<str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>the</strong>Eliminati<strong>on</strong> <strong>of</strong> <strong>All</strong> Forms <strong>of</strong> RacialDiscriminati<strong>on</strong>Printer-friendly versi<strong>on</strong>Adopted and opened for signature and ratificati<strong>on</strong> by General Assemblyresoluti<strong>on</strong> 2106 (XX) <strong>of</strong> 21 December 1965entry into force 4 January 1969The States Parties to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>,C<strong>on</strong>sidering that <strong>the</strong> Charter <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s is based <strong>on</strong> <strong>the</strong> principles <strong>of</strong> <strong>the</strong>dignity and equality inherent in all human beings, and that all Member States havepledged <strong>the</strong>mselves to take joint and separate acti<strong>on</strong>, in co-operati<strong>on</strong> with <strong>the</strong>Organizati<strong>on</strong>, for <strong>the</strong> achievement <strong>of</strong> <strong>on</strong>e <strong>of</strong> <strong>the</strong> purposes <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s which isto promote and encourage universal respect for and observance <strong>of</strong> human rights andfundamental freedoms for all, without distincti<strong>on</strong> as to race, sex, language or religi<strong>on</strong>,C<strong>on</strong>sidering that <strong>the</strong> Universal Declarati<strong>on</strong> <strong>of</strong> Human Rights proclaims that all humanbeings are born free and equal in dignity and rights and that every<strong>on</strong>e is entitled to all <strong>the</strong>rights and freedoms set out <strong>the</strong>rein, without distincti<strong>on</strong> <strong>of</strong> any kind, in particular as torace, colour or nati<strong>on</strong>al origin,C<strong>on</strong>sidering that all human beings are equal before <strong>the</strong> law and are entitled to equalprotecti<strong>on</strong> <strong>of</strong> <strong>the</strong> law against any discriminati<strong>on</strong> and against any incitement todiscriminati<strong>on</strong>,C<strong>on</strong>sidering that <strong>the</strong> United Nati<strong>on</strong>s has c<strong>on</strong>demned col<strong>on</strong>ialism and all practices <strong>of</strong>segregati<strong>on</strong> and discriminati<strong>on</strong> associated <strong>the</strong>rewith, in whatever form and wherever <strong>the</strong>yexist, and that <strong>the</strong> Declarati<strong>on</strong> <strong>on</strong> <strong>the</strong> Granting <strong>of</strong> Independence to Col<strong>on</strong>ial Countries andPeoples <strong>of</strong> 14 December 1960 (General Assembly resoluti<strong>on</strong> 1514 (XV)) has affirmedand solemnly proclaimed <strong>the</strong> necessity <strong>of</strong> bringing <strong>the</strong>m to a speedy and unc<strong>on</strong>diti<strong>on</strong>alend,C<strong>on</strong>sidering that <strong>the</strong> United Nati<strong>on</strong>s Declarati<strong>on</strong> <strong>on</strong> <strong>the</strong> Eliminati<strong>on</strong> <strong>of</strong> <strong>All</strong> Forms <strong>of</strong>Racial Discriminati<strong>on</strong> <strong>of</strong> 20 November1963 (General Assembly resoluti<strong>on</strong> 1904 (XVIII))solemnly affirms <strong>the</strong> necessity <strong>of</strong> speedily eliminating racial discriminati<strong>on</strong> throughout<strong>the</strong> world in all its forms and manifestati<strong>on</strong>s and <strong>of</strong> securing understanding <strong>of</strong> and respectfor <strong>the</strong> dignity <strong>of</strong> <strong>the</strong> human pers<strong>on</strong>,C<strong>on</strong>vinced that any doctrine <strong>of</strong> superiority based <strong>on</strong> racial differentiati<strong>on</strong> is scientificallyfalse, morally c<strong>on</strong>demnable, socially unjust and dangerous, and that <strong>the</strong>re is no


justificati<strong>on</strong> for racial discriminati<strong>on</strong>, in <strong>the</strong>ory or in practice, anywhere,Reaffirming that discriminati<strong>on</strong> between human beings <strong>on</strong> <strong>the</strong> grounds <strong>of</strong> race, colour orethnic origin is an obstacle to friendly and peaceful relati<strong>on</strong>s am<strong>on</strong>g nati<strong>on</strong>s and iscapable <strong>of</strong> disturbing peace and security am<strong>on</strong>g peoples and <strong>the</strong> harm<strong>on</strong>y <strong>of</strong> pers<strong>on</strong>sliving side by side even within <strong>on</strong>e and <strong>the</strong> same State,C<strong>on</strong>vinced that <strong>the</strong> existence <strong>of</strong> racial barriers is repugnant to <strong>the</strong> ideals <strong>of</strong> any humansociety,Alarmed by manifestati<strong>on</strong>s <strong>of</strong> racial discriminati<strong>on</strong> still in evidence in some areas <strong>of</strong> <strong>the</strong>world and by governmental policies based <strong>on</strong> racial superiority or hatred, such as policies<strong>of</strong> apar<strong>the</strong>id, segregati<strong>on</strong> or separati<strong>on</strong>,Resolved to adopt all necessary measures for speedily eliminating racial discriminati<strong>on</strong> inall its forms and manifestati<strong>on</strong>s, and to prevent and combat racist doctrines and practicesin order to promote understanding between races and to build an internati<strong>on</strong>al communityfree from all forms <strong>of</strong> racial segregati<strong>on</strong> and racial discriminati<strong>on</strong>,Bearing in mind <strong>the</strong> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> c<strong>on</strong>cerning Discriminati<strong>on</strong> in respect <strong>of</strong> Employmentand Occupati<strong>on</strong> adopted by <strong>the</strong> <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Labour Organisati<strong>on</strong> in 1958, and <strong>the</strong><str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> against Discriminati<strong>on</strong> in Educati<strong>on</strong> adopted by <strong>the</strong> United Nati<strong>on</strong>sEducati<strong>on</strong>al, Scientific and Cultural Organizati<strong>on</strong> in 1960,Desiring to implement <strong>the</strong> principles embodied in <strong>the</strong> United Nati<strong>on</strong>s Declarati<strong>on</strong> <strong>on</strong> <strong>the</strong>Eliminati<strong>on</strong> <strong>of</strong> <strong>All</strong> Forms <strong>of</strong> Racial Discriminati<strong>on</strong> and to secure <strong>the</strong> earliest adopti<strong>on</strong> <strong>of</strong>practical measures to that end,Have agreed as follows:Article 1PART I1. In this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, <strong>the</strong> term "racial discriminati<strong>on</strong>" shall mean any distincti<strong>on</strong>,exclusi<strong>on</strong>, restricti<strong>on</strong> or preference based <strong>on</strong> race, colour, descent, or nati<strong>on</strong>al or ethnicorigin which has <strong>the</strong> purpose or effect <strong>of</strong> nullifying or impairing <strong>the</strong> recogniti<strong>on</strong>,enjoyment or exercise, <strong>on</strong> an equal footing, <strong>of</strong> human rights and fundamental freedoms in<strong>the</strong> political, ec<strong>on</strong>omic, social, cultural or any o<strong>the</strong>r field <strong>of</strong> public life.2. This <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shall not apply to distincti<strong>on</strong>s, exclusi<strong>on</strong>s, restricti<strong>on</strong>s or preferencesmade by a State Party to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> between citizens and n<strong>on</strong>-citizens.3. Nothing in this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> may be interpreted as affecting in any way <strong>the</strong> legalprovisi<strong>on</strong>s <strong>of</strong> States Parties c<strong>on</strong>cerning nati<strong>on</strong>ality, citizenship or naturalizati<strong>on</strong>, providedthat such provisi<strong>on</strong>s do not discriminate against any particular nati<strong>on</strong>ality.


4. Special measures taken for <strong>the</strong> sole purpose <strong>of</strong> securing adequate advancement <strong>of</strong>certain racial or ethnic groups or individuals requiring such protecti<strong>on</strong> as may benecessary in order to ensure such groups or individuals equal enjoyment or exercise <strong>of</strong>human rights and fundamental freedoms shall not be deemed racial discriminati<strong>on</strong>,provided, however, that such measures do not, as a c<strong>on</strong>sequence, lead to <strong>the</strong> maintenance<strong>of</strong> separate rights for different racial groups and that <strong>the</strong>y shall not be c<strong>on</strong>tinued after <strong>the</strong>objectives for which <strong>the</strong>y were taken have been achieved.Article 21. States Parties c<strong>on</strong>demn racial discriminati<strong>on</strong> and undertake to pursue by all appropriatemeans and without delay a policy <strong>of</strong> eliminating racial discriminati<strong>on</strong> in all its forms andpromoting understanding am<strong>on</strong>g all races, and, to this end:(a) Each State Party undertakes to engage in no act or practice <strong>of</strong> racial discriminati<strong>on</strong>against pers<strong>on</strong>s, groups <strong>of</strong> pers<strong>on</strong>s or instituti<strong>on</strong>s and to ensure that all public authoritiesand public instituti<strong>on</strong>s, nati<strong>on</strong>al and local, shall act in c<strong>on</strong>formity with this obligati<strong>on</strong>;(b) Each State Party undertakes not to sp<strong>on</strong>sor, defend or support racial discriminati<strong>on</strong> byany pers<strong>on</strong>s or organizati<strong>on</strong>s;(c) Each State Party shall take effective measures to review governmental, nati<strong>on</strong>al andlocal policies, and to amend, rescind or nullify any laws and regulati<strong>on</strong>s which have <strong>the</strong>effect <strong>of</strong> creating or perpetuating racial discriminati<strong>on</strong> wherever it exists;(d) Each State Party shall prohibit and bring to an end, by all appropriate means,including legislati<strong>on</strong> as required by circumstances, racial discriminati<strong>on</strong> by any pers<strong>on</strong>s,group or organizati<strong>on</strong>;(e) Each State Party undertakes to encourage, where appropriate, integrati<strong>on</strong>istmultiracial organizati<strong>on</strong>s and movements and o<strong>the</strong>r means <strong>of</strong> eliminating barriersbetween races, and to discourage anything which tends to streng<strong>the</strong>n racial divisi<strong>on</strong>.2. States Parties shall, when <strong>the</strong> circumstances so warrant, take, in <strong>the</strong> social, ec<strong>on</strong>omic,cultural and o<strong>the</strong>r fields, special and c<strong>on</strong>crete measures to ensure <strong>the</strong> adequatedevelopment and protecti<strong>on</strong> <strong>of</strong> certain racial groups or individuals bel<strong>on</strong>ging to <strong>the</strong>m, for<strong>the</strong> purpose <strong>of</strong> guaranteeing <strong>the</strong>m <strong>the</strong> full and equal enjoyment <strong>of</strong> human rights andfundamental freedoms. These measures shall in no case entail as a c<strong>on</strong>sequence <strong>the</strong>maintenance <strong>of</strong> unequal or separate rights for different racial groups after <strong>the</strong> objectivesfor which <strong>the</strong>y were taken have been achieved.Article 3States Parties particularly c<strong>on</strong>demn racial segregati<strong>on</strong> and apar<strong>the</strong>id and undertake toprevent, prohibit and eradicate all practices <strong>of</strong> this nature in territories under <strong>the</strong>irjurisdicti<strong>on</strong>.


Article 4States Parties c<strong>on</strong>demn all propaganda and all organizati<strong>on</strong>s which are based <strong>on</strong> ideas or<strong>the</strong>ories <strong>of</strong> superiority <strong>of</strong> <strong>on</strong>e race or group <strong>of</strong> pers<strong>on</strong>s <strong>of</strong> <strong>on</strong>e colour or ethnic origin, orwhich attempt to justify or promote racial hatred and discriminati<strong>on</strong> in any form, andundertake to adopt immediate and positive measures designed to eradicate all incitementto, or acts <strong>of</strong>, such discriminati<strong>on</strong> and, to this end, with due regard to <strong>the</strong> principlesembodied in <strong>the</strong> Universal Declarati<strong>on</strong> <strong>of</strong> Human Rights and <strong>the</strong> rights expressly set forthin article 5 <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, inter alia:(a) Shall declare an <strong>of</strong>fence punishable by law all disseminati<strong>on</strong> <strong>of</strong> ideas based <strong>on</strong> racialsuperiority or hatred, incitement to racial discriminati<strong>on</strong>, as well as all acts <strong>of</strong> violence orincitement to such acts against any race or group <strong>of</strong> pers<strong>on</strong>s <strong>of</strong> ano<strong>the</strong>r colour or ethnicorigin, and also <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> any assistance to racist activities, including <strong>the</strong> financing<strong>the</strong>re<strong>of</strong>;(b) Shall declare illegal and prohibit organizati<strong>on</strong>s, and also organized and all o<strong>the</strong>rpropaganda activities, which promote and incite racial discriminati<strong>on</strong>, and shall recognizeparticipati<strong>on</strong> in such organizati<strong>on</strong>s or activities as an <strong>of</strong>fence punishable by law;(c) Shall not permit public authorities or public instituti<strong>on</strong>s, nati<strong>on</strong>al or local, to promoteor incite racial discriminati<strong>on</strong>.Article 5In compliance with <strong>the</strong> fundamental obligati<strong>on</strong>s laid down in article 2 <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>,States Parties undertake to prohibit and to eliminate racial discriminati<strong>on</strong> in all its formsand to guarantee <strong>the</strong> right <strong>of</strong> every<strong>on</strong>e, without distincti<strong>on</strong> as to race, colour, or nati<strong>on</strong>alor ethnic origin, to equality before <strong>the</strong> law, notably in <strong>the</strong> enjoyment <strong>of</strong> <strong>the</strong> followingrights:(a) The right to equal treatment before <strong>the</strong> tribunals and all o<strong>the</strong>r organs administeringjustice;(b) The right to security <strong>of</strong> pers<strong>on</strong> and protecti<strong>on</strong> by <strong>the</strong> State against violence or bodilyharm, whe<strong>the</strong>r inflicted by government <strong>of</strong>ficials or by any individual group or instituti<strong>on</strong>;(c) Political rights, in particular <strong>the</strong> right to participate in electi<strong>on</strong>s-to vote and to standfor electi<strong>on</strong>-<strong>on</strong> <strong>the</strong> basis <strong>of</strong> universal and equal suffrage, to take part in <strong>the</strong> Governmentas well as in <strong>the</strong> c<strong>on</strong>duct <strong>of</strong> public affairs at any level and to have equal access to publicservice;(d) O<strong>the</strong>r civil rights, in particular:(i) The right to freedom <strong>of</strong> movement and residence within <strong>the</strong> border <strong>of</strong> <strong>the</strong> State;(ii) The right to leave any country, including <strong>on</strong>e's own, and to return to <strong>on</strong>e's country;(iii) The right to nati<strong>on</strong>ality;


(iv) The right to marriage and choice <strong>of</strong> spouse;(v) The right to own property al<strong>on</strong>e as well as in associati<strong>on</strong> with o<strong>the</strong>rs;(vi) The right to inherit;(vii) The right to freedom <strong>of</strong> thought, c<strong>on</strong>science and religi<strong>on</strong>;(viii) The right to freedom <strong>of</strong> opini<strong>on</strong> and expressi<strong>on</strong>;(ix) The right to freedom <strong>of</strong> peaceful assembly and associati<strong>on</strong>;(e) Ec<strong>on</strong>omic, social and cultural rights, in particular:(i) The rights to work, to free choice <strong>of</strong> employment, to just and favourable c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong>work, to protecti<strong>on</strong> against unemployment, to equal pay for equal work, to just andfavourable remunerati<strong>on</strong>;(ii) The right to form and join trade uni<strong>on</strong>s;(iii) The right to housing;(iv) The right to public health, medical care, social security and social services;(v) The right to educati<strong>on</strong> and training;(vi) The right to equal participati<strong>on</strong> in cultural activities;(f) The right <strong>of</strong> access to any place or service intended for use by <strong>the</strong> general public, suchas transport hotels, restaurants, cafes, <strong>the</strong>atres and parks.Article 6States Parties shall assure to every<strong>on</strong>e within <strong>the</strong>ir jurisdicti<strong>on</strong> effective protecti<strong>on</strong> andremedies, through <strong>the</strong> competent nati<strong>on</strong>al tribunals and o<strong>the</strong>r State instituti<strong>on</strong>s, againstany acts <strong>of</strong> racial discriminati<strong>on</strong> which violate his human rights and fundamentalfreedoms c<strong>on</strong>trary to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, as well as <strong>the</strong> right to seek from such tribunals justand adequate reparati<strong>on</strong> or satisfacti<strong>on</strong> for any damage suffered as a result <strong>of</strong> suchdiscriminati<strong>on</strong>.Article 7States Parties undertake to adopt immediate and effective measures, particularly in <strong>the</strong>fields <strong>of</strong> teaching, educati<strong>on</strong>, culture and informati<strong>on</strong>, with a view to combatingprejudices which lead to racial discriminati<strong>on</strong> and to promoting understanding, toleranceand friendship am<strong>on</strong>g nati<strong>on</strong>s and racial or ethnical groups, as well as to propagating <strong>the</strong>purposes and principles <strong>of</strong> <strong>the</strong> Charter <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s, <strong>the</strong> Universal Declarati<strong>on</strong> <strong>of</strong>


Human Rights, <strong>the</strong> United Nati<strong>on</strong>s Declarati<strong>on</strong> <strong>on</strong> <strong>the</strong> Eliminati<strong>on</strong> <strong>of</strong> <strong>All</strong> Forms <strong>of</strong> RacialDiscriminati<strong>on</strong>, and this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.Article 8PART II1. There shall be established a Committee <strong>on</strong> <strong>the</strong> Eliminati<strong>on</strong> <strong>of</strong> Racial Discriminati<strong>on</strong>(hereinafter referred to as <strong>the</strong> Committee) c<strong>on</strong>sisting <strong>of</strong> eighteen experts <strong>of</strong> high moralstanding and acknowledged impartiality elected by States Parties from am<strong>on</strong>g <strong>the</strong>irnati<strong>on</strong>als, who shall serve in <strong>the</strong>ir pers<strong>on</strong>al capacity, c<strong>on</strong>siderati<strong>on</strong> being given toequitable geographical distributi<strong>on</strong> and to <strong>the</strong> representati<strong>on</strong> <strong>of</strong> <strong>the</strong> different forms <strong>of</strong>civilizati<strong>on</strong> as well as <strong>of</strong> <strong>the</strong> principal legal systems.2. The members <strong>of</strong> <strong>the</strong> Committee shall be elected by secret ballot from a list <strong>of</strong> pers<strong>on</strong>snominated by <strong>the</strong> States Parties. Each State Party may nominate <strong>on</strong>e pers<strong>on</strong> from am<strong>on</strong>gits own nati<strong>on</strong>als.3. The initial electi<strong>on</strong> shall be held six m<strong>on</strong>ths after <strong>the</strong> date <strong>of</strong> <strong>the</strong> entry into force <strong>of</strong> this<str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>. At least three m<strong>on</strong>ths before <strong>the</strong> date <strong>of</strong> each electi<strong>on</strong> <strong>the</strong> Secretary-General<strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s shall address a letter to <strong>the</strong> States Parties inviting <strong>the</strong>m to submit<strong>the</strong>ir nominati<strong>on</strong>s within two m<strong>on</strong>ths. The Secretary-General shall prepare a list inalphabetical order <strong>of</strong> all pers<strong>on</strong>s thus nominated, indicating <strong>the</strong> States Parties which havenominated <strong>the</strong>m, and shall submit it to <strong>the</strong> States Parties.4. Electi<strong>on</strong>s <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>the</strong> Committee shall be held at a meeting <strong>of</strong> States Partiesc<strong>on</strong>vened by <strong>the</strong> Secretary-General at United Nati<strong>on</strong>s Headquarters. At that meeting, forwhich two thirds <strong>of</strong> <strong>the</strong> States Parties shall c<strong>on</strong>stitute a quorum, <strong>the</strong> pers<strong>on</strong>s elected to <strong>the</strong>Committee shall be nominees who obtain <strong>the</strong> largest number <strong>of</strong> votes and an absolutemajority <strong>of</strong> <strong>the</strong> votes <strong>of</strong> <strong>the</strong> representatives <strong>of</strong> States Parties present and voting.5.(a) The members <strong>of</strong> <strong>the</strong> Committee shall be elected for a term <strong>of</strong> four years. However, <strong>the</strong>terms <strong>of</strong> nine <strong>of</strong> <strong>the</strong> members elected at <strong>the</strong> first electi<strong>on</strong> shall expire at <strong>the</strong> end <strong>of</strong> twoyears; immediately after <strong>the</strong> first electi<strong>on</strong> <strong>the</strong> names <strong>of</strong> <strong>the</strong>se nine members shall bechosen by lot by <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Committee;(b) For <strong>the</strong> filling <strong>of</strong> casual vacancies, <strong>the</strong> State Party whose expert has ceased to functi<strong>on</strong>as a member <strong>of</strong> <strong>the</strong> Committee shall appoint ano<strong>the</strong>r expert from am<strong>on</strong>g its nati<strong>on</strong>als,subject to <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Committee.6. States Parties shall be resp<strong>on</strong>sible for <strong>the</strong> expenses <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>the</strong> Committeewhile <strong>the</strong>y are in performance <strong>of</strong> Committee duties.Article 9


1. States Parties undertake to submit to <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s, forc<strong>on</strong>siderati<strong>on</strong> by <strong>the</strong> Committee, a report <strong>on</strong> <strong>the</strong> legislative, judicial, administrative oro<strong>the</strong>r measures which <strong>the</strong>y have adopted and which give effect to <strong>the</strong> provisi<strong>on</strong>s <strong>of</strong> this<str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>:(a) within <strong>on</strong>e year after <strong>the</strong> entry into force <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> for <strong>the</strong> State c<strong>on</strong>cerned;and(b) <strong>the</strong>reafter every two years and whenever <strong>the</strong> Committee so requests. The Committeemay request fur<strong>the</strong>r informati<strong>on</strong> from <strong>the</strong> States Parties.2. The Committee shall report annually, through <strong>the</strong> Secretary General, to <strong>the</strong> GeneralAssembly <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s <strong>on</strong> its activities and may make suggesti<strong>on</strong>s and generalrecommendati<strong>on</strong>s based <strong>on</strong> <strong>the</strong> examinati<strong>on</strong> <strong>of</strong> <strong>the</strong> reports and informati<strong>on</strong> received from<strong>the</strong> States Parties. Such suggesti<strong>on</strong>s and general recommendati<strong>on</strong>s shall be reported to <strong>the</strong>General Assembly toge<strong>the</strong>r with comments, if any, from States Parties.Article 101. The Committee shall adopt its own rules <strong>of</strong> procedure.2. The Committee shall elect its <strong>of</strong>ficers for a term <strong>of</strong> two years.3. The secretariat <strong>of</strong> <strong>the</strong> Committee shall be provided by <strong>the</strong> Secretary General <strong>of</strong> <strong>the</strong>United Nati<strong>on</strong>s.4. The meetings <strong>of</strong> <strong>the</strong> Committee shall normally be held at United Nati<strong>on</strong>s Headquarters.Article 111. If a State Party c<strong>on</strong>siders that ano<strong>the</strong>r State Party is not giving effect to <strong>the</strong> provisi<strong>on</strong>s<strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, it may bring <strong>the</strong> matter to <strong>the</strong> attenti<strong>on</strong> <strong>of</strong> <strong>the</strong> Committee. TheCommittee shall <strong>the</strong>n transmit <strong>the</strong> communicati<strong>on</strong> to <strong>the</strong> State Party c<strong>on</strong>cerned. Withinthree m<strong>on</strong>ths, <strong>the</strong> receiving State shall submit to <strong>the</strong> Committee written explanati<strong>on</strong>s orstatements clarifying <strong>the</strong> matter and <strong>the</strong> remedy, if any, that may have been taken by thatState.2. If <strong>the</strong> matter is not adjusted to <strong>the</strong> satisfacti<strong>on</strong> <strong>of</strong> both parties, ei<strong>the</strong>r by bilateralnegotiati<strong>on</strong>s or by any o<strong>the</strong>r procedure open to <strong>the</strong>m, within six m<strong>on</strong>ths after <strong>the</strong> receiptby <strong>the</strong> receiving State <strong>of</strong> <strong>the</strong> initial communicati<strong>on</strong>, ei<strong>the</strong>r State shall have <strong>the</strong> right torefer <strong>the</strong> matter again to <strong>the</strong> Committee by notifying <strong>the</strong> Committee and also <strong>the</strong> o<strong>the</strong>rState.3. The Committee shall deal with a matter referred to it in accordance with paragraph 2 <strong>of</strong>this article after it has ascertained that all available domestic remedies have been invokedand exhausted in <strong>the</strong> case, in c<strong>on</strong>formity with <strong>the</strong> generally recognized principles <strong>of</strong>internati<strong>on</strong>al law. This shall not be <strong>the</strong> rule where <strong>the</strong> applicati<strong>on</strong> <strong>of</strong> <strong>the</strong> remedies isunreas<strong>on</strong>ably prol<strong>on</strong>ged.


4. In any matter referred to it, <strong>the</strong> Committee may call up<strong>on</strong> <strong>the</strong> States Parties c<strong>on</strong>cernedto supply any o<strong>the</strong>r relevant informati<strong>on</strong>.5. When any matter arising out <strong>of</strong> this article is being c<strong>on</strong>sidered by <strong>the</strong> Committee, <strong>the</strong>States Parties c<strong>on</strong>cerned shall be entitled to send a representative to take part in <strong>the</strong>proceedings <strong>of</strong> <strong>the</strong> Committee, without voting rights, while <strong>the</strong> matter is underc<strong>on</strong>siderati<strong>on</strong>.Article 121.(a) After <strong>the</strong> Committee has obtained and collated all <strong>the</strong> informati<strong>on</strong> it deems necessary,<strong>the</strong> Chairman shall appoint an ad hoc C<strong>on</strong>ciliati<strong>on</strong> Commissi<strong>on</strong> (hereinafter referred to as<strong>the</strong> Commissi<strong>on</strong>) comprising five pers<strong>on</strong>s who may or may not be members <strong>of</strong> <strong>the</strong>Committee. The members <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> shall be appointed with <strong>the</strong> unanimousc<strong>on</strong>sent <strong>of</strong> <strong>the</strong> parties to <strong>the</strong> dispute, and its good <strong>of</strong>fices shall be made available to <strong>the</strong>States c<strong>on</strong>cerned with a view to an amicable soluti<strong>on</strong> <strong>of</strong> <strong>the</strong> matter <strong>on</strong> <strong>the</strong> basis <strong>of</strong> respectfor this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>;(b) If <strong>the</strong> States parties to <strong>the</strong> dispute fail to reach agreement within three m<strong>on</strong>ths <strong>on</strong> allor part <strong>of</strong> <strong>the</strong> compositi<strong>on</strong> <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong>, <strong>the</strong> members <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> notagreed up<strong>on</strong> by <strong>the</strong> States parties to <strong>the</strong> dispute shall be elected by secret ballot by a twothirdsmajority vote <strong>of</strong> <strong>the</strong> Committee from am<strong>on</strong>g its own members.2. The members <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> shall serve in <strong>the</strong>ir pers<strong>on</strong>al capacity. They shall notbe nati<strong>on</strong>als <strong>of</strong> <strong>the</strong> States parties to <strong>the</strong> dispute or <strong>of</strong> a State not Party to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.3. The Commissi<strong>on</strong> shall elect its own Chairman and adopt its own rules <strong>of</strong> procedure.4. The meetings <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> shall normally be held at United Nati<strong>on</strong>sHeadquarters or at any o<strong>the</strong>r c<strong>on</strong>venient place as determined by <strong>the</strong> Commissi<strong>on</strong>.5. The secretariat provided in accordance with article 10, paragraph 3, <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>shall also service <strong>the</strong> Commissi<strong>on</strong> whenever a dispute am<strong>on</strong>g States Parties brings <strong>the</strong>Commissi<strong>on</strong> into being.6. The States parties to <strong>the</strong> dispute shall share equally all <strong>the</strong> expenses <strong>of</strong> <strong>the</strong> members <strong>of</strong><strong>the</strong> Commissi<strong>on</strong> in accordance with estimates to be provided by <strong>the</strong> Secretary-General <strong>of</strong><strong>the</strong> United Nati<strong>on</strong>s.7. The Secretary-General shall be empowered to pay <strong>the</strong> expenses <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>the</strong>Commissi<strong>on</strong>, if necessary, before reimbursement by <strong>the</strong> States parties to <strong>the</strong> dispute inaccordance with paragraph 6 <strong>of</strong> this article.8. The informati<strong>on</strong> obtained and collated by <strong>the</strong> Committee shall be made available to <strong>the</strong>


Commissi<strong>on</strong>, and <strong>the</strong> Commissi<strong>on</strong> may call up<strong>on</strong> <strong>the</strong> States c<strong>on</strong>cerned to supply anyo<strong>the</strong>r relevant informati<strong>on</strong>.Article 131. When <strong>the</strong> Commissi<strong>on</strong> has fully c<strong>on</strong>sidered <strong>the</strong> matter, it shall prepare and submit to<strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Committee a report embodying its findings <strong>on</strong> all questi<strong>on</strong>s <strong>of</strong> factrelevant to <strong>the</strong> issue between <strong>the</strong> parties and c<strong>on</strong>taining such recommendati<strong>on</strong>s as it maythink proper for <strong>the</strong> amicable soluti<strong>on</strong> <strong>of</strong> <strong>the</strong> dispute.2. The Chairman <strong>of</strong> <strong>the</strong> Committee shall communicate <strong>the</strong> report <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> toeach <strong>of</strong> <strong>the</strong> States parties to <strong>the</strong> dispute. These States shall, within three m<strong>on</strong>ths, inform<strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Committee whe<strong>the</strong>r or not <strong>the</strong>y accept <strong>the</strong> recommendati<strong>on</strong>sc<strong>on</strong>tained in <strong>the</strong> report <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong>.3. After <strong>the</strong> period provided for in paragraph 2 <strong>of</strong> this article, <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong>Committee shall communicate <strong>the</strong> report <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> and <strong>the</strong> declarati<strong>on</strong>s <strong>of</strong> <strong>the</strong>States Parties c<strong>on</strong>cerned to <strong>the</strong> o<strong>the</strong>r States Parties to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.Article 141. A State Party may at any time declare that it recognizes <strong>the</strong> competence <strong>of</strong> <strong>the</strong>Committee to receive and c<strong>on</strong>sider communicati<strong>on</strong>s from individuals or groups <strong>of</strong>individuals within its jurisdicti<strong>on</strong> claiming to be victims <strong>of</strong> a violati<strong>on</strong> by that State Party<strong>of</strong> any <strong>of</strong> <strong>the</strong> rights set forth in this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>. No communicati<strong>on</strong> shall be received by<strong>the</strong> Committee if it c<strong>on</strong>cerns a State Party which has not made such a declarati<strong>on</strong>.2. Any State Party which makes a declarati<strong>on</strong> as provided for in paragraph 1 <strong>of</strong> thisarticle may establish or indicate a body within its nati<strong>on</strong>al legal order which shall becompetent to receive and c<strong>on</strong>sider petiti<strong>on</strong>s from individuals and groups <strong>of</strong> individualswithin its jurisdicti<strong>on</strong> who claim to be victims <strong>of</strong> a violati<strong>on</strong> <strong>of</strong> any <strong>of</strong> <strong>the</strong> rights set forthin this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> and who have exhausted o<strong>the</strong>r available local remedies.3. A declarati<strong>on</strong> made in accordance with paragraph 1 <strong>of</strong> this article and <strong>the</strong> name <strong>of</strong> anybody established or indicated in accordance with paragraph 2 <strong>of</strong> this article shall bedeposited by <strong>the</strong> State Party c<strong>on</strong>cerned with <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s,who shall transmit copies <strong>the</strong>re<strong>of</strong> to <strong>the</strong> o<strong>the</strong>r States Parties. A declarati<strong>on</strong> may bewithdrawn at any time by notificati<strong>on</strong> to <strong>the</strong> Secretary-General, but such a withdrawalshall not affect communicati<strong>on</strong>s pending before <strong>the</strong> Committee.4. A register <strong>of</strong> petiti<strong>on</strong>s shall be kept by <strong>the</strong> body established or indicated in accordancewith paragraph 2 <strong>of</strong> this article, and certified copies <strong>of</strong> <strong>the</strong> register shall be filed annuallythrough appropriate channels with <strong>the</strong> Secretary-General <strong>on</strong> <strong>the</strong> understanding that <strong>the</strong>c<strong>on</strong>tents shall not be publicly disclosed.5. In <strong>the</strong> event <strong>of</strong> failure to obtain satisfacti<strong>on</strong> from <strong>the</strong> body established or indicated in


accordance with paragraph 2 <strong>of</strong> this article, <strong>the</strong> petiti<strong>on</strong>er shall have <strong>the</strong> right tocommunicate <strong>the</strong> matter to <strong>the</strong> Committee within six m<strong>on</strong>ths.6.(a) The Committee shall c<strong>on</strong>fidentially bring any communicati<strong>on</strong> referred to it to <strong>the</strong>attenti<strong>on</strong> <strong>of</strong> <strong>the</strong> State Party alleged to be violating any provisi<strong>on</strong> <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, but<strong>the</strong> identity <strong>of</strong> <strong>the</strong> individual or groups <strong>of</strong> individuals c<strong>on</strong>cerned shall not be revealedwithout his or <strong>the</strong>ir express c<strong>on</strong>sent. The Committee shall not receive an<strong>on</strong>ymouscommunicati<strong>on</strong>s;(b) Within three m<strong>on</strong>ths, <strong>the</strong> receiving State shall submit to <strong>the</strong> Committee writtenexplanati<strong>on</strong>s or statements clarifying <strong>the</strong> matter and <strong>the</strong> remedy, if any, that may havebeen taken by that State.7.(a) The Committee shall c<strong>on</strong>sider communicati<strong>on</strong>s in <strong>the</strong> light <strong>of</strong> all informati<strong>on</strong> madeavailable to it by <strong>the</strong> State Party c<strong>on</strong>cerned and by <strong>the</strong> petiti<strong>on</strong>er. The Committee shallnot c<strong>on</strong>sider any communicati<strong>on</strong> from a petiti<strong>on</strong>er unless it has ascertained that <strong>the</strong>petiti<strong>on</strong>er has exhausted all available domestic remedies. However, this shall not be <strong>the</strong>rule where <strong>the</strong> applicati<strong>on</strong> <strong>of</strong> <strong>the</strong> remedies is unreas<strong>on</strong>ably prol<strong>on</strong>ged;(b) The Committee shall forward its suggesti<strong>on</strong>s and recommendati<strong>on</strong>s, if any, to <strong>the</strong>State Party c<strong>on</strong>cerned and to <strong>the</strong> petiti<strong>on</strong>er.8. The Committee shall include in its annual report a summary <strong>of</strong> such communicati<strong>on</strong>sand, where appropriate, a summary <strong>of</strong> <strong>the</strong> explanati<strong>on</strong>s and statements <strong>of</strong> <strong>the</strong> StatesParties c<strong>on</strong>cerned and <strong>of</strong> its own suggesti<strong>on</strong>s and recommendati<strong>on</strong>s.9. The Committee shall be competent to exercise <strong>the</strong> functi<strong>on</strong>s provided for in this article<strong>on</strong>ly when at least ten States Parties to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> are bound by declarati<strong>on</strong>s inaccordance with paragraph 1 <strong>of</strong> this article.Article 151. Pending <strong>the</strong> achievement <strong>of</strong> <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> Declarati<strong>on</strong> <strong>on</strong> <strong>the</strong> Granting <strong>of</strong>Independence to Col<strong>on</strong>ial Countries and Peoples, c<strong>on</strong>tained in General Assemblyresoluti<strong>on</strong> 1514 (XV) <strong>of</strong> 14 December 1960, <strong>the</strong> provisi<strong>on</strong>s <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shall in noway limit <strong>the</strong> right <strong>of</strong> petiti<strong>on</strong> granted to <strong>the</strong>se peoples by o<strong>the</strong>r internati<strong>on</strong>al instrumentsor by <strong>the</strong> United Nati<strong>on</strong>s and its specialized agencies.2.(a) The Committee established under article 8, paragraph 1, <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shallreceive copies <strong>of</strong> <strong>the</strong> petiti<strong>on</strong>s from, and submit expressi<strong>on</strong>s <strong>of</strong> opini<strong>on</strong> andrecommendati<strong>on</strong>s <strong>on</strong> <strong>the</strong>se petiti<strong>on</strong>s to, <strong>the</strong> bodies <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s which deal withmatters directly related to <strong>the</strong> principles and objectives <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> in <strong>the</strong>irc<strong>on</strong>siderati<strong>on</strong> <strong>of</strong> petiti<strong>on</strong>s from <strong>the</strong> inhabitants <strong>of</strong> Trust and N<strong>on</strong>-Self-GoverningTerritories and all o<strong>the</strong>r territories to which General Assembly resoluti<strong>on</strong> 1514 (XV)applies, relating to matters covered by this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> which are before <strong>the</strong>se bodies;


(b) The Committee shall receive from <strong>the</strong> competent bodies <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s copies<strong>of</strong> <strong>the</strong> reports c<strong>on</strong>cerning <strong>the</strong> legislative, judicial, administrative or o<strong>the</strong>r measuresdirectly related to <strong>the</strong> principles and objectives <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> applied by <strong>the</strong>administering Powers within <strong>the</strong> Territories menti<strong>on</strong>ed in subparagraph (a) <strong>of</strong> thisparagraph, and shall express opini<strong>on</strong>s and make recommendati<strong>on</strong>s to <strong>the</strong>se bodies.3. The Committee shall include in its report to <strong>the</strong> General Assembly a summary <strong>of</strong> <strong>the</strong>petiti<strong>on</strong>s and reports it has received from United Nati<strong>on</strong>s bodies, and <strong>the</strong> expressi<strong>on</strong>s <strong>of</strong>opini<strong>on</strong> and recommendati<strong>on</strong>s <strong>of</strong> <strong>the</strong> Committee relating to <strong>the</strong> said petiti<strong>on</strong>s and reports.4. The Committee shall request from <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s allinformati<strong>on</strong> relevant to <strong>the</strong> objectives <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> and available to him regarding<strong>the</strong> Territories menti<strong>on</strong>ed in paragraph 2 (a) <strong>of</strong> this article.Article 16The provisi<strong>on</strong>s <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> c<strong>on</strong>cerning <strong>the</strong> settlement <strong>of</strong> disputes or complaintsshall be applied without prejudice to o<strong>the</strong>r procedures for settling disputes or complaintsin <strong>the</strong> field <strong>of</strong> discriminati<strong>on</strong> laid down in <strong>the</strong> c<strong>on</strong>stituent instruments <strong>of</strong>, or c<strong>on</strong>venti<strong>on</strong>sadopted by, <strong>the</strong> United Nati<strong>on</strong>s and its specialized agencies, and shall not prevent <strong>the</strong>States Parties from having recourse to o<strong>the</strong>r procedures for settling a dispute inaccordance with general or special internati<strong>on</strong>al agreements in force between <strong>the</strong>m.Article 17PART III1. This <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> is open for signature by any State Member <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s ormember <strong>of</strong> any <strong>of</strong> its specialized agencies, by any State Party to <strong>the</strong> Statute <strong>of</strong> <strong>the</strong><str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Court <strong>of</strong> Justice, and by any o<strong>the</strong>r State which has been invited by <strong>the</strong>General Assembly <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s to become a Party to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.2. This <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> is subject to ratificati<strong>on</strong>. Instruments <strong>of</strong> ratificati<strong>on</strong> shall be depositedwith <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s.Article 181. This <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shall be open to accessi<strong>on</strong> by any State referred to in article 17,paragraph 1, <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.2. Accessi<strong>on</strong> shall be effected by <strong>the</strong> deposit <strong>of</strong> an instrument <strong>of</strong> accessi<strong>on</strong> with <strong>the</strong>Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s.Article 19


1. This <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shall enter into force <strong>on</strong> <strong>the</strong> thirtieth day after <strong>the</strong> date <strong>of</strong> <strong>the</strong> depositwith <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s <strong>of</strong> <strong>the</strong> twenty-seventh instrument <strong>of</strong>ratificati<strong>on</strong> or instrument <strong>of</strong> accessi<strong>on</strong>.2. For each State ratifying this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> or acceding to it after <strong>the</strong> deposit <strong>of</strong> <strong>the</strong>twenty-seventh instrument <strong>of</strong> ratificati<strong>on</strong> or instrument <strong>of</strong> accessi<strong>on</strong>, <strong>the</strong> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shallenter into force <strong>on</strong> <strong>the</strong> thirtieth day after <strong>the</strong> date <strong>of</strong> <strong>the</strong> deposit <strong>of</strong> its own instrument <strong>of</strong>ratificati<strong>on</strong> or instrument <strong>of</strong> accessi<strong>on</strong>.Article 201. The Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s shall receive and circulate to all Stateswhich are or may become Parties to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> reservati<strong>on</strong>s made by States at <strong>the</strong>time <strong>of</strong> ratificati<strong>on</strong> or accessi<strong>on</strong>. Any State which objects to <strong>the</strong> reservati<strong>on</strong> shall, within aperiod <strong>of</strong> ninety days from <strong>the</strong> date <strong>of</strong> <strong>the</strong> said communicati<strong>on</strong>, notify <strong>the</strong> Secretary-General that it does not accept it.2. A reservati<strong>on</strong> incompatible with <strong>the</strong> object and purpose <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shall not bepermitted, nor shall a reservati<strong>on</strong> <strong>the</strong> effect <strong>of</strong> which would inhibit <strong>the</strong> operati<strong>on</strong> <strong>of</strong> any <strong>of</strong><strong>the</strong> bodies established by this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> be allowed. A reservati<strong>on</strong> shall be c<strong>on</strong>sideredincompatible or inhibitive if at least two thirds <strong>of</strong> <strong>the</strong> States Parties to this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>object to it.3. Reservati<strong>on</strong>s may be withdrawn at any time by notificati<strong>on</strong> to this effect addressed to<strong>the</strong> Secretary-General. Such notificati<strong>on</strong> shall take effect <strong>on</strong> <strong>the</strong> date <strong>on</strong> which it isreceived.Article 21A State Party may denounce this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> by written notificati<strong>on</strong> to <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s. Denunciati<strong>on</strong> shall take effect <strong>on</strong>e year after <strong>the</strong> date <strong>of</strong>receipt <strong>of</strong> <strong>the</strong> notificati<strong>on</strong> by <strong>the</strong> Secretary General.Article 22Any dispute between two or more States Parties with respect to <strong>the</strong> interpretati<strong>on</strong> orapplicati<strong>on</strong> <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, which is not settled by negotiati<strong>on</strong> or by <strong>the</strong> proceduresexpressly provided for in this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, shall, at <strong>the</strong> request <strong>of</strong> any <strong>of</strong> <strong>the</strong> parties to <strong>the</strong>dispute, be referred to <strong>the</strong> <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Court <strong>of</strong> Justice for decisi<strong>on</strong>, unless <strong>the</strong> disputantsagree to ano<strong>the</strong>r mode <strong>of</strong> settlement.Article 231. A request for <strong>the</strong> revisi<strong>on</strong> <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> may be made at any time by any StateParty by means <strong>of</strong> a notificati<strong>on</strong> in writing addressed to <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong>United Nati<strong>on</strong>s.


2. The General Assembly <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s shall decide up<strong>on</strong> <strong>the</strong> steps, if any, to betaken in respect <strong>of</strong> such a request.Article 24The Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s shall inform all States referred to in article17, paragraph 1, <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>of</strong> <strong>the</strong> following particulars:(a) Signatures, ratificati<strong>on</strong>s and accessi<strong>on</strong>s under articles 17 and 18;(b) The date <strong>of</strong> entry into force <strong>of</strong> this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> under article 19;(c) Communicati<strong>on</strong>s and declarati<strong>on</strong>s received under articles 14, 20 and 23;(d) Denunciati<strong>on</strong>s under article 21.Article 251. This <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, <strong>of</strong> which <strong>the</strong> Chinese, English, French, Russian and Spanish texts areequally au<strong>the</strong>ntic, shall be deposited in <strong>the</strong> archives <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s.2. The Secretary-General <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s shall transmit certified copies <strong>of</strong> this<str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> to all States bel<strong>on</strong>ging to any <strong>of</strong> <strong>the</strong> categories menti<strong>on</strong>ed in article 17,paragraph 1, <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.
