<strong>2009</strong> <strong>Diablo</strong> <strong>Valley</strong> <strong>College</strong><strong>Kevin</strong> <strong>Towhy</strong> <strong>Memorial</strong><strong>Collegiate</strong> Speech and Debate TournamentDear Forensics Colleagues:On behalf of the Department of Speech at <strong>Diablo</strong> <strong>Valley</strong> <strong>College</strong>, we would like toinvite you to participate in our <strong>2009</strong> tournament. Competition will be held fromOctober 23-25 th on our campus. <strong>Diablo</strong> <strong>Valley</strong> <strong>College</strong> is located in Pleasant Hill,adjacent to Concord and Walnut Creek. It is immediately off Interstate 680. It ismost easily served by the Oakland International Airport, although other Bay Areaairports would work for you.Notable reasons to attend:1) We will use the same schedule as last year. We were able to run an on-time,full service tournament that was reasonable for our students. ParliamentaryDebate will be done over 2 days. This will save you money and time that youwould have spent to be here all three days. On Saturday, the IE swing part onewill conflict with parli, so students will not be able to do both. Sunday, all parlidebaters can still do a complete IE tournament as part 2 of the swing. If you areonly doing IE’s and need to save cash, you could attend one day and not haveany hotel expenses.2) Individual Events will be a 2 day swing. Saturday will be a completetournament and Sunday will be a complete tournament. This means a number ofgood things: more chances for legs, more prelim rounds for IE only studentssince they will get 4 prelims with this format, more trophies and it shouldfacilitate a relaxed schedule for everyone. This also allows students who can onlyattend one day of a tournament to do all their events on that day (instead of justone pattern). It does mean that parli students will not be able to do IE’s onSaturday.3) We will be full-service. Your policy team, parliamentary team, and individualevents team will all be able to compete.4) We will be cheap as possible. This is going to be a no-frills event, so that costscan be kept low. We will have the cafeteria open on Saturday so you and yourstudents can buy food, but we will not be providing any. Sunday, we recommendbringing lunches or having pizza delivered to campus for your teams. Entry feesare being kept as low as possible to cover the cost of decent trophies, thecustodial services and the police services the campus requires. We are not tryingto take money from your program to support ours.We will offer two preliminary rounds in all 11 AFA individual events (both noviceand open when possible) on both Saturday and Sunday (for a total of 4 prelims),two divisions of NPDA Parliamentary Debate, and three divisions of policydebate. We will have six debate prelims and the appropriate number of out-

Friday, you willneed one.EventsTeam Policy Debate:We will have six preliminary rounds on the <strong>2009</strong>-2010 CEDA resolution withappropriate numbers of elimination rounds per division. There will be threedivisions (Novice/Junior/Open). We will follow CEDA rules for eligibility. Ifcollapsing of divisions is warranted, it will be our priority to maintain a purenovice division first. Time limits will be 9-3-6 with 10 minutes of prep. Rounds 1and 2 will be preset, 3 and 4 will be lagged off 1 and 2, and 5 and 6 will bepowered separately. Teams will advance to elimination rounds based on thefollowing criteria: win/loss, total speaker points, adjusted speaker points, doubleadjustedspeaker points, and ranks. Brackets will not be broken. Policy debaterswill not be able to participate in individual events. DVC students may competeand will be eligible for elimination debates and awards. One critic covers twodebate teams. A policy critic cannot judge IE’s or Parli, since they will be runconcurrently. Hybrid teams will be allowed to clear to elimination rounds butthree person teams will not. Immediately following 1st elim: Policy awards ceremonyOther rounds to follow as appropriateTeam Parliamentary Debate – NPDA:We will offer two divisions (novice/open), following NPDA eligibility rules. Therewill be six preliminary rounds, followed by the appropriate number of eliminationrounds. Teams will use the 7-8-8-8-4-5 format, with 20 minutes of prep andwalking time, beginning at the end of the topic announcement. The first threerounds will be preset and then round 4 will be powered off 1 and 2. Rounds 5and 6 will be straight powered. Teams will advance to elimination rounds basedon the following criteria: win/loss, total speaker points, adjusted speaker points,double-adjusted speaker points, and ranks. Brackets will not be broken. Parlidebaters will not be able to compete in the first day of the IE swing on Saturday.One critic covers two debate teams. All resolutions will be announced to thegroup outside of the cafeteria in the central quad, assuming no rain. If it rains,announcement will be in the cafeteria. You are allowed to consult materials andcoaches during the 20-minute preparation period. Judges are allowed, but notrequired, to disclose their decisions but are limited to no more than 5-minutediscussions with debaters after each round. Hybrid teams will be allowed to clearbut three person teams will not. Maverick debating will not be allowed. A “warmroom” listing of team records will be posted following round 2. If you miss the judge because you are doubletripled entered you will NOT be able to make it up. Students may compete in twoduos with two different partners. Competitors may not use selections used incompetition prior to September 1, <strong>2009</strong>. DVC students may compete and will beallowed to advance to elimination rounds. In fact, we areraising the IE judge coverage ratio so one judge now covers 6 slots, where lastyear it was 5. Each debate team entry is $50.00 and each individual events slotis $10.00. Each uncovered parli debate team will be $80.00 and policy debateteam will be $100.00. Each uncovered IE slot will be $10.00. Each critic willcover two debate teams. Each IE critic will cover six slots per day. Please makechecks out to “Becky Opsata, c/o DVC Forensics.” Fees will be set at noon onWednesday, October 21 st ; schools should expect to pay the set fee amount atregistration regardless of subsequent drops to the setting of fees.
