Today <strong>the</strong> primefocus of <strong>the</strong> Dutch <strong>in</strong>dustry lies <strong>in</strong> <strong>the</strong> second part of <strong>the</strong> value cha<strong>in</strong>, namely <strong>the</strong> fermentative and/orenzymatic production of biochemicals.The most important universities and knowledge <strong>in</strong>stitutions <strong>in</strong> <strong>the</strong> <strong>in</strong>dustrial biotechnology doma<strong>in</strong>are:• Technical University Delft (Centre of Biotechnolgy, Kuyver Centre);• University Gron<strong>in</strong>gen (Biomolecular <strong>Sciences</strong> and Biotechnolgy Institute);• Wagen<strong>in</strong>gen University (Wagen<strong>in</strong>gen Centre for Food <strong>Sciences</strong> –WCFS, Agrotechnology andFood Innovations –A&F;• University of Leiden (molecular genetics and cell biology);• University of Utrecht;• Radbout University Nijmegen;• NIZO food research <strong>in</strong> Ede;• TNO;• Dutch Polymer Institute (DPI).4. Dynamic <strong>in</strong>novation system <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlandsInnovation is regarded as <strong>the</strong> essential factor <strong>in</strong> <strong>the</strong> motor driv<strong>in</strong>g susta<strong>in</strong>able growth, and that is why<strong>in</strong>novation policy has been given significant political and substantive impetus over <strong>the</strong> last few years.<strong>Life</strong> <strong>Sciences</strong> is considered as a key-technology <strong>in</strong> <strong>the</strong> road towards a knowledge economy. In <strong>the</strong>analysis and policy framework for <strong>in</strong>novation policy, <strong>the</strong> emphasis is shift<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly towards <strong>the</strong><strong>in</strong>teraction between <strong>the</strong> players (market, government, <strong>in</strong>termediairies) <strong>in</strong> <strong>the</strong> dynamic <strong>in</strong>novationsystem and an <strong>in</strong>tegral system approach, particular <strong>in</strong> <strong>the</strong> field of work of <strong>Life</strong> <strong>Sciences</strong>. After all,<strong>in</strong>novation, and certa<strong>in</strong>ly <strong>the</strong> long-term development processes <strong>in</strong> <strong>Life</strong> <strong>Sciences</strong>, do not occur <strong>in</strong>isolation, but <strong>in</strong> mutual <strong>in</strong>teraction between many players and environmental conditions. The<strong>in</strong>novation cha<strong>in</strong> is characterised less and less as a l<strong>in</strong>ear development model (from knowledge tomarket) but <strong>in</strong>creas<strong>in</strong>gly that of a cyclic model with feed-back mechanisms from application tofundamental research and <strong>the</strong> o<strong>the</strong>r development phases. These developments result <strong>in</strong> <strong>the</strong> creation ofsuccesful concentrations of companies and knowledge <strong>in</strong>stitutions such as <strong>the</strong> BioScience Park <strong>in</strong>Leiden.<strong>Life</strong> <strong>Sciences</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands 6

The function<strong>in</strong>g of <strong>the</strong> dynamic <strong>in</strong>novation system is determ<strong>in</strong>ed by <strong>the</strong> quality of itscomponents and <strong>the</strong>ir mutual relations and <strong>in</strong>teraction. This quality is affected by <strong>the</strong> presence (orlack) of market, system and government imperfections <strong>in</strong> and between <strong>the</strong> variuos components of <strong>the</strong><strong>in</strong>novation system.Regional distributionMapp<strong>in</strong>g <strong>the</strong> location and <strong>in</strong>tensity of <strong>Life</strong> <strong>Sciences</strong> activity <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands, it provides a view onwhere <strong>the</strong> dedicated <strong>Life</strong> (highly <strong>in</strong>novative) <strong>Sciences</strong> companies, <strong>in</strong>cubators and science parks,genomics centers of excellence and o<strong>the</strong>r important <strong>Life</strong> <strong>Sciences</strong> <strong>in</strong>dustry participants are located. In<strong>the</strong> Ne<strong>the</strong>rlands 9 biotechnology clusters can be <strong>in</strong>dentified <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g regions:• Amsterdam region;• Delft/Rotterdam region;• Gron<strong>in</strong>gen region;• Leiden/The Hague region;• Lelystad region;• Maastricht region;• Nijmegen region;• Utrecht region;• Wagen<strong>in</strong>gen/Ede region.If we look at <strong>the</strong> current numer of highly <strong>in</strong>novative <strong>Life</strong> <strong>Sciences</strong> companies, <strong>the</strong> region of Leidentakes <strong>the</strong> lead with 49 companies, followed by <strong>the</strong> regions of Utrecht (44), Amsterdam (40),Gron<strong>in</strong>gen (25), Arnhem/Nijmegen (22) and Wagen<strong>in</strong>gen (21). By splitt<strong>in</strong>g <strong>the</strong> regional distribution<strong>in</strong>to subsectors, it can be determ<strong>in</strong>ed <strong>in</strong> which areas <strong>the</strong> concentration of <strong>the</strong> various subsectors lies.There is a high-concentration of agro-food companies <strong>in</strong> <strong>the</strong> regios of Wagen<strong>in</strong>gen and North East ofNorth-Brabant. The majority of general biotechnology companies are located around Leiden, Utrecht,Gron<strong>in</strong>gen and Amsterdam. Human health is concentrated around Utrecht, Leiden and Amsterdam.The development of new companies appears to be closely related to <strong>the</strong> presence of knowledge<strong>Life</strong> <strong>Sciences</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands 7


<strong>in</strong>stitutions. Wagen<strong>in</strong>gen University and Research Centre (WUR) and <strong>the</strong> University of Gron<strong>in</strong>genhave generated <strong>the</strong> highest number of <strong>Life</strong> <strong>Sciences</strong> sp<strong>in</strong>-offs to date.5. Economic and technological trends <strong>in</strong> <strong>Life</strong> <strong>Sciences</strong> <strong>in</strong> <strong>the</strong>Ne<strong>the</strong>rlandsEconomic trends<strong>Life</strong> <strong>Sciences</strong> is generally acknowledged as <strong>the</strong> next step after ICT towards a knowledge-<strong>in</strong>tensiveeconomy, with which new opportunities are created for <strong>the</strong> economy and society. At this moment <strong>the</strong>European <strong>Life</strong> <strong>Sciences</strong> market is estimated to amount to more than € 100 billion.Expectations for <strong>the</strong> pharmaceuticals and f<strong>in</strong>e chemicals area of application are very positive. Thefigures show a clear trend: substantial growth. The global market for pharmaceuticals will growcont<strong>in</strong>uously: more than a doubl<strong>in</strong>g <strong>in</strong> 2010 compared to <strong>the</strong> market <strong>in</strong> 2000. The share ofbiotechnology-related products will rise relatively sharply. The ambition of a number of Dutchcompanies is high. The estimates for <strong>the</strong> impact (use of biological processes) of <strong>Life</strong> <strong>Sciences</strong> <strong>in</strong> <strong>the</strong>chemical <strong>in</strong>dustry for 2010 are between 10 and 20%. In 2010 <strong>the</strong> estimated share <strong>in</strong> <strong>the</strong> turnover of <strong>the</strong>Dutch pharmaceutical <strong>in</strong>dustry of biotech nature is 34%. In <strong>the</strong> chemical <strong>in</strong>dustry an estimated shareof 27% of <strong>the</strong> turnover will be of biotech nature <strong>in</strong> 2010.Market expectations for agrifood – <strong>Life</strong> <strong>Sciences</strong> related food (<strong>in</strong>clud<strong>in</strong>g genetic modification) varywidely. Market acceptance is <strong>the</strong> determ<strong>in</strong><strong>in</strong>g factor here. The production volume of <strong>the</strong> food market<strong>in</strong> <strong>the</strong> OECD countries is expected to rema<strong>in</strong> more or less <strong>the</strong> same, but <strong>the</strong> share of products with ahigh added value such as new foods (functional foods) will rise by about 10% a year. In 2010 <strong>the</strong>estimated share <strong>in</strong> <strong>the</strong> turnover of <strong>the</strong> Dutch agrifood sector of biotech nature is 30%.Biotechnology already forms an important part of <strong>the</strong> environmental market. The Dutch position <strong>in</strong>this <strong>in</strong>ternational market has always been strong and, <strong>in</strong> view of <strong>the</strong> expectations of <strong>the</strong> companies <strong>in</strong><strong>the</strong> sector itself, will be able to re<strong>in</strong>force itself fur<strong>the</strong>r. In 2010 <strong>the</strong> estimated share <strong>in</strong> <strong>the</strong> turnover of<strong>the</strong> Dutch environmental market of biotech nature is 18%.There is little market <strong>in</strong>formation on <strong>the</strong> tools and equipment sector <strong>in</strong> relation to <strong>Life</strong> <strong>Sciences</strong>.Interviews with Dutch companies <strong>in</strong> this sector <strong>in</strong>dicate that <strong>the</strong>se companies may be able to benefitfrom a 10 to 15% growth <strong>in</strong> turnover.Technological trends and areas of <strong>in</strong>novationThe trends <strong>in</strong> <strong>Life</strong> <strong>Sciences</strong> affect <strong>the</strong> above-mentioned sectors <strong>in</strong> different ways. After a briefexplanation of <strong>the</strong> generic and cross-technological features of <strong>Life</strong> <strong>Sciences</strong>, this chapter will deal with<strong>the</strong> economic applications per sector <strong>in</strong> terms of new products and processes.The most important technological trend <strong>in</strong> <strong>Life</strong> <strong>Sciences</strong> is genomics, <strong>in</strong> particular transcriptonomics(<strong>the</strong> function<strong>in</strong>g of genes), proteomics (<strong>the</strong> function<strong>in</strong>g of prote<strong>in</strong>s), metabolomics (metabolism <strong>in</strong> <strong>the</strong>cell) and systems biology. Systems biology is <strong>the</strong> comb<strong>in</strong>ation of <strong>the</strong>se functional genomicstechniques. New knowledge based on genomics research, comb<strong>in</strong>ed with advances <strong>in</strong> areas oftechnology that were already be<strong>in</strong>g used <strong>in</strong> <strong>the</strong> last century such as high throughput analysistechniques and o<strong>the</strong>r biotechnology techniques (clon<strong>in</strong>g, cell and tissue cultur<strong>in</strong>g, geneticmodification) will have a far-reach<strong>in</strong>g effect on various economic and social sectors <strong>in</strong> <strong>the</strong> com<strong>in</strong>gdecades.In addition, future technological development <strong>in</strong> <strong>Life</strong> <strong>Sciences</strong> is characterised above all by <strong>the</strong><strong>in</strong>tegration of developments <strong>in</strong> biosciences with developments <strong>in</strong> three o<strong>the</strong>r generic technologies:ICT, nanotechnology (microsystems, nanosystems and molecular systems) and materials technology.<strong>Life</strong> <strong>Sciences</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands 8


The figure below shows how <strong>the</strong>se four generic technologies comb<strong>in</strong>e and <strong>in</strong>tegrate with each o<strong>the</strong>r,thus produc<strong>in</strong>g new technological systems and applications.This <strong>in</strong>tegration can lead to results <strong>in</strong> three different areas: scale, process<strong>in</strong>g and function. Smartsystems such as a lab-on-a-chip, for example, are <strong>the</strong> result of <strong>the</strong> <strong>in</strong>tegration between nanotechnologyand <strong>in</strong>formation technology, whereby complex processes can be organised on a nano scale. Smartmaterials are <strong>the</strong> result, for example, of <strong>the</strong> <strong>in</strong>tegration between biosciences and materials technology,with new materials that possess new, special functions.The <strong>in</strong>tegration of <strong>in</strong>formation technology <strong>in</strong> <strong>Life</strong> <strong>Sciences</strong> is extremely important. In bio-<strong>in</strong>formationtechnology, methods are be<strong>in</strong>g developed to manage and analyse large volumes of genomics dataquickly and efficiently. Comb<strong>in</strong>ed with <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g use of user groups and virtual networks ofpatients, doctors, hospitals, and o<strong>the</strong>r parties, this produces above all major breakthroughs <strong>in</strong>diagnostics and research <strong>in</strong>to medic<strong>in</strong>es. Identify<strong>in</strong>g new drug targets, undertak<strong>in</strong>g cl<strong>in</strong>ical trials, butalso develop<strong>in</strong>g mass-customised medic<strong>in</strong>es will be realised much more efficiently and effectively as aresult.Bionanotechnology uses biological components and pr<strong>in</strong>ciples at nanometre scale. It is be<strong>in</strong>g used,among o<strong>the</strong>r th<strong>in</strong>gs, for surface treatment and mak<strong>in</strong>g scaffolds (frameworks to which tissue structurescan attach <strong>the</strong>mselves), medical implants and biomedical systems at nanometre scale.Bionanotechnology, <strong>in</strong> comb<strong>in</strong>ation with <strong>the</strong> rapidly grow<strong>in</strong>g knowledge of <strong>the</strong> human body, will leadto major breakthroughs <strong>in</strong> <strong>the</strong> diagnosis, treatment and prevention of illnesses and disorders.Materials technology offers many opportunities <strong>in</strong> comb<strong>in</strong>ation with <strong>the</strong> three o<strong>the</strong>r generictechnologies. The four most important areasof application are pharmaceuticals and f<strong>in</strong>e chemicals, agrifood, <strong>the</strong> environment and tools. Belowfollows a discussion about <strong>the</strong> expected sector-specific developments.Innovations <strong>in</strong> <strong>the</strong> pharmaceutical and f<strong>in</strong>e chemical sectorThe detailed mapp<strong>in</strong>g of <strong>the</strong> sequence of <strong>the</strong> human genome has recently been completed. This willlead to far-reach<strong>in</strong>g developments <strong>in</strong> <strong>the</strong> biomedical and biopharmaceutical sciences <strong>in</strong> <strong>the</strong> com<strong>in</strong>g two<strong>Life</strong> <strong>Sciences</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands 9


decades. <strong>Life</strong> <strong>Sciences</strong> knowledge <strong>in</strong> this sector is also known as ‘red’ biotechnology. Innovations arenumerous and comprise <strong>the</strong> follow<strong>in</strong>g areas of application:- Diagnostics;- Medic<strong>in</strong>es;- Gene <strong>the</strong>rapy;- Tissue and organ eng<strong>in</strong>eer<strong>in</strong>g;- Biomedical materials;- F<strong>in</strong>e chemicals;- Personal care.Innovations <strong>in</strong> <strong>the</strong> agrifood sectorThe developments <strong>in</strong> functional genomics and systems biology may well have a significant impact onagriculture and <strong>the</strong> food and luxury goods sector. We already know that various foods such asvegetables conta<strong>in</strong> certa<strong>in</strong> chemicals that have a beneficial effect on health. If gene passports becomeavailable <strong>in</strong> <strong>the</strong> future, nutritional advice can be given to suit <strong>the</strong> person (personalised nutrition), and<strong>the</strong>re may even be a role for personalised food. This development is <strong>in</strong> fact already underway with <strong>the</strong>development of food for specific groups of patients.Diagnostic systems (biosensors and biotests), partly developed on <strong>the</strong> basis of functional genomics,will contribute to <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> safety and quality of foods. Biosensors can be used throughout <strong>the</strong>entire production process to register contam<strong>in</strong>ation, pathogens and signs of decomposition.Ano<strong>the</strong>r important development is that of crops with a high added value. This <strong>in</strong>volves, for <strong>in</strong>stance,<strong>the</strong> plant as a means of production for such products as vacc<strong>in</strong>es, new types of prote<strong>in</strong>s, raw materialsfor medic<strong>in</strong>es, biopolymers and bioplastics.F<strong>in</strong>ally, genomics research is used for agronomic plant and animal breed<strong>in</strong>g. The new geneticproperties discovered through functional genomics research can be <strong>in</strong>corporated <strong>in</strong> <strong>the</strong> breed<strong>in</strong>gprocess both with classic methods and with genetic modification techniques.Innovations <strong>in</strong> <strong>the</strong> environmental sector<strong>Life</strong> <strong>Sciences</strong> knowledge is used <strong>in</strong>creas<strong>in</strong>gly for develop<strong>in</strong>g clean production processes and design<strong>in</strong>gnew products that are more environmentally friendly. Examples of <strong>the</strong> latter are bioplastics, potatoeswithout amylase and trees with less lign<strong>in</strong>. Environmental biotechnology also focuses on <strong>the</strong>development of new sources of energy to replace fossil fuels. Research is concentrated above all on<strong>the</strong> reduction of environmentally harmful raw materials and on shorten<strong>in</strong>g <strong>the</strong> production process byus<strong>in</strong>g bacteria and enzymes. In addition, <strong>the</strong> raw materials <strong>the</strong>mselves are modified <strong>in</strong> such a way thatprocess<strong>in</strong>g time and environmental impact is reduced.Innovations <strong>in</strong> <strong>the</strong> equipment and tools sectorManual processes <strong>in</strong> technical and scientific research are becom<strong>in</strong>g more and more automated and arebe<strong>in</strong>g taken over by mach<strong>in</strong>es. Proteomics is a hot item <strong>in</strong> <strong>the</strong> development of tools; tool producers areenter<strong>in</strong>g <strong>in</strong>to all k<strong>in</strong>ds of jo<strong>in</strong>t ventures aimed at develop<strong>in</strong>g <strong>in</strong>tegrated systems. Dur<strong>in</strong>g <strong>the</strong> last fewyears we have <strong>the</strong>refore seen a grow<strong>in</strong>g and ever more specialised sector produc<strong>in</strong>g laboratory toolsand equipment specifically for <strong>Life</strong> <strong>Sciences</strong>.An important sp<strong>in</strong>-off from genomics research is <strong>the</strong> development of analytical methods that can beused <strong>in</strong> scientific research, <strong>the</strong> <strong>in</strong>dustrial production of medic<strong>in</strong>es, food and dur<strong>in</strong>g <strong>the</strong> storage andtransport of biomaterials. An example is <strong>the</strong> DNA microchip, an important analytical tool <strong>in</strong> genomicsresearch, for which o<strong>the</strong>r applications have been found too such as <strong>in</strong> food quality control, food safetyand water quality.Ano<strong>the</strong>r development <strong>in</strong> this area is biological comput<strong>in</strong>g, such as nano-electrical circuits built fromprogrammed DNA molecules. These are long-term developments and it will be some time beforebiological computers will supersede our present computers. Through mix<strong>in</strong>g and crossfertilisation,<strong>the</strong> cultivation of gm crops can lead to <strong>the</strong>contam<strong>in</strong>ation of non-gm products with gmsubstances. Currently no gm crops are growncommercially <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands and <strong>the</strong>re are only alimited number of small-scale field trials.The M<strong>in</strong>istry of Education, Culture and Science makespolicies, drafts legislation and appropriates publicfunds on behalf of Dutch citizens. It serves 3.5 millionpupils, students and <strong>the</strong>ir parents, as well as artists,curators and teachers.
