, a <strong>Victoria</strong>n IRB Team is selected to compete in the SLSA IRB InterstateChampionships to be held during the Australian IRB Championships. Expressions ofInterest for Athletes, Management Team and Selectors will be sent via LSV circularbefore the commencement of the competition season.Selection process: All <strong>Life</strong> <strong>Saving</strong> <strong>Victoria</strong> members in the Open age groups for theseason 2010-2011 are eligible to participate providing they have met the followingselection criteria.Participant requirements: In order to be eligible for selection in the State teams,participants must:Be a current financial member of an affiliated LSC within <strong>Victoria</strong>; andHave obtained their appropriate IRB award (see below)Hold a current working with children check (if over 18yrs)State Team composition:The State Team will each comprise the following positions:16 team members (including drivers, crew & patients both male and female) 2reserve team membersThe team will generally consist of 3 male teams (3 drivers, 3 crews), 3 female teams(3 drivers, 3 crews) and either 4 specialty patients or 2 specialty patients and onespare team (either male or female).State Team management group: The Management Group will comprise thefollowing positions:1 x Coach1 x Manager1 x Assistant Manager (Male/Female)1 x Patient Coordinator (Male/Female)State Team Selectors3 x Team Selectors will be appointed to join the Coach and team manager to selectthe team.Events to be contested at the IRB interstate challenge:Male tube rescue raceFemale tube rescue raceMale Mass rescue raceFemale Mass rescue raceMale Teams rescue raceFemale Teams rescue raceMale rescue raceFemale rescue race<strong>Life</strong>saver IRB relay (consists of 16 team members)24 of 26


State Team selectors: The IRB Coach, Team Manager and Assistant TeamManager Positions will be called for prior to the selection events and that thesepersons shall form the state team selection panel with three other selection panelindividuals. These positions will be appointed by the Aquatic Sports Executive.State Team selection process: Selectors will be evaluating the participants on theircompetitive ability in the Premiership Series Carnivals prior to the Australian IRBChampionships. This may also include the 2011 TRE <strong>Victoria</strong>n IRB Championshipsprior to the Australian IRB Championships. It is important to note that the teammembers selected may be required to compete in a number of events. State teammembers will be selected on carnival results. The team chosen will reflect the bestpossibilities of achieving the highest overall point score at the Interstate Challenge.Selectors will reserve the right to exercise their discretion in final selections ifcircumstances deem fit.Selection Is Based Upon The Following:1. Actual performance in the nominated state team selection events (all carnivals andstate championships)2. How versatile the competitor is, e.g. different conditions3. How the competitor ranks at a national level at the time of selection. Selectorsdiscretion will remain if circumstances deem fit.4. How the overall team will be composed with respect to the makeup of the lifesaverrelayOther considerations Specific tube swimmers may be selected for the tube eventsonly and selection may not necessarily include the entire tube team from that club(i.e. driver and patient)Inability to compete in carnivals for selectionIf you are injured and unable to compete in the selection carnivals, you are requiredto produce a doctor’s certificate indicating the type of injury and comments by thedoctor, (3) three days prior to each trial. You will also be required to attend carnivalsto register your interest. If you are unable to attend the carnivals, i.e. interstate oroverseas on carnival dates, you must notify the State Team Coordinator in writing atleast one (1) week prior to the carnival dates to be considered for selection.Competing in another sport on selection carnival days will not be considered.Notification is to be via Aquatic Sports Manager at LSV (email or post).Further State Team Information At this stage the following information has beensupplied to <strong>Life</strong> <strong>Saving</strong> <strong>Victoria</strong>. As further details are announced you will be notified.State Team CostsSuccessful athletes will be required to contribute to the cost of attending thechampionships. The cost may be subsidised by <strong>Life</strong> <strong>Saving</strong> <strong>Victoria</strong>. Costs involvedwill cover the following:AccommodationTransportAll mealsTeam Uniform*You will be invoiced after the Interstates for your participation in the event.Additional Training Sessions Competitors who are selected must make themselvesavailable for additional Team training sessions.25 of 26


SECTION 14Carnival Set up and Pack upWork PartyAll clubs will need to provide personnel to assist in the set-up and pack-up of allcarnivals this season. One person from each club is required at the start of the dayfor the set up of the carnival and 2 people from each club are required for the pack upafter the carnival.Please make sure you send appropriate personnel i.e: People who are capable oflifting boats, motors and anchors.These personnel are to be on time and are required until told they are no longerneeded by LSV.Penalties will apply for clubs who do not ensure this happens.The morning set-up personnel will generally required to report to the carnival refereeat the LSV Control Trailer at 7:00 am SHARPTheir roles will include:• Assist in getting the duty boats set-up and onto the beach.• Assist in getting buoys, ropes and anchors onto the beach and ready to be putinto the water.• Assist getting any of the beach course equipment onto the beach if required.The afternoon pack-up personnel are required to report carnival referee (ornominated person) outside the LSV Control Trailer at the immediate end of the lastrace of the day. All teams involved in the last event of the day will be required to pickup cans from the water under instruction of the LSV water safety crews.Their roles from there include:• Assist in getting all buoys, ropes and anchors off the beach once packed up.• Assist in getting all duty boats off the beach as soon as they are ready (priorityover any club equipment).• Assist in packing up of the duty boats, running motors and packing of the LSVgear trailer.There will be no exceptions to the above requirements and Clubs who fail tomeet the above requirements will be penalised.26 of 26
